Loaded my 23 ranger and there were only 3 on track (120 skill) and they were red to the ranger. So at this point I abandoned the task, the 2pp reward is not worth it anymore high twenties. For the map:

The Highland Tigresses level range is 29 to 31, so you might want to wait till you have reached that level before you attempt them, or have some higher level friends help you. This is a old quest and it is available at level 7, but you really need to be more in the twenties level range to complete it. You may want to do other quests and adventure elsewhere and come back to this quest when you have leveled up. You are welcome to /bug this issue if you feel it is not working correctly. This is a long task given by Sentinel Phylos, a taskmaster in Erudin. It's known to be available at Level 7.
(Dialogues?) You have been assigned the task 'Trouble in the Highlands'. You're going off to uncover what these lands have to offer. It won't necessarily be easy, and there will be those that want to stop you from uncovering anything at all, but you're going to be resolute in your actions. To start you need to explore the second cell holding a prisoner in the southeast. Once you've done that, a courier will be sent with more information about the next step. Explore the second cell holding a prisoner in the southeast 0/1 (The Warrens) Head to the Warrens via Paineel. From the zone-in, take a right and follow that corridor down until you see a door on your left. Enter the door and take the corridor to the right. Follow the stairs down. The prison door is on your left a few steps down. Invis helps here, as mobs run fast at low health and create nice trains. This step updates at about 330, -1075, -94. Oh no! You've been waylaid by monsters! Get rid of them so you can get back on track! Quickly kill 10 rabid kobolds, and be sure you loot 4 Bronze Yari, so there's no evidence of their deaths, just in case others come looking for them. Kill 10 rabid kobolds 0/10 (The Warrens) Loot 4 Bronze Yari 0/4 (The Warrens) The prison cell has no roamers. It may be best to pull to there, but beware that assist aggro here is large. I've killed over 40 rabid kobolds now. Found several bronze weapons but have yet to find my first Bronze Yari. I'm level 11 now and will petition the drop rate. The task assumes about 1 in 3, 1 in 4, but it is definitely not that. I've not seen this weapon on any other kobold either.
It still drops. Just got one, it's visible as a spear on the kobold, so I'm gonna count how many are up at the moment.

with yari: 3
So the best tactic is to invis and find the ones with the spear. In my case they all were in packed rooms: the trainer area, the river area, by the smithy.
