You can pick up the quest off the sign after you've looted the Locket.
This is a pretty easy quest and provides great exp into the early 20's. Best of all, it can be completed whilst you do other tasks or simply hunt for some exp!

Left-click the sign called Moors Sign Post at -580, +3220. It reads:
The crossroads sign post reads, ***** Welcome to Blightfire Moors. Stay off the roads at night.***** Below this warning, the post is covered with job offers. You are offered a list of tasks. Accept "Lost Memento." A post on the sign reads... ****** Lost: One Gold Locket. Last seen on a caravan expedition through the moors. It was in my possession one night and gone the next morning, likely carried away by a swamp critter. It's very shiny and contains an inlaid ebony tree. High sentimental value; low street value. If found, please return to Anarynn in Crescent Reach. I'm staying in the Jade Dragon's Den and can usually be found there. Reward Posted Below! ****** Deliver 1 Anarynn's Lost Gold Locket to Anarynn 0/1 - Crescent Reach Kill mobs between the sign post and the caravan outpost. One of them will drop Anarynn's Lost Gold Locket. Head to Crescent Reach and find Anarynn in the Jade Dragon's Den at -1640, -1560, -85. Hand in the locket: Anarynn says, 'My locket! Confirmed that this is repeatable, I've done this quest 5 or 6 times each with my wizard and my druid. All you have to do to get the quest again after completing it once is click on the sign post again.
Be sure to loot the item AFTER the quest is assigned.

This is one of the easiest quest I have had the pleasure to complete and is also repeatable and soloable from a very early level. I highly recommend this for those oyungins learning the blightfire zone as one of the early on quests.. for you learna bit about the local mobs and make a bit of easy experoience doing it.
This quest is indeed repeatable. Please change "Repeatable:" to Yes.
