This is one of 10 tasks to be completed in order to attain the Blessed Celestine Faycite augmentation.
You are automatically assigned this task upon looting a Crude Satchel from Arak Bladesoar in the Hills of Shade and then right-clicking it. You have been assigned the task 'The Borrowers' There are two stages in the task and you can complete ONLY one of the two. Which one you choose depends on whether you are seeking to raise faction with Bertoxxulous' Chosen or with Camp Valor. Return the bag of borrowed items to Addle - 0/1 - Hills of Shade Hand the satchel to Addle, Minister of the Arcane, at the gnome camp in the central part of the Hills of Shade if seeking faction or rewards from Bertoxxulous' Chosen faction. Your task 'The Borrowers' has been updated. Your task 'The Borrowers' has been updated. You have been assigned the task 'Recoup from the Coop'. Addle, Minister of the Arcane uncinches the crude satchel, 'Gah, these are the body parts I've been missing. Stolen out from under our noses, by nothing more than aviaks! Who do those birds think they're dealing with? I am Addle, Minister of the Arcane! I will not be made a fool of. Take this fight back to their home. Slay them in my name and return to me what was stolen.' If you return it to Shearon first you receive the same quest name but you need to collect 4 Shiny trinkets and Colorful shreads of cloth or something like that, I'll get the exact name later, both drop from aviak borrowers. You return all 8 to shearon and receive a piece of the aug from the valor camp.
So if you are going to do both aug quests, you need to loot two of the satchels. Return one to Shearon and one to Addel
