Anniversary events tend to run from mid-March to mid-April (sometimes to mid-May) each year. They are not available during the "off season".

This is an anniversary quest available only during anniversary season (a few weeks during March and April). It was introduced in 2009 as part of EverQuest's 10th anniversary.

Below here are the details for this particular quest.



This task begins with the Herald of Justice Due in the Plane of Tranquility (location 632.75, -1496.33, -874.53).

Warning! Kill targets in this task, while still relatively low level and easy kills, now occasionally proc a spell called "Furious Blow" which can hit for ~27,000. They otherwise melee for ~60-500.

Herald of Justice Due says 'Excellent. If you are strong of mind and body, you may be able to see this task to [completion]. The time has come for the most heinous fiends that cower in the shadows to find the light of justice shining down upon them. I ask you to seek them out and deliver our sentence.'

You say, 'I'll see it to its completion'

You have been assigned the task 'Justice of the Tribunal - Tribunal's Favor'.

Herald of Justice Due says 'May your eye be true and may Justice be done!'

On behalf of the Tribunal you will travel from city to city and bring justice to ten of Norrath's most notorious wrongdoers.



1. Find Branack Welk in the Academy of Arcane Sciences.- West Freeport (When you zone into the main building, go up one flight in a room to the right at the first landing. (loc -200, -888, 14. Hail and kill Branack Welk.

2. Find Tomee Stenk in the Lion’s Mane Inn. – South Qeynos (loc 289.90, -71.27, 4.38). He’s on the first floor, behind a closed door. Hail and kill Tomee Stenk.

3. Find Silva Tonk in the Vasty Deep Inn. – Erudin (loc -1101.57, -16.04, 84.35). He’s on second floor, third door on the left. Hail and kill Silva Tonk.

4. Find Encan V’Dal in the house of D`abth – Neriak Commons (loc -67.22, -992.32, -21.29). In the Inn to the east of the main entrance. Hail and kill Encan V’Dal.

5. Find Eoando Kelu near the Tradeskill merchants just north of the entrance to North Felwithe. – Felwithe (loc 402.48, -897.31, -4.56). Enter South Felwithe and head north into the merchant’s building, follow the hall around to the last room at the end of the hall. Hail and Kill Eoando Kelu.

6. Find Gloribo Hammerbreaker hidden in the Warrior Guild Hall. – Kaladim (loc 156.44, 256.55, -10.12). He’s in a corner at the end of a long hallway. Hail and kill Gloribo Hammerbreaker.

7. Find Snogge southeast of the Shaman Guild Hall. – Oggok (loc 453.78, 845.46, 78.47). Head upwards through the tunnels. Head towards Tokun, a shaman spell merchant, then take the South East tunnel. Hail and kill Snogge.

8. Find Bronkks in a tunnel near a froglok prisoner. – Grobb (loc 542.29, -378.51, -2.30). He’s near Uzak the Jewel Crafter towards the northern middle area of the zone. Hail and kill Bronkks..

9. Find Scooky Moog just outside the Weary Foot Rest. – Rivervale (loc 231.22, -130.05, -6.06). He is down in a gully next to the inn. Hail and kill Scooky Moog.

10. Find Doran Keez in the tall trees west of the waterfall. – Surefall Glade (loc 335.08, 40.94, 4.38). Hail and kill Doran Keez.

The task ends as the last mob dies.

Each mob hits between 35 to 400 hp. All but one (Silva Tonk in Erudin) run when their health gets to 15%. None of them give faction hits and the other NPCs won’t join in. In hostile cities I was able to get in and out with invisible on. I did agro some wandering guards in Kaladim but for the most part in the other cities, the mob spawn site seems fairly protected and discreet. The mobs are straight melee types. There are no casters or healers. The mobs were all gray to a level 79 shaman. The only lower-level alt I checked with was a 39 druid and the Oggok mob conned gray as well. Hailing the quest mob is an important part of the update, the mob will attack immediately upon hailing; however, it won't acknowledge you until you do, giving you time to buff or bio before starting.

Same here, probably just lucky. Now as to the levels of these mobs. Was grey til I hailed then went bt blue. Wasn't expecting it and wasn't buffed and no healer. Died. The rest were grey hail and sapwns except for the last, Doran Keez. He was grey to hail but white/even con to fight. Had no problem though.

As of the last patch, they all enrage, and none run. Also, they all are double-spawned (except Silva Tonk), at least on Povar.

Gloribo in Kaladim and Eoando in Felwithe both didn't enrage and ran (and weren't double-spawned)

A small hotfix was pushed live today. From the patcher:

*** Hotfix ***

- The Tribunal's most wanted have lost their ability to land furious blows.
- Lowered the aggro and assist ranges of many NPCs in Convorteum.
- Changed the locations where a Clockwork Magma Meter MCMXCIX stops in order to reduce the duration and difficulty of his quest.

Important note about Furious Blow

The warning in the description above is only partially correct. Yes, the mobs now use a special attack (not a proc) called Furious Blow. It was hitting me for about ~24k with almost 4300 ac, Combat Agility 33, all my other defensive AAs, and resists around 650. However, it is NOT used "occasionally" as described; Furious Blow WILL be used, guaranteed.

Every NPC on your target list will use Furious Blow the first time within the first few seconds of combat, and then again approximately 30 seconds later (if the NPC is still alive). I never had one stay alive long enough to hit me with Furious Blow more than twice, but I assume it will continue using Furious Blow every 30 seconds. You need a good & fast cleric (or merc set on reactive) to help with this.

EDIT: I'm an 85 warrior and was using a T5 merc set on reactive, and I was able to solo this quest despite the new attack, but you need to be careful. Obviously, you need to have more hit points than the Furious Blow will deliver. The other hits are negligible, so as long as you can survive the Furious Blow, you will be fine. Your merc or other healer has about 30 seconds to heal you before the next attack, assuming you don't kill it before then.

I 100% support what Giniluv is saying. I even created this account specifically to say so.

I followed his work around and it has worked perfectly. However, as my usual level 85, the furious blow went straight through me and out the other side!

I did this with my 83 Zerker. The shroud method does work, at least for now. I had to dismiss my healer merc, shroud down to lvl 5 cleric, buy a stack of cloudy pots and a new tank merc (for 0pp cuz lvl 5). Finish task then dismiss tank merc re-buy new healer merc. Spendy but got task done, just make sure ya set aside a few hours to do this in one stretch unless ya gots pp to blow swapping mercs or you have a tank merc to start with.

I would put tank merc on Passive, hit DA, hail mob, wait for "casting" message, then put merc on aggressive, drop DA and kill mob. 15 min cycle for DA gave enuf time to run to next spot.

This method of shrouding down works well. One important thing to note is. . .
DO NOT accept the reward until AFTER you deshroud. This way you can get the proper level potions and rewards(level 5 shroud payout is only 11 plat).

I'm sorry I don't believe your "shroud method" had anything to do with your success in this quest, being level 83 with "DA" (whatever that is?) does. Having an ability that is gained at higher levels and a single class does not help us poor lowbies do this quest.

I got the task as lvl 83 and after 6 fast fails used this method. I stayed shrouded as a lvl 5 cleric the whole way thru to avoid buying and re-buying mercs. If you already have a tank merc you may not have a re-buy cost, I don't know.

The cleric shrouds all have an ability called "Divine Aura", an 18sec invulnerability. This ability has a 15min cooldown and lets you live thru the first cast of Furious Blow from the mob, giving you 30 seconds or so to kill it before it fires another. A berzerker has an invuln disc, but the reuse timer on it is 40mins.

The reason I used a specifically lvl 5 cleric shroud is 3-fold. 1> The DA cooldown is only 15mins vs the zerker's 40mins. 2> The cost of a merc is 0pp at lvl 5. 3> The mob scales to the shroud lvl, making a QUICK kill as it has so few HP.

AFTER I had completed the task (which ends when last mob dies) then I removed shroud and re-bought my normal healer merc and continued game as normal.

Doubt me if you want. I tried as lvl 83, fully buffed I can hit 29K HP and it was never enuf to live thru the first Furious Blow. Shrouding and using the method I described I finished the task without any deaths and only had to re-buy my original healer merc when I had all mobs dead.

I hope that explains it better.

This is so frustrating! How can anybody do this quest that is not level 85 and has 2k AAs? I went in with my lvl 70 beastlord and was killed after 3 hits from Silva Tonk, went back and had a guard spell on pet and that did not help. Saw the Warning about the ~27k nuke and used a shroud to a lvl 20 bear, well first hit was for 31975 from Branack Welk, ya he turned my teddy into a bear skin rug in less than a second. Occasionally!! so far this has happened every time! this quest is a DEATH SENTENCE to any toon lower than 75. I did all the favor quests last year with many of my toons all below 75, sure there were some places that were hard for the lowbies to navigate, but doable. This furious blow is an addition to these quests I feel is totally out of line.

they did not do this last year so i dont know why they are doing it now. i know they did not do it or my very non-uber necro, with not even close to that many hp cant do this quest, but he did. i hope the flag still stands since hes past this point but still did not finish the all the quests for the robobore. most players dont have close to that number. so why did they change the quest

Yes the 27k furious blow kills me every time as well. I even tried shrouding down to get the quest and it didn't help.

I am going to guess that this quest is not part of the 11th Anniversary, but maybe part of the new April 1st series. lol

You'll want a merc cleric or RL cleric if you solo these as a melee. They are doing some pretty nasty damage at the moment. You'll see each one do this: "You are struck by a furious blow. You have taken 24301 damage." At least, that was my message but I have max CS and some other defensives so I'm guessing it's about 25k max.

They start out as gray cons, but after you hail them, they become white cons. They are actually pretty good for leveling up evolving items due to their con and ability to be soloed.

This CAN be done as a group. As long as each person hails and is on hate list, they get credit....makes it very easy do to bots at the same time.

Note- both should hail at the beginning because each time the mob is hailed, its HP goes back to 100%.

The npc is actually SCooky not SNooky.

I still have a hard time finding my way around the maze that is the new freeport.The best way to find the spot you need is to take the guild hall port to arcstone and then port to freeport from arcstone.You will port right into the building that has Welk.

The mobs are grey and are simple but they do run and you can land yourself in a nasty way if you are KOS in such a place. If you have a way of snaring the mob do so it will make it much easier on the kill :)

I agree with the snare aspect. Dreading doing this one with my lower level characters.

Would like to clarify (and it's been pointed out before, but the entry hasn't been changed) that the mobs are only grey until they are hailed. After you hail them, they immediately become an even-con mob and attack you. They don't hit as hard, but they definitely don't stay grey! :)
