Anniversary events tend to run from mid-March to mid-April (sometimes to mid-May) each year. They are not available during the "off season".
For an overview and list of EverQuest Anniversary events, see this quest entry. This is an anniversary quest available only during anniversary season (a few weeks during March and April). It was introduced in 2009 as part of EverQuest's 10th anniversary. This is one of 16 deity quests. For an overview of how rewards work and how these quests are linked with one another, see this writeup. Below here are the details for this particular quest. Fizzlethorpe Bristlebane`s Image wanders the Plane of Knowledge near the Soulbinder. You say, 'Hail, Fizzlethorpe Bristlebane`s Image' Fizzlethorpe Bristlebane`s Image says 'Hello there! You might know me. Then again, you might not. No matter to me, really. I just wanted to invite you to a [party]!' You say, 'A party?' Fizzlethorpe Bristlebane`s Image says 'It seems to me that lately you folks here on Norrath have gotten a bit too stressed out. You've been slaying dragons for a decade, it's time to relax! So I've set up some firework shows for you. Of course with any good party plans, you really should expect to go to several places to get the most out of it. So do you want to enjoy a good show? Are you up to the challenge? A party [challenge]!' You say, 'I'll take the challenge' Fizzlethorpe Bristlebane`s Image says 'Well then, good luck! Most of all have fun!' You have been assigned the task 'Bristlebane's Party Favor - Bristlebane's Favor'. Bristlebane wants you to visit the firework shows all over Norrath. They happen only at one place at a time, so you have to keep moving! Bristlebane told you that he's having a party and has challenged you to participate. All over Norrath, and likely a few other places, there are firework shows to enjoy. All he has asked is that you find those fireworks and enjoy them. But the fireworks show only happens in one place at a time, so you'll have to keep moving. Bristlebane assured you that nothing bad would happen to you... LOCATION: Qeynos Hills -- south of Hadden (2380, 1015, 30) (CONFIRMED) CLUE: Big feet, big sandy footprints. LOCATION: Southern Desert of Ro -- around spectre isle (3792,-1631,15) (CONFIRMED) CLUE: If a bear was bare here, it couldn't bear it. LOCATION: Everfrost -- path south of PoK book, also wanders through most of the mountain paths (2573, 431,-56) (CONFIRMED) CLUE: Stone boat shuttles? Who are they kidding? LOCATION: Crescent Reach -- back part of zone, on ground below dragons (-540, -165, -42) (CONFIRMED) CLUE: Home to many of the world's largest things: largest Gnome launcher, largest clockwork and largest crash site! LOCATION: Dragonscale Hills -- on road near the farm, around (3516, -920, 77); also has been sited on the beach by the docks and in the water there (CONFIRMED) note: The party machine not only walks around in DSH, he also warps from spot to spot. Just pick one of the known sighting locations and hang out there until you see him. CLUE: High places are always covered with the veil of morning light. LOCATION: Dawnshroud Peaks -- doing a wide ring outside Sanctus Seru between the baker's camp and Netherbian (550, 1380, 111) (CONFIRMED) CLUE: Where claws met Norrath. LOCATION: Cobalt Scar -- walking along the beach (-716, -468, 61) (CONFIRMED) CLUE: Edge of the sea with the same name. LOCATION: Barren Coast -- along the coastline near the docks (-200, -310, 5) (CONFIRMED) Upon completion: Your task 'Bristlebane's Party Favor - Bristlebane's Favor' has been updated. As of April 21, 2021 (After the long maintenance patch) on the Bristlebane server the formula is accurate. No need to add or subtract. Note: The Party Machine appears approximately 45mins after the hour Real Time.
As of April 25, 2021, the Party Machine now appears approximately 20mins after the hour Real Time.
On Tunare this year the formula is -4
Also noticed over the last few years that the Party Machine does not enter the zone at the top of the hour. He enters at 15 after, like 8:15, 1:15, 4:15 and so on. So don't be discouraged if you don't see him right away.

Bristlebain Party Machine spawn in front of SS then heads right and heads to the mushroom
building. But what the BPM does is heads into the water next to the building. Then warps.
After roaming around for 10 min. I found him port back at location 574, 1381, 112

On AB this year the formula is:
type "/up in pok" then:
day*24 + hour then divide by 20.
Take remainder (decimal value) * 20 - 9
That number is the zone number he is in. And Steamfont counts as "zone 0" so make sure to take that into account.

For this year the equation on Tunare stops at the fraction x 20. No need to -3 or - 9 after that

The exact equation changes each year, this post is no longer valid, I'll post an updated equation soon.
The 4-3=1 bit is due to the fact that the original final step, the decimal, corresponded to a whole number indicating the current zone, numbered 1-16. Each year the up time per zone changes (and I also think the initial zone it spawns in is changed), so the additional step takes this error into account. I'm sure there's a more elegant equation, but this frog has a small brain and his math isn't the best either.
Also, I'm not sure but I think it also varies from server to server.

This is correct. Adding a bit more information, as I was confused until I found and followed BPM in Butcherblock.
Zoning in from PoK book, head south following the road, and go around the curve. Right there at that Guard Building, loc will be about +1167, -322, BPM will continue following the road, stopping just in eye shot of the next guard tower where the road goes from being diagonal to straight south, loc where he stops for a few seconds and turns around is +205, -211.

the formula is =MOD(((Days*24)+Hours),20)-3 for Tunare. he spawns in the zone at 15 past the hour real time, or on the new hour when you do /up in PoK,

As of 4/21/17 the formula is =MOD(((Days*24)+Hours),20)+6

On The Rathe server in 2017 you will need to subtract 4 from the formula. Using the 0-19 table. i.e. Steamfont 0, Butcherblock 1, Qeynos Hills 2, etc. BPM spawns in each zone approx. 15mins after the hour, real time Confirmed.

After all the server maintenance/fixes yesterday (4/25) the formula is accurate without the need to add or subtract anything. The party machine pops in about 20mins past the hour and changes to the next zone at 15-20mins past the next hour in real time. Or if you want to follow by /up time, it will be about 5-10mins past the counted hour. Like around dd:hr:10:ss give or take.
Followed it through three zones to confirm it.

It's changed again. Now it's the usual formula +6, and it pops in at 35mins past the hour, and stays until 35mins past the next hour. The first half of the hour it's still in the previous zone. I've watched it in a couple zones to confirm it.
