Shrynn can be found in the far north-west of Goru`kar Mesa. He will not speak to you until the 3 harpies nearby have been slain.
You say, 'Hail, Shrynn' Shrynn says 'You saved me! I must say it's bloody hard enough to figure out my purpose in the world as a youngling drakkin, but when we're constantly under attack . . . The harpies are particularly annoying and very persistent. I had just run from [giants] when I was attacked by these harpies and held here. I shudder to think what they might have done!' You say, 'giants?' Shrynn says 'Yes, giants. They call themselves the Dromrek. Clearly they have been touched by the curse of the gods -- smart as rotting jumjum, they are. Even still, a big fist can do much damage. I lost my Drakkin Youngling Sword on the run back and I'm fairly sure one of those oafs picked it up. Should you return it to me, I will share with you a strange artifact I found. Will you [help] me?' You say, 'I will help' Shrynn says 'Very well, I hope to see you return!' You have been assigned the task 'A Fair Trade'. Shrynn has lost his sword, the Drakkin Youngling Sword, to one of the Dromrek giants. Return it to him and he said he will share a rare artifact with you. The Dromrek reside to the southeast of Shrynn over the great ridge. Find Shrynn's Drakkin Youngling Sword from the Dromrek giants and return it to him 0/1 (Goru`kar Mesa) The sword drops from Dromrek hunters and shamans (Level 45+ mobs). On handing it to Shrynn.. Yes, yes! You found it. Now let me at 'em! As promised, here is that old artifact I found. I can't think of much to do with it, but I hear there's someone in Crescent Reach who can see into old things simply by touching them. Can't recall the name. Anyway, thank you. It makes sense to do this quest in conjunction with the "Moving Up the Ranks" line of quests under the Progression heading of the Hero's Journey achievments. The "Harping on the Harpies" task requires 15 Harpies slain. Shrynn is surrounded by Harpies. After slaying the Harpies Shrynn asks for the return of his lost sword which drops from Dromrek giants. It just so happens that the next task in "Moving up the Ranks" is "Dromrek Must Die" which requires 15 Dromreks slain. They fit nicely together. I got the quest from Shrynn went back to Laurentiu to finish the Harping on the Harpies task, then picked up the Dromreks Must Die task. I Finished that task and picked up Shrynn's sword in the process.

Also dropped from a shaman for me, after about an hour of killing mostly hunters.

After killing about 10 while duoing a 60 ranger and 54 mage, it dropped. Took about 30 min.

after killing lots of giants and getting the sword, Shrynn then tells me to Loot 3 Gali Balalaa meats from snakes on deadbone reef. Next step says to deliver the meat to him, and theres still 2 lines after that with ???
Your quest window is just bugged. Sometimes items spill over from other quests.
I had to track and kill all harpy watchers all over the NW area of the zone to get him to talk to me. Bring a tracker for this.
I'd say that was just bad luck. All 3 harpys were sitting next to him when I approached him today, and attacked as soon as I dropped invis.. Perhaps someone had trained them away when you tried.

This as stated is part of the Serpent Seeker's Charm of Lore quest given by Librarian Hemfar in CR. Hail him and get the quest....It's a very long quest but fun if you want to do a guild event or just have a bunch of friends that want to group for something worthwhile. Very nice stats on the Charm as well so don't destroy or toss this item ....go get the quest for the charm :D

Is looting the sword part of the quest, or can I loot the sword before I get the quest and then hand it in immediately after I get the quest from him?
I answered my own question last night. I looted the sword before I got the quest and was able to turn it in successfully. Shrynn is guarded by 3 harpy watchers who will all aggro at the same time (unless you can pacify them, I imagine), and it took some finesse to get them separated so I could bring them down with my necro. After they were dispatched it was just a matter of talking to him for the quest and then turning the sword in.
I got the quest at level 33.

You cant pull the harpies away root them and come back, you must kill them or Shrynn wont give you the quest.
You can give Shrynn the sword without killing the harpies tho.

Unable to obtain this at lvl 26. Have the sword but cant get the quest to turn in
