Palon Deskeb (Wizard Guildmaster) is located in the tower of the Academy of Arcane Sciences. He's on Find (Ctrl+F). You need Amiable faction with Arcane Scientists for Palon to give you the Jar of Liquid.
You say, 'Hail, Palon Deskeb' Palon Deskeb says 'Pleased to meet you. Have you seen how clear the water is underneath the Academy? All sorts of life could flourish there. What a shame there are no [Marr Minnows] there.' You say, 'What Marr Minnows?' Palon Deskeb says 'The Marr Minnow swims in the pond near the Temple of Marr. I wish I had one. Not a dead one. A live one. I need someone to [get the minnow].' You say, 'I will get the minnow' Palon Deskeb says 'Please try. Here you are. Take this jar. Offer the jar to the minnows. Maybe they will swim into it.' You receive a Jar of Liquid. The minnow are in the basement of the Temple of Marr, in the northeast corner of West Freeport, along with the piranhas. Give the Jar of Liquid to a minnow. You'll either fail, or the Jar will turn into a Fish in a Jar. a minnow darts into the jar, or just darted past it!! Giving the jar to minnows will never, ever result in receiving the Fish in a Jar back. Tried over twenty times.

Faction is tricky in freeport. You hurt freeport militia faction and you can't get into freeport without some help. You hurt Knights of Truth and you can't use the bank. I won't do this quest because the cheapskate Erudite didn't even give me anything good the one time I did it.

I found the minnow in the water in North FP at the Hall Of Truth. Lost faction with a lot more than I wanted to. I think I got a torch for the reward. /cheer :(

Anyone know what kind of reward you get off this quest? Im almost sure it is barely worth my time but... You never know I guess.

you must complete the quest that he describes about another caster in the lower levels of the sancuary.... he describes this at the end of the quest message

He does give you a jar if you tell him "I will get the minnow" The item is a jar, not a bag. The anonymous posting that say it is a bag is confusing the pirahna hunting quest with this one.
Also, by trying o catch the minnow you lose a LOT more faction with the nfp factions then you get back by killing 1 pirahna, so if you wish to stay non-kos to the nfp guards you must kill several (6 to 10 I would guess, I killed 5 and it didn't get me back to indifferent, and now I am apprehensive to both factions freeport guards and knights of truth) for each attempt at catching a minnow.
The reward is a ration and sometimes a few cp. For the faction hits you take it is not worth the trouble.

i am currently worse than indifferent and he wont give me the quest, tells me i must prove myself for them or something like that anyway..
I was indifferent till last week. i am hunting guards in wFP, and accidentally pulled a halfling close to the theatre of Tranquil as well.. i know i should've zoned but instead my pet killed it off before i had the chance..=(
So. Now i have to do some quests to raise my faction with the coalition, so that ill be able to sell/buy again.. (have to go to casters guild or clerics/pallys in nFP nowadays) So if youre hunting guards, make sure you dont accidentally kill off that halfling when you're at it, he will assist the guards..=)

In this quest, Marr Minnows for Palon, I have talked to Palon, followed instructions, and he talks, but doesn't give me a jar. Therefore, I have not been able to complete this quest.
