It's possible for evil characters to do this quest. However, Surefall Glade is KOS to evil characters, so you need to be invisible (or illusioned) when entering, as well as when turning in the letter.

Ah, he's on a timer it seems. I had to wait and do a couple other quests, then come back later. I thought I was going mad - all the resources I read said where he was, but I couldn't find him the first five times I checked.

Well I was given this quest when i started as a SK in queynos. I was supposed to actually KILL Gahrin and take the note and bring it back to someone in the SK guild, They give you another note which you are to take to Te'Anara and give it to her. Only problem is, SK are KOS to the druids EVEN in wolf form (I had a high level druid friend try it). So I am wondering how are you supposed to finish this quest?
BTW: The note I was suppose to give to Te'Anara said oppisite of what is posted above; "We are NOT going to impose taxes on bear skins and known poachers will not be apprehended for extradition"

This quest appears to be broken. I talked to Gharin and he wouldn't say anything about Crow's Brew. So I just gave him the brew, and he didn't know what to do with it.
I just did this. He stopped walking when hailed but didn't say anything in brackets that would lead into a quest, so I just gave him the 4 Crows special brews (don't stack them) and he gave me the letter.
If you were me and I were you, would we still be friends?

Is there any way to get Crow and his family to sell to me? I'm an enchanter and no matter what illusions I throw, He still won't sell to me. I know Illusions don't cover my class, but hey, it worked on Firepride. Will he ever sell to me or am I royally screwed?
If Illusion: Human and something from the Alliance line doesn't cut it, try killing bandits in the Karanas. I'm fairly sure he's on Circle faction due to his position in town and behavior. Just remember to get behind the bar to cast Alliance since you can't cast it over a table.
And always remember... you're not screwed in Qeynos till you're KoS to the corrupt guards. Ol' Daggy's a mean one.

well i walked into crows one day and saw he had the brew so i stocked myself with it so now i have 20 special brews so yes you can and there are special brews just not very often. but if your like me and hang around crows alot you would know.
Anyone know if the note is lore? I would assume so, but I was thinking if you bought out all of Crow's famous brew, you could raise factoin VERY quickly and easily by doing this quest. I spent a good deal of time killing some of the JaggedPine Treefolk because I was bored (55 Druid) and now Im tired of getting jumped everytime I try to buy a spell. Those damn poacher heads are just toooooo time consuming to bother with.
Bah, someone did a run-by rating of my post to drop it down to 2.00, I wish people would respond to the post as to why they lowered the score. I mean I can only assume someone would rate that one down because I was killing the Jaggedpine Treefolk, and looking for a way to increase the faction up again.
Well Im afraid I may have mis-stated what I was doing, I was in Qhills killing Named NPC's looking for new quest items to adventure with, and alot of those turned out to be Jaggedpine Treefolk.....I didnt go on a Ranger murdering rampage on purpose.

You need to raise your faction with the Circle of Unseen hands. This is the Rogue's guild in Qeynos. There are several ways to do this depending on where your faction with them is now. I will assume that you are at the dubious level because he won't talk to you, but he doesn't try to kill you on sight.
In that case, see if you can't use the honeymead for Trumpy quest to raise your faction with Crow:

You will most likely need to perform this quest many times to raise the faction enough to get Crow to sell to you. What that means is that you will be handing backpacks full of honeymead to Trumpy. Once you get your faction with Trumpy up to apprehensive, you should be able to buy the booze from Crow. (They are on the same faction.)
Be sure to check your faction with the guards in Qeynos before you start. There are two groups of them, regular and corrupt. The honeymead for Trumpy quest lowers your faction with the regular guards, so make sure you don't push it into the KOS range in the process.
The honeymead for Trumpy quest also lowers your faction with the merchants of Qeynos. You can raise that faction and the regular guard faction by hunting in Blackburrow.

Well, i couldnt figure out what to say to Gharin, so i rolled him. Dionna was only swingin 30's, so i just let her hit me, looted the note, and zoned. Whatever lvl she is, she cant hit for ****.

This is the first I'd heard of purchasable Brew; I'm glad you posted this. Sadly, I got tired of paying Raz the Rat 5gp to get a bottle from Crow and have Gharin be rude to me. I finally actually killed him yesterday (my Qeynos faction is high enough that it didn't budge).
You CAN get the note by killing Gharin, a path I only recommend for evil PC's. Be warned: those nearby WILL help him. In my case, I went all the way over to the nearby arch and snared him; the Guard at the clock ignored me, but that silent woman Dionna came and started beating on me (no danger at 23, but she hit surprisingly hard for being green).
