Sanctus Seru in the Arena area (southern part of map) -1675, -240 has High elves, Humans, Half Elves, Erudites, Barbarians, Gnomes, Dwarfs, Halflings of a citizen of seru.
I count average 5 or so High Elves per clear.
45 or so mobs total in this area.
Roughly Lv 40 or so, but once in a while, a Lv 55 ish mobs spawns as well in the mix.
10 min respawn time.
Nice area to work on multiple slayer achievement, in a safe place.

I went to Al'Kabor's Nightmare off House of Thule. The Third section is Faydark area and has 15 high elves to kill with no faction hits.
Torgiran Mines has high elves with no faction hits. Only the "crazed" miners can be high elves, so stick to that section of the mines and you'll get some. Not a lot, but if you're on a Progression Server and Toskirakk isn't out yet, that's the only place to go. I got about 4-6 per clear.
Toskirakk has it's fair share of high elves that repop fairly fast, as does Sanctus Seru(not many high elves there though), but the place you want to be is Library. The zone off of House of Thule. Most of the librarians are high elves.

Don't listen to the other suggestions... Toskirakk is where you wanna be; there are tons of High Elf slaves and they repop really fast.

I cleared the upper wall of santus seru, got 1 high elf.
There's got to be a zone with a supply of high elves without the bad faction hits.

depending on the type of toon you have, and your AA abilities, this is what I did
1. engage a high elf guard
2. merc tank engages
3a. use enc fog memory to wipe your aggro (extended target window will flicker for a moment if it worked) usually the tank keeps the aggro going
3b. if the fog memory stops the tank from fighting, then go to step 1
4. if no enc, then try druids AA veil of the under brush (druid will have to engage the mob), or try the cleric version of mem blur (you get the idea)
5. the merc is not a pet, it is a group member and if it is the only one with aggro you will not take an aggro hit, so don't heal it, if it needs healing, have another player in your group with a healer merc

In Sactus Seru, run about the upper ring of the outer wall and kill the guests in the upper arena.... you will eventually kill a numbner of races to inlcude Half Elf, High Elf, Barbarian, Dwarf, Gnome, Halfling, Human....
