Find James the Watchmaker in the Plane of Knowledge next to the Halas stone.
He offers a task for each one of the hotzones introduced in the April 18, 2007 patch (listed here for reference). You say, 'Hail, James the Watchmaker' James the Watchmaker says, 'Hello there _____! Do you happen to have the [time]?' You say, 'The time?' James the Watchmaker says, 'Yes, the time of day. You see I usually keep a number of watches with me at all times so I always know what time it is but I recently [lost], well, all of them.' You say, 'How were they lost?' James the Watchmaker says, 'I lost them when I was travelling last week. I wanted to visit some of the places in Norrath that were special to me but I seemed to run into trouble everywhere I visited! And wouldn't you know it but everytime I stopped for a bit I managed to lose one of my [watches]!' You say, 'Watches?' James the Watchmaker says, 'That's what I said, watches! Are you hard of hearing? I don't suppose you would like to [look] for my watches? I hate not knowing what time it is! I'm sure I could find something in my backpack to interest you if you found one of my watches!' You say, 'I will look for them' This brings up a quest selector with several quests: One for each hotzone ranging from 20 to 65. Each has a very original name of: "Help me repair my watch! (Level X)", where X is between 20 and 65, in multiples of 5. The task for 20th level: Deliver 1 Tiny Gear #1 to James the Watchmaker. 0/1 Plane of Knowledge Deliver 1 Tiny Reinforced Rod to James the Watchmaker. 0/1 Plane of Knowledge Deliver 1 Tiny Gear #2 to James the Watchmaker. 0/1 Plane of Knowledge Deliver 1 Tiny Gear #3 to James the Watchmaker. 0/1 Plane of Knowledge These gears are dropped randomly in the Netherbian Lair. They may be looted prior to retrieving the task. Turn them in and choose from four different hands-slot items. How common is the rod?

rod from trogs, gear # 3 from trogs, gear 2 from netherbian drones, gear 1 from warriors netherbians.
could drop off anything not sure, but that's where i found mine at.

I found gears #3 & 2 on Trogs, #1 was finaly found rotting on a Netherbian Drone.
I have yet to find the Rod, but I'm still hunting!
On the flip side, I've gone from 24 - 27 doing this quest.

Got #2 and #3 from fungiods, #1 from a trog, and the rod from a swarmcaller. 2 and 3 seemed the most common, dropping pretty quickly for me, but I had to wait around for about an hour for the other two parts.

when it says Era = Sea do i have to have TBS to get reward?

For quests, that refers to the era during which the quest was introduced.
