The quest description is wrong they're at the top not the base. The base is the bottom not the top.

Loot a "Wrext Mal Sacrificial Blade" from a gnoll in Old Blackburrow (uncommon drop from the Wrext Mal gnolls and some of the enraged gnolls in the lower parts of the zone). Upon right-clicking it, you see:
Perhaps a Gnoll shaman or mystic could discover the use for this dagger. Head to the Oceangreen Hills to Elder Mystic Foppye and hand the dagger to him. Elder Mystic Foppye growls quietly. 'This dagger is used in a forbidden ritual, _____! The Blackburrow clan must be trying to raise an undead fiend. They already raise reavers, but an item of this power would be used for something much, much worse. You must stop the ritual, or we may all be in grave danger!' You have been assigned the task 'Disrupting the Ritual'. The Darkpaw Mystic Foppye has informed you that the mysterious dagger you found is used in a ritual to raise an undead annihilator. Such creatures are typically used as juggernauts and assassins, but require lengthy preperation to imbue with power. Enter Blackburrow and find a way to stop the ritual before it is too late! Named The named gnoll "Mundunugu Rawl" has a chance to spawn in this instance. It drops one item per kill: Earring of the Mundunugu Mundunugu Rawl's Earring Shawl of Dreadwishes Shawl of Warwishes Killing it isn't necessary for task progression. Task Steps Disrupt the Wrext Mal Ritual and destroy the Annihilator 0/1 (Old Blackburrow) Speak with Elder Mystic Foppye 0/1 (Oceangreen Hills) The High Channelers Upon entering the zone, you'll see several named mobs at the top of the waterfall, each with an aura around it. If you try to get near them, you'll be ported back to the zone-in: You are forcibly transported through a rift in space, but sense that the source of its power may come from somewhere below... You'll need to head east from the zone-in, through the door on the south side, around the corridor, and to the rope bridges. There, you'll find two High Channelers: "High Channeler Jornlati" and "High Channeler Rezlter". High Channeler Rezlter emits a low growl and readies its weapon. High Channeler Jornlati emits a low growl and readies its weapon. There are splittable (not aggro-linked); hit for a max ~1,450; are mezzable and stunnable; and do not summon. They are Enchanter mobs, casting a variety of spells, including charm. Kill them to deactivate the auras around the Ritualists you saw near the zone-in. High Channeler Rezlter has been slain by _____! High Channeler Rezlter's corpse snarls in defiance and falls to the ground. High Channeler Jornlati has been slain by _____! High Channeler Jornlati's corpse snarls in defiance and falls to the ground. The ritualists' protective auras sputter and disappear. The Gnarl Ritualists With the High Channelers dead, head back to the zone-in and to the north where you'll find the six Ritualists. These mobs are all Necromancers; hit for a max ~2,050; are splittable from one another; and are mezzable and stunnable. Kill all six of them to activate the Wrext Mal Annihilator. The high shaman's protective aura sputters and disappears. Master Fleshsmith Thrarkios shouts 'You're too late, you fools! The annihilator awakes! Go forth, my minion, and destroy these interlopers. Afterwards, you must track and kill the pathetic human leader, Antonius Bayle.' Master Fleshsmith Thrarkios leaps into the pit behind him, retreating to his lair. The Annihilator The lone mob now left in the ritual area is the Wrext Mal Annihilator. It is a Shadow Knight; hits for a max ~2,450; single-target rampages; and is immune to stuns and mezzes. If you try to slow it, it increases its attack speed. You have slain Wrext Mal Annihilator! Wrext Mal Annihilator's corpse snarls with defiance and falls to the ground. Task Completion With the Annihilator dead, you can now head back to Elder Mystic Foppye to complete the task: You say, 'Hail, Elder Mystic Foppye' Having successfully stopped the Wrext Mal Annihilator and forced the Master Fleshsmith into hiding, you and your allies have struck a significant blow against the corrupt Blackburrow gnolls.
