Collect 1 Head of Nestor 0/1 - Goru`kar Mesa

Nestor is almost always up in the centaur village in his own little pen.

Deliver 1 Head of Nestor to Draton`ra, Master of the Void 0/1 - Crescent Reach

You receive the ability to cast Breath of Draton'ra (level 10).

Need all dialogues, /loc of quest mobs, faction hits if any, hand-in emotes, any other missing information.

Location of Nestor is 770, -1018, inside of a fence, munching on some hay....He's got a few friends around that see invis, and if you attack Nextor inside of his pen you'll prolly get some adds.

Having reviewed this quest and the previous 9, there seems to be at least a bit of doubt about whether or not the quest items can pre-looted. The answer is:

YES, ALL OF THE QUEST ITEMS IN THIS SERIES CAN BE PRE-LOOTED.
