This quest begins with Sulgar at location is 3030, -2395, -58, in Everfrost (just into the main area of Everfrost and to the north boundary).
You say, 'Hail, Sulgar'
Sulgar says 'Hail, traveler! Would you happen to [know] the location of any of the spokes of Tarton's Wheel?'
You say, 'What is Tarton's Wheel?'
Sulgar says 'Tarton's Wheel was a device that Tarton constructed to let him travel through the planes. If you are [interested] in helping me reassemble it, I will [reward] you well.'
You say, 'What reward?'
Sulgar says 'If you bring me the [Staff of the Wheel] and the [Star of Eyes], I will reward you with a rune of frost and a rune of the astral - for personal use, of course..'
You say, 'What is the Staff of the Wheel?'
Sulgar says 'The Staff of the Wheel and the Star of Eyes are made by combining the ten spokes of Tarton's Wheel in a [wheel case].'
You say, 'What wheel case?'
Sulgar says 'I will lend you this wheel case - put the ten spokes of the wheel in it when you have collected them. I did say lend, however. I shall need the case back. Once you have constructed the Staff of the Wheel and the Star of Eyes, I will trade you them for a rune of frost and a rune of the astral.'
You receive "A glowing chest" (identifies as "Tartons Wheel Case"), a 10-slot TEMPORARY container, and a Tome of the Wheel, which reads:

There are 10 pieces that you need scattered across the face of Norrath, each called "A Rod."
The locations are as follows:
(1) [azia] On the ocean floor in Eruds Crossing past the zombie boat where the zombie sailors hang out. (location - neg 1162, pos 2340);
Here are some video guides on the original zones. These videos are not for the revamped zones.
(2) [beza] In the underwater cave in the Everfrost plains. It is in the "house" all the way back and right in the cave, where 3 dry bones guard it in the center of the room;
(3) [caza] Lake Rathetear. Underneath the first island you see is an underwater tunnel leading to a stone tower. It's on the top floor of the tower. (You need enduring breath for this one);
(4) [Dena] Dagnor's Cauldron, right outside the entrance to Kedge Keep, at -890, -740. If you face with your back to Kedge, it is directly diagagonally left, in a corner - or you can swim straight out and down from Unrest;
(5) [Ena] Lower Guk in the Reanimated hand room. This one is the only one you need a group for, unless you're brave and kamakaze it. Warning, the floor is the same color as the rod in this room and it makes it very hard to find with the hand and the dar beating on you;
(6) [Fana] Southern Desert of Ro, northern section, in the underwater tower in the lake, at +3695, -1740, -35;
(7) [Geza] Highhold Pass, on the patio at The Tiger's Roar, at /waypoint -268, 585, -14
(8) [Heda] Qeynos Aqueducts, in the shark pit;
(9) [Izah] Neriak in the water in front of the bar called "the blind fish". The bar has 4 glass windows that are underwater, and the rod spawns right in front of those windows;
(10) [Jaka] Unrest in the water outside the right side of the house near where the the gnome spelunker is. Instead of going into the tunnel that leads to him, you go a little right of that entrance and there's a very short passage where you can find the rod.
You have fashioned the items together to create something new: Staff of the Wheel.

Turn these in for your reward. (NOTE: With the recent revamp of the spell research system, the Rune rewards have each been replaced with "Shattered Rune". We need confirmation (8ish years after the spell research revamp) that this quest is still messed up)
I got the first 9 rods in less than 4 hours. I started it as a 39 High Elf Wizard. I was able to get the first 9 so fast from the help on this very board. So thanks all. A few comments:
Expect Death and get over it quick. You can make up exp. Later. (I'm 38 as I write this), Staff in Hand!!!
Print up the hints off these posts and other sites it helps to do your resarch.
Invisible: Even at this level, Invis goes away the instant I grab a rod or cast. The people who posted otherwise must be of a different race, class or have some special item that prevents this, but I always lost invis when I grabbed the Rod - or even when I loot for that matter. (And the some disagree with this have been rather rude to those who claim that they themselves did lose invis - why would anyone lie about a fact like that???)
Lower Guk was amazingly difficult for me. The maps are none too clear (to me and others) about how to get down to hand room. Jump down the pit if you have a map that shows it! I also was very unlucky about groups - never found one to help me, so I bought enduring breath potions and begged a lot of casts of Deadman Floating before I went. It took me 8 days of back and forth, shouting and begging in Lower Guk to get help.
Two last bits to stop me rambling: Thanks Ueleas, a rocking 50 Necro for gettting me to the room finally. (Note to others: Shouting out that you'll pay major plat for an escort helps. I paid 100PP)
And I only encountered One shark in Erud's crossing so I consider myself mighty lucky...these posts indicate swarms of the poor fishies but I saw only one and was not attacked with INVIS on.

I died only once while completing this quest. That was when I acidently hit a spell gem when picking up the rod in lake Rathe. I sorry that you can't pick up things while invis. I have been able to do that for a while now. I think it happened after a patch because I wasn't always able to do that. If I loot, I loose invis but picking up simple objects does not for me remove my invise. I wonder why some claim to be able to do this and others can't? Server differences? (I am a level 20 wiz on Tarrew Marr). Could it be a velious expansion thing?
Also, tha hand cannot see through regular invis, at least not today. I couldn't find an escort so I figured I'd give it a try. He conned ready to attack, then I cast invis and he conned indiff. There was a froggie ghoul in there but he was on the other side and didn't aggro. I walked in, picked up the rod and wlked out, then gated the heck out of guk. Good luck.
I've been able to pick up items and not loose invis. I was exploring the mino caves in Steamfont and I picked up a skull RIGHT next to the gnome necro that was there (I am KOS to this gnome, I found out a day or so later). I have also picked up the rod in the neriak and did not loose invis when I picked it up. I only lost invis when I started to cast Gate (as in "you appear"). Looting a corpse however will cause me to loose invis.
The hand apparently sees through all forms of invis, all the high level chars weren't interested in helping me get there, as it sees through all forms of invis. I wasn't able to get this rod until a group was camping this room.
Unfortunately, for all those twinkers out there, the components are also No Drop. So just wait till they can invis themselves, or buy them a WHOLE bunch of invis potions, cause there's no other way you're getting it.
ok, when you are at the tunnel entrance underwater to go to the gnome, face into the tunnel. now turn COMPLETELY around. go forward, then go up and you should be in another tunnel area. go as far up as possible and look down, you should see the orange rod. lvl 15 and i already have 3 rods...HHP, unrest, and cauldren.
Well, my lvl 9 wizard just finished this quest on ayonae ro server, this thing is a joke you run from place to place gathering rods, the hard one and only hard one was the one in lower guk witch just took me to ask the 60 monk in the magi group to go kill hand and frog then i walk up there and grab it. well, the one in lake rath caused me a problem, the epic person was up and invis droped as i grabed rod so i died =P but corpse had rod =P
Erud's Crossing was a joke, the rod is no longer protected by sharks.
Dagnor's Cauldron was another simple search and find - no mobs guard it
Oasis I got a superior Camo and nothing saw me
Highhold I got this al long time ago - no mobs guard it
Unrest another easy one - no mobs guard it
Neriak was simple, used invis and nobody saw me
Qeynos was the hardest for me there are actually some hard mobs there now - took 2 hours cause I coldnt find my corpse.
Thats all will get the rest tonight. Not worried about Guk because ppl pull the hand room all the time. I figure I will shout for someone to pull the room. Everfrost should be easy and Lake Rathe I am hoping that it wont be any more difficult than Oasis (cross my fingers). Find a lvl 39 druid and you could do all this in a few hours:)
After Dying in the tower in oasis, i was not in the mood to get the rod in rathe lake tear, wich is real far under the flame hill. Then someone told me Wolf form !!
It worked pretty well, they were apprehensive to me, i took the rod, my heart about to explode.
Well, i used invis on both the Oasis and the Rathe towers and none of them bastards saw me. The only rod in the whole quest that was hard to get was the Guk rod, phew that place is a crawling nightmare.
When you enter from lake rathe, jst jump off the dock and swim straight to the first island you see, the entrance is on the wall of that island underwater facing the lake rathe zone. If you go underwater and look around a bit you will find it. you NEED Endure breath for this one by the way, it just cant be done without it.
Keep going after entering and you will enter a large cave area out of the tunnel eventually, hit the ceiling when you see the tower and float over the top. Con the three goblins on the top floor (i assume you are invisible) and if none arent indifferent then swim down and grab the rod. If do see invis, come back later. :)
Sometimes they seen invis and other times they dont, at least thats what happened to me with the Oasis of Marr rod.
I helped a friend with these parts. The Gobs in LR sometimes CAN see thru invis, they killed my pal but not before he grabbed the loot. And when we did the Oasis tower, all of the gobs there were indiff to him. He just swam in and out, np. So even in Oasis the gobs may not necessarily aggro thru invis.

Umm let's just use a little common sense. Con the critters...ready to attack Cast invis.... con the critters..if it says indifferent you cant be seen..if it still says ready to attack..you can be seen
Well maybe you shouldn't have made this post then, I did the whole quest at lvl 32, and invis does work, and most certainly does NOT come off when you pick up the rod.. I was afraid it would, but it doesn't.. And the deepwater Goblins were very red to me.. The only times invis does not work is in Everfrost in the caverns.. The skells will see through, one aggroed on me, which at 32 was blue to me and easily dispatched. The other one where invis won't work is the Lguk rod, you will need help there.. Good strategy is enlisting the help of an enchanter as I did, to mez the reanimated hand for you.. Pick up the rod and gate out. In Lake Rathe it is a good idea to have water breathing, as it takes some searching to find the rod.. Just ask a level 20+ enchanter to make you some waterstones.. Last but not least, use maps and practice how to use the /loc command if you're using a quest description with /locs to the rods...
Sorry to burst your bubble, but Invisibility most definitely does not come off when you pick up a rod. I did this whole quest at 34 and never died once, and some of those deepwater goblins were red to me. So the risk was always there of invis coming off, but dont bug a druid to wolfform you, its unecessary. The only places you'll need help are Lakerathe and Lower Guk. Good luck wizards.
And try out the invis thing ahead of time dont take some yoyo's word for it... cast invis drop an item... then pick up an item ...is invis still there?
If you do not know Neriak or are not welcomed there, I suggest creating a newbie Dark Elf to get familiar with the waterway area, the guards, and the location of the rod before attempting to grab this one. There are MANY guards that patrol the bridge area but you will be safe in the water. Once you get the rod, just gate out to wherever.. It was a walk in the park for me.. It was also a very exciting moment in the quest... Knowing that you could get into serious trouble here.. Lots of fun :)
I simply used invis, renewing it after every zone. I was also aided by the fact that I know my way around city well enough to be albe to get to a zone quick if I started to lose invis. At point where pick the rod up at I was far enough away from the guards that they did not agro me and once I had the rod in hand quickly gated back to EC without leaving the water.
I must've been luck, i just invised myself and went straight to the erud's xing rod no problem, but I've yet to even make it to the hand room for the guk rod. Granted, I'm only lvl 21, but with the alarming easiness of the other 9 rods, There must be an easy way to get into the hand room I'm just missing...any suggestions?
The rod in Lower Guk is easy to get if you buy some Invis vs Undead potions. First get a map of Lower guk. Upon entering lower guk cast levitation and use the potion to make yourself invis. After a bit of swiming you will come to what is known as the Bedroom. From there go passed some vampire bats and greater ice bone skellis and you will come to an open room somtimes guarded by gargoyles. Carefull there because they arnt undead and can see you. Using your levitate drop off the side and float down. Take the passage to your north. This is where you REALY need a map as there are alot of side passages. You can yell to find if the hand room is camped but most of the time the group camping for the SMR will also kill the hand. Once you get to the hand room you will need to swim up into the main part of the room. The rod is laying on the floor there.
The Lguk rod is indeed extremely hard compared to the rest of the rods, which are fairly easy to do. I did the quest at lvl 31, bought some waterstones from a mage, which made all the underwater rods quite easy to obtain.. In a lot of the quest sites it lists that the Goblins see through invis, they don't.. Only the skells in Everfrost (in the house in the caves) see through invis and at lvl 31 they were blue to me and quite easy to kill them with two AoE spells.. The Lguk one I did with the help of an enchanter friend who mezzed the hand while I got the rod and we gated out.. Good luck getting the Staff, it's an awesome item for wizzies. And you can turn in the items to get the Runes for the Icecomet spell at the higher levels :)
I was lucky enough to find a high level cleric on his way in. This is the part of the quest you absolutely need Unvis vs Undead and possibly a guide. At level 34 i was attacked twice by live creatures too. All these guys saying their low-level twinks can do this have several high-level buddies escorting them. So really, without someone enduring breath on you in lake rathetear, and a good deal of help in Lower Guk, this quest is not recommended for low-levelers (yeah, i know everyone needs that breath, at any level).

This should be pretty easy with invibility. You only have to get into North Qeynos anyway. Just go into the rogues guild and down into the sewers. Make sure you have levitate here :) The rod is in the shark pit which is VERY close to the end from the rogues guild. If you do not come in this way then you have the chance of meeting some very nasty spectres and getting lost in those catacombs. Not nice.
Yes, there is a secret entrance on the side of Qeynos, it looks different, covered in weeds. Facing the gate, go left and you'll see it, you walk through the wall and theres a little pool, swim down that and you'll zone into the Aquaducts. From there you'll have to ask for directions though, cuz I don't remember where the shark pit is. G'luck!
I found that the deepwater goblins in the specter tower in Oasis do see through invis, don't believe anyone else (I found out the hard way, i.e. lil gnomish CORPSE!!!). One way you can just swim right down to the rod and pick it up is with the help of a high lvl druid. Wolf form allows you to swim right up to the goblins and even say hello if ya want, they're shaman, they'll love you. Just tryin to be helpful. Ohh, and btw, you might still want an enduring breath, in case you cant swim.
Is it worth doing this quest for the Star of Eyes if you are not a caster? Identify spell looks nice, but not sure how useful or needed it is in practice.
well if your not a caster its not really worth it hehe since they are both no drop and you turn those back in anyway to get 2 runes for the spell ice comet witch is an awsome spell. Identify is kinda neat I guess I dont see the use of it though. Its supposed to tell you secret attributes to magic items but I havn't seen anything it didnt already tell you. and second of all getting that rod from the animated hand room is extreemly hard to do
well I'm a tard... hehe it was in the loc it said it was but I saw no sharks accept one that conned blue to me and i'm 20th and I even killed the shark. granted he did hurt me bad I just wanted to see if I could kill him. it was a breeze. although there is a trick that you can do if all those big nasty red ones are arround.....what you do is go and agro all the undead sailors and bolt down to the bottom the sharks will eat the sailors most of the time but you best hurry hehe cause they wont last long
I was at the axsact loc as a 20th wiz and I didnt see anything is that the right loc or do I nead to search around? its possable someone got it it is extreemly ease to get so no crying about how its too hard to get the only problem is that its not the right loc or it just wasn't there.
ROFL, i responded with: "what is the staff of the wheel" and ended up getting a part of it after obsessing about it for hours. Why is this the first time anyone has mentioned this part of the quest? No one in my guild could figure it out either. I was convinced this part of the npc was "broken".
