I know this is well dated now, but for any doing this mission, you can save yourself some time. Jerinos can be hailed from outside of the building without aggroing the guards at the entrance.
Use /target jerinos and hail from just left of the entrance to the building (left if you're facing the door). Since you don't actually have to hand anything in to him, you can do both hails without fighting your way to him. (Although you will need LoS on Vinloi in his room to start the next quest)

This task is the third in a series of four; a solo task that begins with Caindi in Erillion, the City of Bronze (found at location 400, 630, 1 -- in the southern part of the city's northwestern quadrant, by a fountain). Pre-requisites for requesting the task: - Completed "Dreams of Chaos" - Completed "A Spy Among Us" - 81 Skill Level in Alaran You say, 'Hail, Caindi' Caindi scowls at you. 'I don't trust you, but if Tyzen trusts you, then I won't question alis judgement. I was approached not long ago by a guard named, Kalinir. They promised aleself a large sum of gold if I agreed to spy on the group. I declined. I would never betray the group. Find [Kalinir] and see if you can find out who alis is working for.' You have been assigned the task 'Restoring Order'. Tyzen's group has been infiltrated by a spy, and even worse, it was one of Tyzen's most trusted group members. Tyzen has asked you to get to the bottom of this and see who convinced Verobi to betray his group. You say, 'Where is Kalinir?' Caindi says, in Alaran, 'Kalinir can most likely be found in the government offices in the city hall.' Question Guard Kalinir 0/1 (Erillion) Guard Kalinir spawns in the government office building. From the entrance, head north to the last room on the left. Be ready for a fight. You say, 'Hail, Guard Kalinir' Guard Kalinir says, in Alaran, 'Jerinos will praise me for killing you!' Defeat Guard Kalinir 0/1 (Erillion) Task Window Says: Kalinir would rather fight, than speak. Kill them. Guard Kalinir hits for a max ~12,500 (stunnable; slowable). NOTE: If doing this as a group, you'll have to kill him once for every member of your group. Whoever is on the step "Defeat Guard Kalinir" must be the first to aggro him. Only the first on his aggro will get credit for this step. (He has a quick respawn time.) Speak with Tyzen 0/1 (Erillion) You say, 'Hail, Tyzen' Tyzen says, in Alaran, 'Jerinos, eh? Funny you should mention that name. A courier just dropped off a letter for you and it says that Jerinos would like to meet with you.' Speak with Jerinos 0/1 (Erillion) Jerinos is found on the second floor of the government building in a room located at about 25, 180, 42. (You'll have to kill several see invis mobs to him.) You say, 'Hail, Jerinos' Jerinos says, in Alaran, 'So you received my invitation. I apologize for the inconvenience of reaching me. Stay your sword. I am not your enemy. I have some [information] I think you will find quite interesting.' You say, 'What information?' Jerinos says, in Alaran, 'It's unfortunate you got mixed up with Tyzen's rebel group. If you knew their true plans, you would not have done so. They don't trust you. In fact, they are planning on handing you over to the guards. I on the other hand can [help] you if you do as I say.' You say, 'How can you help?' Jerinos says, in Alaran, 'One of Tyzen's members, Lijka, has been sniffing around and getting a bit too nosy for my liking. They need to be taken out. It needs to look like an [accident] however. Take care of this and then return to me.' You say, 'An accident?' Jerinos says, in Alaran, 'You didn't hear this from me, but in the hills outside the city gates, a weed known as Briltimore grows. This particular weed is known to have strange effects on braxi. Lijka works as a merchant during the day and always has alis trusty braxi along with alis. If the braxi were to unfortunately eat the Briltimore weed, who knows what would happen.' Pick some Briltimore Weeds 0/4 (Erillion) Task Window Says: Obtain some Briltimore Weeds that grow in the hills outside the city. This is a ground spawn throughout the area outside the city's boundaries. There are several different types of plants growing on the ground. This one is entirely green. Weeds are located at: -158, +1742 -999, +1517 -1719, +1326 -1450, +1567 Give the Briltimore Weeds to Lijka's Braxi 0/1 (Erillion) Task Window Says: Give the Briltimore Weeds to Lijka's braxi. This should send the braxi into a rage, hopefully killing Lijka in the process. Lijka's Braxi is found at about 1050, -420, 2 (northwest part of the city's northeastern quadrant). Speak with Jerinos 0/1 (Erillion) You say, 'Hail, Jerinos' Jerinos says, in Alaran, 'Did you do as I asked? Excellent work. Some of my guards recovered a letter that Tyzen was trying to send out to alis group. It details how they are going to betray you once you uncover who is behind the spy ring. Do not worry. You are safe as long as you work for me. Unfortunately I must attend to other matters at this time, but I have given my assistant, Vinloi instructions on how you are to proceed. I just tried this and got "you are too far away from Jerinos to hail him"

When hailing / killing Guard Kalinir as a group, there is more to getting the update than just taking turns hailing.
It appears whoever is first on his aggro list after the hail gets credit, even if they are not on that step of the quest. I had to position group away from him and let him aggro each toon individually in order to get updates.

Yep, dumbest thing ever. It's probably a bug they never fixed.
No real argument. Had to kill him four times for the four pc's in the group.. Glad he's a fast respawn
