Lashun Novashine can be found in North Qeynos wandering from the temple to the front gate, and back. One location at which he stops is -158, -350.
At the temple, you'll see him say... Lashun Novashine says 'Greetings, people of Qeynos! Are you lost? Has the chaotic life of an adventurer left you empty and alone? Seek redemption in the glorious light of the Prime Healer. Only through Rodcet Nife and the Temple of Life will you find true health and salvation.' At the front gate, he shouts... Lashun Novashine shouts 'Cease this endless conflict and seek salvation in the Temple of Life! The glory of Rodcet Nife awaits you!' Upon speaking with him... You say, 'Hail, Lashun Novashine' Lashun Novashine says 'Well met, ______. My name is Lashun Novashine and I am a humble priest of Rodcet Nife, the Prime Healer. I wish to spread His word to every corner of Norrath. My job gets more difficult each day with so many so willing to take lives rather than preserve them.' You say, 'I need healing.' Lashun Novashine says, 'Rodcet wills us to cure and heal all who seek it. But he asks that you pay a price in return. I can cure diseases with a small donation of 2 gold pieces. I can also heal your wounds, but as proof of your desire to rid Norrath of the evil of Bertoxxulous and as an offering to the Prime Healer, you must bring me 2 bone chips from the undead that roam these hills.' Hand Lashun Novashine 2 x Bone Chips. Lashun Novashine says 'Ah good, I see you seek healing. But you must offer the remains of one more minion of Bertoxxulous before Rodcet will deem you worthy.' Lashun Novashine says 'Very well, young one. May the light of the Prime Healer wash away your scars.' Your faction standing with Priests of Life has been adjusted by 1. Your faction standing with Knights of Thunder has been adjusted by 1. Your faction standing with Guards of Qeynos has been adjusted by 1. After blowing my Priests of Life faction as a young enchanter killing koalindl, I went to do this quest at level 41. I charmed Novashine and gave her chips or gold, but while it gave the proper result (You gain experience! and she casts heal on you) I got no faction at all. Is my faction too bad to be improved at all?
You cannot get any Faction improvements when you charm a NPC.

Unfortunately, with wolf form, it will not make any difference to faction or deity related problems.
You see, there are 3 reasons why mobs/npcs will aggro in the game.
Faction.
Race.
Deity.
Wolf form only fixes the Race. It will not fix deity or faction. Trust me, I'm an Erudite wizard, KOS to the Freeport milita. I'm scowls before wolf form, I'm still KOS with wolf form (lost faction with the Pally soulfire quest).

In my experience, wolf form and illusions can and do impact faction issues, but only to a certain degree.
If the form you take is one that is liked MORE than your natural form, then the effect is positive. If the form you take is one that is liked LESS than your natural form, the effect is negative. However, it will only push your position so far.
Suppose for a moment that the NPC likes a wolf 100 points more than he likes you, and you are KOS by 99 points. In wolf form, you wouldn not be KOS. If you are KOS by 101 points, you would still be KOS in wolf form.
Casting illusion erudite, for example, immediately bumps an enchanter off the KOS list in Paineel (unless they've damaged their faction in major ways).
Killing Sir Lucan is a *MASSIVE* faction hit with the Freeport Militia. As a result, worlf form or illusions will generally not be sufficient to overcome the faction issue. (this is mentioned here in response to Holmium's subject about Faction and Wolf Form)
I have successfully factioned a Dark Elf Necromancer and worshipper of Innoruuk to the point that the druids of Tunare will trade with him. That's a pretty extreme case (and he can't go home now).

This is a good, easy way to improve faction so you can get other quests, such as the quest for the Shining Star of Light.

Not that many people play Erudite Paladins/Clerics so they give them more enticing equipment to try and lure more to play that race/class combo.

I gave bone chips and gp to tune of over 400pp to get faction high enough to do aegis of life.. it was tedious.. but if you ever did grimrots part of quest.. NO ONE WANTS TO BLOW IT for lack of faction.

Enchanters do this quest before killing any fish! No matter what level you are, its always good to raise the faction with the temple.

As a Dark Elf wanting to faction up, could I use bonechips purched in Neriak? Or is there a difference between those and the ones off corpse?

Any Bone chips will do, but if Chips are 2pp or higher, just bring Gold...giving him 2 gold pieces does the same thing....to also raise the Q Factions may I suggest going into the dock bldg and giving Brandy to Cptn (Whatshisname)...he conned ind to start to me DE Ench, when all the NPCs around killed me, and after just 200, I was sitting pretty, amiable, I believe...FREE AT LAST FREE AT LAST! Nice to walk around and trade and risk nothing from Guards/Merchants.

I did this five times with Novashine and couldn't even see my exp bar move. I guess you could get a whole lot of bone chips and give them to Novashine for some exp, but why bother? The real experience here is from the lesson learned after getting ripped off. Its better to save a stack of 20 and auction them for a pp or two, or just sell them to a vendor.

I think you are missing the point. One does not do this quest for the exp, but rather to adjust faction.
