Does the lens of Lord Soptyver also work for this quest? I have seen him camped for such, but the people camping him weren't sure. If it doesn't work, they could save themselves some time... and leave his lens for those who do need it. :/
It is called the Lens of Lord Soptyver, not Lens of an Evil Eye, and it's nodrop.

Brona Frugrin can be found in a small house in the North-Northeast section of Steamfont Mountains, past the windmills. Location 1583, -256. This quest requires indifferent with Eldritch Collective. You say, 'Hail, Brona Frugrin' Brona Frugrin says, 'Well met, Bobbybick! What brings you out this way? Are you interested in becoming an observer? No, you look like the adventuring type. The wilds of the Steamfont Mountains is as far as my body goes. But through my [duties] as an observer, my mind travels the cosmos. You say, 'duties' Brona Frugrin says, 'Well, I am quite an accomplished enchanter but most of my time now is spent crafting the magical lenses that enable us to see beyond the ceiling of Norrath and into other realms and dimensions. Say, in your travels have you encountered any [evil eyes]?' You say, 'evil eyes' Brona Frugrin says, 'Evil eyes are dangerous creatures of great magical power. You will know one if you see one. There is a rumor that somewhere on Antonica there lives a powerful evil eye by the name of Borxx. I believe that with the lens from her eye and some expert tinkering, I could create a device that will enable me to observe the gods themselves in their native planes. If you were to bring me this lens, the Eldritch Collective would reward you greatly.' Borxx is a rare evil eye that spawns in Runnyeye, get the Evil Eye Lens from her and bring it back to Brona. Upon Hand in: Brona Frugrin says, 'Not only did you find Borxx but you were able to slay her as well?! You are truly a champion of great skill. This lens of Borxx's will greatly aid our research of other planes of existence. I have been authorized by the Eldritch Collective to offer you this Staff of the Observers. Carry it with pride.' No, it doesn't. The gnome who needs it is VERY specific about who's Lens he needs.

I had a friend who had a lens to turn in so he created a gnome cleric with one of the gods (apparently evil, gnomes don't seem to worship any of the good gods). Gave the lens to that gnome and Brona took it without returning the staff.
Knowing this, when I got a lens, I created an agnostic enchanter. This gnome worked fine.
Apparently you can tell if Brona is going to give you the staff if when you talk with her you get all the way to the "go get a lens and I will build a telescope" message with is like the 4th things she says. 1. Hail 2. [duties] 3. [Evil eyes] 4. Go get lens and return it to me.
Good luck...very cool staff. The character who got the lens had to fight a long time to get the new staff out of the level 1 gnomes hands because he liked it so much :)

I tried this last night.. had my 26 druid take it to her. She conn'd apprehensive - so I was a little nervous that she wouldn't give me the staff. I hailed her, and she gave me some sentence about her duties. So then I give her the lens, and she said she would do nothing to aid the likes of me... NO STAFF... so really, I would do as someone else suggested, and get a Gnome to do this... what a pain...

I camped Runnyeye last night with my 41 ranger and a friend (43 bard). I'd never been to Runnyeye before, but wanted some BI armor for my young cleric, so we decided to obtain it rather than purchase (sounded reasonable, nods). It was an all around fun experience because neither of us was in great danger. I was able to learn a bit of that dungeon and plan to take my younger there to earn experience, soon. We found the Goblin King's room as well as the Warlord's hangout. We had the entire dungeon to ourselves! We both obtained several Blackened Iron pieces, learned the spawn sequence, when-- BAM! this Evil Eye spawned in the King Room staring me in the eye with hatred! I nearly died during this fight, as two (three) elites also spawned at the same time. I was down to half a bubble when he finally gasped his last. I looted the Lens. My friend said he thought it was for the Staff of Observers! Cool!! This is a staff my shaman has been dreaming of...
I'm worried about faction, now, though. My ranger cons apprehensive and dubious to LOTS of NPCs throughout Norrath, and after reading of "no return" for giving Brona the lens--
Hmmmm!!! Guess I need to put a bit of thought into the next move! I appreciate the comments here, without them I'd likely come away very frustrated.

ok, i play a rogue so this is second nature to me, but if you sneak up behind an npc the con indifferent. indifferent is good enough to do the quest. So if you can't sneak, well yer SOL

The bull headed mobs get you good favtion with the various gnomes if I recall correctly.

Actually, the experience ain't that great... not sure if Verant nerfed it to keep newbies from power leveling for exp... but a level 1 only got just over 2 bubs from doing this 3 times today... So, it ain't that great...

Please people when you know that someone has been camping for a long time, don't pester them about when they are going to leave. Don't sit down next to them to "wait" until they are done. You might be waiting a long time and then the time it takes for you to complete your camp on top of that. The NPC will always respawn and will always be there. Just ask them kindly if they will send you a tell when they are done and 9 times out of 10 they will. These players are tired from camping that long of a period and quite understandably a little grouchy and become extremely nervous at the thought of someone possibly stealing their kill. So, be courteous.

Staff of the Observers goes for around 500pp, 400pp if you really luck out.

I have seen observer staffs go for as high as 500pp, but I managed to get mine for 300pp. It all depends on how patient you are :P

Why is asking if evil eyes can charm pc's so retarded? As a poster above stated, some can, and some can't, depending on which zone you're in. I don't know about the eyes in Beholder's maze, but the ones in Eastern Karana can as I was charmed by one and I and my pet wiped out the rest of my group. The ones inside Runnyeye are wizards and can nuke you to death quite quickly.

i turned the lense in with a lvl 5 high elf enchanter and received about a half bub to a bub, not sure wasnt looking at what i had before. The question is, would it give the same exp to a high level player?

this staff is one of the best a caster can own! i used to use my staff of writhing (still have it), and still occasionaly do, but the stats are just not good enough :P

Borxx (and the other eyes in Runnyeye) are wizards (note the lack of pets), and cannot charm. The evil eyes in Beholder are enchanters and can charm.

You must need really good faction with the aforementioned Ms. Frugrin, because she wouldn't deal with me. I killed enough minotaurs to place them on the Endangered Species list, to no avail. Luckily, the Lens is NOT No Drop, so you can create a 'mule' gnome enchanter or magician, give him/her the Lens and Presto!
I am told that the xp award for the quest is pretty substantial- unfortunately, my level 4 gnome magician forgot to disband from her bodyguard (lvl 36 druid), so I can't say for sure.

Are minotaurs the right thing to kill to increase faction with Brona? I read somewhere that theyre part of the Eldritch collective, and have been killing Kizdean Gix (dark elf necro i think) in WC to improve faction. Killed him 4 times now, but Brona still cons apprehensive.

If you are going to work on your 2hb, this is an excellent choice. Borxx is quite tough to kill without a little help from some casters with heavy firepower. Also, the Delay is 35 - not 39.
