This raid expedition begins with Jaled`Dar in the Field of Scale. You must have completed his five group tasks as well as all their pre-requisites in order to request it.
You say, 'Hail, Jaled`Dar' Jaled`Dar says 'Why do you bother me small one? I have enough [problems] to deal with here without your intrusions. Danger abounds, and there is no avoiding it. But some are willing to take [great risks] to obtain their desires. Are you such a creature?' You say, 'I am willing to take great risks' Jaled`Dar says 'You must penetrate the council of many in the library area of Kaesora. We are certain that there are outsiders influencing their council members, and that influence must be removed. This is no altruistic ploy. Those outsiders are giving the Iksar power and guiding them on a deadly path. We do not want the unaffected council members killed, their voices are the ones that must be heard. The Iksar will certainly disapprove or your, um, interference, but do not allow that to stop you. You and your companions have the hearts of dragon kin. I wish you well.' The direction to the entry to your instanced zone(s) have been marked on your compass. The instance entrance is the same as the non-instanced Kaesora Library. LOADING, PLEASE WAIT... You have entered Kaesora Library Determining Which Council Members to Target Upon zoning in you will see emotes from eight different council members. More on the emotes in a moment. Clear your way down to the vault area. Above the pit you will find the Kaesora Council of Iksars. Your goal is pretty simple: Offtank the four "good" council members while you kill the four "bad" council members. The four "bad" members must have their HP taken to 5%, then all be killed at once or as close too as possible. If any member's HP is above 5%, they will emote "You think you could best me so easily? I've already made my bargain with Discord. I foresaw this fate..." At this point upon success, the good council members will de-spawn and a chest will spawn. If you fail, the bad council members will respawn and you'll need to learn who is good and who is bad over again.. You can determine which council members are "bad" and which are "good" by paying attention to the zonewide emotes. It is random which council members are associated with emotes. You may see a different combination than what you see here. The following dialogues are an example: Cathsas, Fourth Council Member shouts 'Come to order, please. It's high time we came to an agreement on the problem at hand. Do we, or do we not accept the proposition? You are all aware of my stance on the matter. We do not need this 'Discord's' help.' (Good member) Rebthik, Arbiter of the Council shouts 'With all due respect, you must be mad. Put your pride aside for a moment and consider the ramifications of this decision. Should we side with Discord, we will rule forever. Otherwise, we could doom the whole empire.' (Bad member) Vyth, Fifth Council Member shouts 'Yes, yes. They've showed us what will happen if we do not accept their assistance. Collapse, chaos, destruction, the end of our reign. I say we join them! Trust in these Discordians.' (Bad member) Glok, Third Council Member shouts 'Trust, you say? I trust there will be strings attached to this bargain. Have you considered that the Discordians will want something from us as well? What hidden price will we pay for this alliance?' (Good member) Klang, First Council Member shouts 'You speak of bargains but would not know one if it were laid before you like a silver egg. An opportunity such as this will never arise again. We should accept Discord's offer now before it is too late!' (Bad member) Sirsei, Second Council Member shouts 'So they demand an immediate answer? They are pressuring us for a response? In my experience, the proper response to an ultimatum is firmly 'no'. Tell them we will fend for ourselves.' (Good member) Argile, Sixth Council Member shouts 'We are a strong and proud people. I do not see this as a sign of weakness, but strength. It has carried us this far and we should not change course in this moment of adversity. We will fend for ourselves without any outside assistance from Discord.' (Good member) Nozirk, Seventh Council Member shouts 'Rejecting their assistance is pride unless we truly need their help, at which point it becomes suicidal arrogance. You would doom us all to save face. Ask yourself this: is a tradition of arrogance more important than our survival?' (Bad member) Note that if you wipe out or the event resets, the emotes will change around. The Event The event is triggered through dialogue, so you can set up around the council area as you see fit. You say, 'Hail, Rebthik, Arbiter of the Council' Rebthik, Arbiter of the Council fixes his gaze upon you. 'I am the arbiter, and I know the score. I'll be watching every one of you fifty-four. Do not try my [patience].' You say, 'We'll try your patience!' Rebthik, Arbiter of the Council says 'You were warned.' All eight council members immediately attack. They hit for a max ~10,000 and have varying abilities (also, some or all of them may enrage). Abilities also change based on which members are bad and which are good. Once the four "bad" council members are killed within a short timeframe of one another, the rest of the council disappears without a word and a polished chest spawns with loot.
