In Gorge of King Xorbb there are 2 eyes marked on the map that spawn every 5 minutes.
If you do this Achievement in conjunction with Good Luck, Bad Guk, you'll get a substantial amount of evil eyes from the LDON's offered in Southern Ro. I always went to the rotten stump dungeon, which had between 10 to 15 eyes per dungeon. It's the best zone I can think of that doesn't require you to be 100 to hold your own in.
