All general tradeskills except Jewlecraft and Baking have progressive quest series in Shar Vahl, not counting the guild tradeskill quests. This dialog could be a reference to a baking progressive series that is currently unimplemented.

I think this jus tmay be broken. I'm a Vah Shir Rogue with a baking of 143, and he still wont tell me about the vegetables!
High Elf Enchanter, with Benevolence, Baking skill 150 -- same answer. (Only thing I can think of to try now would be a Vah Shir Rogue with high Baking skill. *sigh* )
This is Al'Kabor, though, so we only have through PoP. Maybe it gets more stuff in one of the other expansions.
