Hail him and this stage completes, move on to Wanderlust Guild: Far Afield.

Explore the portal of Wizardy ( loc neg 67 pos 1547 marked as old ruins on most maps)
Explore the Blightfire Bog ( loc pos552 neg 647 ish aka the swamp of obscqura)
Explore the druidic Ring of Stones (loc pos 275 pos 1311 should be marked as druidring on most maps)
Return to master Vanguard Regan

You need to hail him again and then do the tasks he asks of you to get the increase
