For the "Make impression of some of the patterns of the Erillion armor in Sarith." I have killed over 40 an Orator`s army soldier. I have the 20 required kills, but no impressions. I have my book on me.

I don't know about this particular one, but when I was doing the mammoths in Icefall, I did over 80 before I got my first impression, and around 150-180 or more to finish it. I've heard of people doing way over 100 before getting an impression.
Hopefully it's just a bad streak on the random number generator.

I hailed npc while illusioned and she responded normally as if to give me another quest. So I handed in the Numinous book and she eats it. Any way to get another book or does somebody have to completely redo this quest?

You must not handin your book under illusion, cause the NPC will not recognize you as his own race. Problem is that if he denies you the cultural book, he on another side eats the impression book. Only remaining solution is petition.

same here... killed all i needed in argath with impressions... then went to sarith and killed the 20 but no impressions... some1 told me my TS had to be at 300 or i couldnt get the impressions... currently at 286... any idea if this is true
Make sure you have the impression book in your inventory.? maybe?

Hrm, killed about 20 aa's worth of exp more than the 40 required by first step, still no updates on the 2nd... I've been killing by the Interrogator Galectes area; anyone have better luck elsewhere?

For High Elves, the correct phrase is "symbols". Artisan Elistar Vorann is the NPC in Felwithe for High Elves. Text is the same as previous, albeit: "You have been assigned the task 'Numinous Impressions'.
For Dark Elves, the correct phrase is "valuable". Artisan Dosan Vis'moor is the NPC in Neriak Commons for Dark Elves. Text is the same as previous, albeit: "You have been assigned the task 'Numinous Impressions'.

Keyword to get the tasks is "Patterns". This brings up a task list of all the available patterns tasks including the new Numinous Impressions book.
Numinous Impressions requires killing 40 Erillion in Argath and 20 Orators in Sarith. Plus, the typical 6 Impressions that randomly appear when killing each. Same pattern as the rest of the tasks before this.
