This is one of 10 tasks to be completed in order to attain the Blessed Celestine Faycite augmentation.
You say, 'Hail, Brother Veras' Brother Veras sizes you up showing a bit of a scowl, 'You must be ______. Word travels fast in this camp so don't think that we aren't keeping an eye on you. We don't get much [assistance from outsiders] so either speak up or be on your way. There are matters that need attention and I don't have enough time to baby-sit some overzealous adventurer.' You say, 'Assistance from outsiders?' Brother Veras says 'I haven't got time nor the patience to be tempted by [false hope], so if you're really interested in helping us out, speak now. Otherwise, leave me be.' You say, 'False hope?' You have been assigned the task 'Recycled Arms'. Brother Veras says 'Fine. Our military supplies are running dangerously low and we're not getting any support from the outside. If we want to survive, we have to take matters into our own hands. There's an old Elven military outpost not too far from here. Currently it's overrun by maddened spirits but there are some valuable supplies that we can use from there. I want you to go there and collect the Elven Armaments. Return when you have enough to be of use.' Can't find shard, thinking I destroyed it. Can't get task. Any suggestions or am I SOL on this aug?

Not repeatable. When you speak the keyword for the quest he says the text as if you received the task, but you never get assigned the task.

Buy Eyes of Kirathas from "a mysterious stranger" so that you can roam freely in the elven camp. Find all 15 of the barrels in the area, /open, /loot. With the mask equipped it bumps you to Warmly faction with the elves, so this one is cake.
