I was able to shroud down from 95 to 60 and request these tasks.
I made sure to be shrouded during the final hail.

The harpies are a blight on the mesa region. They often fly down from their roost and wreck havoc upon all the creatures of the mesa as they snatch them up in their claws to use them as food or slaves. They treat it like it's a great sport. You must go north and chop off their heads!
look for these in the western part of the Mesa.

lvl 56 ogre warr handled this quest (do it at the same time as the griffon quest and the stage 5 draakkin breath quest if you can). I had amicable faction. I completed this quest and a couple of the other from the same NPC over the last few days.
