This raid task begins with Brother Dark Water who can be found at -980, 750, 84 in Undershore (outside the tent containing Jarzarrad the Prophet, in the southwestern part of the zone). You must have at least six and no more than 42 players in your raid.

You say, 'Hail, Brother Dark Water'

You are the one who survived the rigors of Shadowspine! I have heard your name whispered by the Free Traders near Malgrinnor. They say that you will gather an army and confront Draygun and his Council of Nine? Is this [so]?

You say, 'This is so'

You have been assigned the task 'The Council of Nine'.

You are ready to face the Council of Nine, the noble-born shiliskin that served as Draygun's advisors before his city fell. They serve him now, even in death, though their identities have been all but consumed by Shadowspine and all that remains are formless wraiths.

Gather an army. The Council awaits.

Enter the Temple of the Korlach 0/1 (Ruins of Illsalin)

Upon zoning into the Temple of the Korlach:

LOADING, PLEASE WAIT...
You have entered Temple of the Korlach: The Council of Nine.

Several minds suddenly merge with yours. You sense there are nine of them, but you also sense they are somehow linked together. They forcefully and painfully manipulate the power of the Curse of Blood that holds you. They are also touched by this curse, and they use their magical strength to bind your curse with theirs for a moment. Through the Curse of Blood they wrench your mind and body causing rifts in your memory, specifically your years of training.

You are immediately hit by an unresistable spell, Curse of the Nine. It cannot be dispelled and lasts 15 minutes. The effect depends on how many bosses in the "curse set" you have encountered:

1st: Decrease Melee Mitigation by 2%, Casting Level(-3)
2nd: Decrease Melee Mitigation by 4%, Casting Level(-6)
3rd: Decrease Melee Mitigation by 6%, Casting Level(-9)
4th: Decrease Melee Mitigation by 8%, Casting Level(-12)
5th: Decrease Melee Mitigation by 10%, Casting Level(-15)

Note: It's possible to avoid this AE, but it's not known under what exact circumstances you can do so. It may involve flagging for Demiplane or killing events in Demiplane (up to or including Mayong Mistmoore).

Aside from the Council members, there are no other mobs present in the zone.

Defeat Draygun's Council of Nine 0/1 (Temple of the Korlach)

Defeat 9x "The Council" along with the Avatar of the Council. Every 10% of the Avatar of the Council's health, another of "The Council" becomes active. You must tank it while continuing to batter down the Avatar. The Avatar hits for a max ~5,000, flurries and rampages while the Council members cast "Will of the Council":

Will of the Council: PB AE 125', Magic (-350)
1: Decrease Attack Speed by 95%
2: Silence
3: Decrease Movement by 50%
4: Increase Curse Counter by 99

Upon killing all involved:

As the last of the Council of Nine falls, you hear a howling inside your skull. Their pain and evil was tainted by a curse similar to the one you have already acquired. You feel it draining you more than ever before, but it also whispers to you in the voices of the Council and promises you a power that can only be gained through true submission to evil and blood.

You have improved xxx of Blood y at a cost of 0 ability points.

Level 1: Curse of Blood
Level 2: Affliction of Blood
Level 3: Torment of Blood
Level 4: Temptation of Blood
Level 5: Invitation of Blood

The Avatar drops 2 Glowing Shadowspine Runes + 2 items (listed) + 0-1 Bazu Stone:

Deadtide Plate Arms
Illsalin Battle Gloves
Loathsome Cap of Dead Waters
Pristine Witheran Hide Drum
Repugnant Undead Shiliskin Mask
Shiliskin Water Heater
Solidified Shadow Spine Magical Taint
Undead Shiliskin Hide Boots

Killing Mayong Mistmoore in Demi-Plane does, in fact, block the blood raid AEs if you have Invitation of Blood 5/5. Unsure if it blocks the AEs with few ranks of the AA.

Spell: Pure Spirit

Also, silence curse seems to be removed no fail with the shaman spell, Pure Spirit. Always wondered what that spell was for.

Getting ready to try this soon. Does the main raid dps change to the council adds and burn them down and take them out one at time as they become active?

any info would be great..thanks

My old guild beat our head against he wall a few times with this. Basically we ended up having the MT corner the Avatar by the doorway to the small room you first enter when you enter the instance. We had a couple clerics perma-assigned to heal him throughout the event. We'd place 2 RGC curers out in that room, and have people go to them for cures when silenced.

For the Council members, we had a Paladin stationed to watch for the Councilors waking up. As each awoke, he would intercept it and pull it to where we wanted it (usually the back wall far enough from the Avatar to keep from silencing the team on the Avatar). As a Councilor was pulled, the raid had to switch targets and kill him, then go back to the Avatar. This is important as you CAN have more than 1 Councilor active at once if you don't switch targets and beat the Avatar down far enough while the last Councilor was still alive. Usually this is a recipe for a wipe.

As I recall, we used 36 for this event. Either I am misremembering (it's been a while and I have since moved to one of the Progressioh servers) or they changed the event to increase the number that can take part.
Silence

Far as I can tell with the AE silence, being a Resist Check of Magic -350 chances are you will NOT resist it. Radius range of 100 PB AE so you CAN avoid it... placement of the add is crucial in preventing your healers from getting silenced and unable to heal/cure.
Silence

It's 100% resistable with a MR of 550 now (especially since The Council members are 75 also). Bards will help a LOT.

OK, How the hell do you beat this god forsaken event?

IF you get hit with the AE you will be slowed 99%...no kidding. Takes 3 casts of RGC to cure it. This slow is also a silence. So keep the healers AWAY from the adds.

One add will charge you every 10% of lost health of the Named.

When you engage the Avatar, every 10 percent of his life lost, a Council Member becomes active. Raid was hit with a curse that slows melee, snares you, and gives you a temp silence. Was our first attempt and we didn't get past first Council Member. So, that's all the info so far.
Defeat several (eight? nine?) of The Council
