I killed on top of the hill north of the zone in from Arithicrex Portal till the mob at -802.90, 419.00,21.32 popped as a deranged mephit then I just handed to him and faded till he turned Crazed.. no adds there. But as Quadrazu said It is a random on hand in ..so that is a safe spot to just hand in...and hand in and hand in ............
This was after killing every mob I could find that was deranged with no results but much frustration.

This solo task is the second of three tasks that begin with Resnel in Brell's Temple (located in the room with Brell Serilis, due north from the zone-in). Watch out for roaming see invis KOS mobs while speaking with Resnel.
You have been assigned the task 'Likely Candidate'. Kill 1 crazed mephit 0/1 (Lichen Creep) Return to Resnel 0/1 (Brell's Temple) Take Resnel's Curious Concoction to Lichen Creep. Hand it to deranged mephits until one of them turns into a crazed mephit (those that do not accept the item will attack). Kill a crazed mephit and return to Resnel. You say, 'Hail, Resnel' Resnel says 'Thank you, _____. Sadly that was not the result we were hoping for, but there is always next time. If you are still open to helping us that is.' I think it's random each time you hand in. I gave the conconction to a deranged mephit five times - mezzed him, then blurred, then actually handed it to him while he was mezzed. When you hand and he doesn't change, he stays mezzed but on the ETW, so you simply blur him and try again. Fifth time he morphed into the crazed mephit and (of course) he was no longer mezzed, kill and move on.
Also, if multiple people in your group have this quest, it will update for all of them on one crazed mephit kill.

I don't know if it's specific location(s) that have agreeable mephits, or if every mephit has a chance of accepting the potion, but in any case I found one at neg 1309, pos 796, neg 39.
First step:

I just set myself to puller (85 mage) and handed in the concoction he gives you to deranged mephits that were clear of any other mobs that would aggro, then ran them to a camp spot nearby to kill after they aggro'd. 3rd hand-in popped the crazed mephit.

Think ive handed the curious concoction to about 200 deranged mephits so far, none seem do update. Ive tried to memblur / banish alot too for handing in but mostly ive been kiling them if they aggrod. Nothing seem to work. Is this supposed to be zonewide random for updates, or is it in a particular area of the zone that you can find the ones that update?
Updated - found it later, on one of the islands in the big lavapool, one of the mephits there updated.
