I just finished this. I'll respond to the quest asks first.
There are no task stage descriptions.
Slave Trader Zillvinshin is standing just outside the tent where you acquire the mission.
You hail him, and he teleports you into the zone. I'm not sure if it's an instance or not.
"Splintered Nargilor Shards" drop from Witherans in the water. Random drops, they appear on a character's cursor and are not looted per se.
Here are some additional observations.
1) When you zone in have on a form of levitation and get yourself moved to land on the nearby platform. My first trip into the zone resulted in a CR because a couple of my boxes sank into the water and had drawn aggro from various mobs high up near the platform.
2) The "Living Nargilor Coral" was a real pain. The "a colony of nargilor" spawn two at a time near the entrance to zone. They are the only places I could find them. They don't appear on track. The respawn on them is long, 30 minutes or so at least.
3) Anyone who looted pieces can turn in. There is no dialogue on completion except for Bologore to prompt you to take the quest again.
4) No experience, no faction, just 100p for the regular misison.

You say, 'Hail, Slave Trader Bologore' The shiliskin moves his hand, beckoning you to join him, 'Hail to you as well, strange one. Tell me, what brings you to my [caverns]?' You say, 'Your caverns?' Slave Trader Bologore says 'Indeed, although this area is patrolled by the Shiliskin Empire, the caverns technically belong to me. My name is Bologore and my operation here is the empire's beating heart. Without me, Malgrinnor's economy and infrastructure would crumble away. While the rest of my race hides inside Malgrinnor's walls, clinging to their xenophobic beliefs, I remain one of the few shiliskin who knows how to get things done. Do we [understand] each other?' You say, 'We understand each other.' Bologore says, 'Good, I'm glad. Let's keep our meeting between us then,' the shiliskin smiles as he reaches into a nearby bowl and grabs a fist-sized squirming creature. 'Certain members of Malgrinnor's ruling council would have me arrested if they even knew I was talking to you. Yet here I am, offering you a chance to gather a [group] and work for me. What do think of that, strange one?' Bologore asks as he stuffs the creature into his tentacled mouth and chews loudly.' You say, 'I have a group.' Slave Trader Bologore says 'Here are the jobs I need done, preferably as quickly and quietly as possible.' A window pops up offering several tasks. Select "Harvest of the Deep." The Shiliskin Empire depends on a living mineral that grows almost exclusively from the waters under Illsalin. It is called Nargilor coral and the Empire will pay dearly for the resource. Venture into Illsalin and recover five splintered nargilor shards. The undead wear them like jewelry and even the witheran eat them for sustenance. Bologore also requires five pieces of living nargilor coral so he can attempt to raise and harvest a colony of his own. Colonies of living nargilor coral may still grow in the shallows and under the waterfalls where the water is stirred with air. Speak with Bologore's apprentice and he will direct you to a hidden underwater river that snakes its way into Illsalin. The dead will not mount a defense if you sneak in undetected. Reward(s): 100 platinum, "a colony of nargilor" drops Living Nargilor Coral. The hard version of the task requires 8 of each item instead of 5, but rewards 150 platinum. Upon completion: Your task 'Harvest of the Deep' has been updated. Well done. You are proving a most resourceful contact for the Free Traders of Malgrinnor.
