It took me forever to find Chaplain Bloodmoon (reason I'm posting this)... He is on the second floor of the tower. The entrance to the stairs up is in the back of the bottom floor (side opposite the entrance). You can't see it from the entrance or even after you've killed a couple skele's. Also, you'll need to be strong enough to kill 2 to 3 skele's at a time.

This task is the second in a series of three. It begins with Shaytherrin the Exorcist in Blightfire Moors (located in the caravans near Roanoak at the northern edge of the camp: +31 +615).
At the end of the previous task: Shaytherrin says, 'Well done. Hold onto those torches. You will need them later when you venture into the [Dark Tower].' You say, 'I will venture into the Dark Tower' Shaytherrin the Exorcist says 'Excellent. It looms far to the northwest. Here's the plan of attack.' You have been assigned the task 'The Dark Tower: Fallen Guard'. Kill 5 Watchtower Guardians 0/5 (Blightfire Moors) Deliver Sergeant Strall's Battle Crest to Shaytherrin 0/1 (Blightfire Moors) Deliver Sergeant Janx's Battle Crest to Shaytherrin 0/1 (Blightfire Moors) Deliver Chaplain Bloodmoon's Battle Crest to Shaytherrin 0/1 (Blightfire Moors Head back to the tower to kill watchtower guardians. Loot the battle crests from them and give them to Shaytherrin. Speak with Shaytherrin 0/1 (Blightfire Moors) You say, 'Hail, Shaytherrin the Exorcist' Shaytherrin the Exorcist says, 'Well done. Task now states "Kill 5 Watchtower Guardians" not 10.
Shaytherrin says, 'Now that you have plenty of torches, the time has come to enter the Dark Tower itself. Go there and clear out the skeletal watchtower guardians. Take special care of their leaders who still hold sway over the tower even in undeath.'
'Watch Captain Defan rules the dark tower, but we have not been able to harm him because he is an ethereal ghost. He may become material once again, but only if we first lure him into a fight. Gather a battle crest from each of his sub-leaders and bring them to me. When he sees that you have destroyed the leadership of his watch tower, he will become angry enough to assume a physical body.'
