I can recommend TOFS in Iceclad Ocean. There are plenty of ghosts in the library, and even at the zone in there are Spectres. If you only need a few to top off your achievement, then I would say head over to Southern Ro near the tower in the water. There's a about 10 Spectres roaming around it,
