You need Amiable faction with Eldritch Collective. You say, 'Hail, Larkon Theardor' Larkon Theardor says 'Greetings! Welcome to the Library of Mechanimagica. You must be a [current member of the Library] or has my [mind begun to slip]?' You say, 'Your mind is slipping.' Larkon Theardor says 'What!? That was but a joke. I try to make you feel comfortable with a little levity and you proclaim my mind has gone the way of Meldrath's. Well, enough frivolity. You will do your part to help in the menial tasks of the Collective. Do you want the [clean tasks] or the [dirty tasks]?' You say, 'I want the clean tasks.' Larkon Theardor says 'Clean... Dirty... It matters not. You have upset me with your rude remarks. You will go to the Steamfont Mountains. There you will find Fodin and tell him I have sent you. He will have a nice tidy task for you. This is the first building just NW outside of Ak'Anon entrance. You say, 'Hail, Fodin Frugrin' Fodin Frugrin says 'Hello, _____. Have you ever peered beyond our little world? You say, 'Larkon sent me.' Fodin Frugrin says 'So they found another young member to attend to their putrid hunt, eh? Take this box. You will notice that your box has ten slots and does not smell very good. That is because each slot must be filled with the diseased livers of infected rats. Hop to it, then! Go get some diseased livers. And if you should get bitten and find yourself diseased or poisoned, be sure to visit the Abbey of Deep Musing. They have healers who can cure disease. Do not forget to return the box to Larkon.' You receive an Air Tight Box, inside which you need to combine 10 Infected Rat Livers dropped by infected rats, plague rats and female rats in Steamfont. Another good place for the Infected Rat Livers is the Paineel newbie zone. Kill pack rats until undead rats spawn. The undead rats can drop up to 4 livers at a time. On handing in the combined Air Tight Box to Larkon in Ak'Anon: Larkon Theardor says 'Whew!! What smells of rotting disease? Oh.. It's you. I see you've gathered all the diseased livers. I shall have them incinerated in the scrapyard. The only reason we do this is to keep the Dark Reflection from using these components in their black arts. Take this. I hope you use it wisely. Oh, and.. take a bath. You stink!!' Your faction standing with Eldritch Collective has been adjusted by 10. Your faction standing with Dark Reflection has been adjusted by -1. Your faction standing with The Dead has been adjusted by -1. Your faction standing with Gem Choppers has been adjusted by 1. Your faction standing with King AkAnon has been adjusted by 1. You get the livers off of diseased/infected rats in Steamfont. Look for Giant D/I Rats around Mino Caves.

If you get the box first, and start to collect the rat livers, on death the livers disappear. (Tested this several times). So get all 10 rat livers first, then go get box from Fodin, combine them all, and go turn them back in to Larkon.
I got some exp and gold. nothing special. Once you get level 10 or 11, you get the minataur quest instead, but he will still accept the combined box.

Yes, the box used for this quest is a a 10 slot NODROP LORE box, with weight 2. The graphic for it looks like a gearbox, which is kind of neat. Small items can be stored in the box if you're careful not to hit the combine button.
Unfortunately as a non native of Akanon I haven't been able to get this quest or any of the other Eldritch Collective quests yet, and I haven't found any mobs to kill that increase that faction. I'm hoping the quest giver for the Series C Black Box quest has Gemchopper faction so I can get it high enough to use that quest to get faction for this one. Does anyone know? Suggestions on increasing Eldritch Collective faction would be welcome.

Yes, go to Qeynos and tell the tax collector you'll help him collect taxes; He'll give you a 10 slot box as well

You get the infected livers from killing infected rats which can be found all over Steamfront. You might want to look in the area close to the Lesser Faydark zone.
