Brother Balatin is a skeletal monk located on a pyramid in the wizard spires of the Dreadlands, at +981, +9057, +1102. You need to feign death and catch him as you stand or he is KOS to you. Hail him as any other mob, and you get the following response:

You say, 'Hail, Brother Balatin'

Brother Balatin turns toward you. A transparent human face materializes upon the skull. As he speaks the smells of rotted rat corpses rushes into your face. You must fight the urge to vomit. What discipline do you [follow]?

You say, 'I follow the brotherhood of the Lost Circle.'

Brother Balatin says 'Then we are one. The rebirth of our Circle shall start with you. I have waited decades for your arrival. Seek the living brothers within Tunaria. When you have earned your garb, you will be [ready for the true drape].'

You say, 'I am ready for the true drape.'

Brother Balatin says 'Seek the broken flute of our master, taken from us by the Iksar twins of Vistrei. To me they will come along with your robe and to you will come the dawning of the new brotherhood.'

You can get the Robe by completing the Rathe Mountain Whistling Fist Quest. The flute is split into two pieces. One is a Metal Pipe off of an Iksar Betrayer in Chardok (Identifies as Fi). The other is a Metal Pipe off of a Drolvarg Pawbuster in Karnors (Identifies as Zan). Hand these three items in to Brother Balatin and he will give you the Robe of the Whistling Fists.

Brother Balatin says 'May you have the correct items or lost forever will be all.'
Brother Balatin says 'May you have the correct items or lost forever will be all.'
Brother Balatin holds his arms out and a fine robe materializes before your eyes. You grab it just in time to see the skeleton fade from existence.

Balatin despawns.

Your faction standing with Whistling Fist Brotherhood got better.
Your faction standing with Combine Empire got better.
Your faction standing with Swift Tails got worse.
You gain experience!!

Need missing dialogues, /loc of quest mobs, list of additional quest rewards.

The Robe of the Whistling Fists is confirmed to be clickable from inventory and clickable as a hotkey.

As of November 2020, the following method works for quest component trade-in to Brother B.:

Sneak is a waste of time as Brother B sees through sneak.
Invis undead potions may simplify the process but they are not required for trade-in.
Assistance from an Enchanter or Bard may simplify the process but they are not required for trade-in.

Do all of the following to prepare for trade-in:
(1) If not done already, prepare 2 hotkeys (executable through your numeric keyboard keys): one hotkey for Feign Death and another hotkey for sit/stand.
(2) If not done already, place all 3 quest items in 1 bag and leave the bag open.
(3) Single-click 1 of the 3 quest items and leave the quest item on your cursor (mouse pointer).

<<Attention: Do all of the following as fast as possible before Brother B de-spawns>>
(4) Feign death facing Brother B. at his spawn point AND at trade-in distance.
Note: It does not matter if Brother B is facing your character or not.
(5) If feign death was NOT successful then repeat step 4. Otherwise continue to the next step.
(6) If Brother B attacked your character then wait for "Your enemies have forgotten you!" message.
(7) Wait for your character's feign death ability to return to an active and executable/triggerable state.
(8) With fingers hoving over the stand hotkey, mouse button left-click, and feign death hotkey do the following as fast as humanly possible:
(8a) Press sit/stand hotkey (to make your character stand).
(8b) Mouse button left-click (to open trade-in "Give" window).
(8c) Press Feign death hotkey (to drop /con to indifferent).

<<Attention: Take your time and do the following slowly and carefully>>
(9) If feign death was NOT successful then repeat steps 4 through 8.
(10) If Brother B attacked your character then repeat steps 4 through 8.
(11) If Brother B did NOT attack your character and your agro is clear, then continue to the next step.
(12) Add the full set of 3 quest items to the trade-in window and finish/finalize trade-in.
(13) Receive your new Robe of the Whistling Fists.

This is confirmed to work as of November 2020 and my character received the robe even while facing Brother B.

Just to be different, I used a bard. Dialog and hand in went fine, he did despawn and a plaguebone spawned a few seconds later.

Did the FD method. Ran to Bro B, positioned myself behind him, FD'd and he despawned. Thought that's ok he'll be back in 5 min and that'll give me time to get ready. Opened my inventory and selected one of the metal pipes on cursor, hit sneak, and waited. Bro B popped with his back to me and I hit Ctrl+S while simultaneously handing him the pipe, then immediately hit FD and finished turn in. Got the robe np.

So any method you use will likely work whether it's the Goblin Rogue shroud, FD, Invis Undead + FD, or charm. How you do it is up to you.

Used a potion of invis undead to make it easy. Went up to him handed my robe in, FD'd, added the 2 pipes to the window, and turned in while FD'd. This works for a number of quests when indifferent faction is good enough but you're KOS.

I just successfully did turn in with two shrouded rogues and no charm. Make sure you sneak/hide and stay behind for the turn in. Once you open a trade box you lose hide but keep sneak and can get away without agro. My 81 warrior in a 70 rogue shroud turned in a pipe without hailing. Then my 57 monk in a 55 rogue shroud did the same without hailing or saying any key phrases. Worked well and was easy as the good Brother didn't turn around. If your new to shrouds, what I did was plop the pipes and robe in the bank, then shrouded and got the items back out of the bank. Afterwords I also banked the new robe before de-shrouding but I don't think that's necessary.

If you have two accounts and both have a character high enough, I suggest you camp both pipes at the same time. You'll probably get one pipe pretty quick like I did and even if you have to spend 4 days in karnor's like I did you'll be happier through the ordeal.

Robe has to be worn to click. 16 second duration, 25% haste. effect goes in your Songs window. Robe is yellow color.
did this with 2 guys shrouded to goblin rogues, level 50 and 60. worked perfectly. stood behind him, gave him pipe. switched to other character gave him pipe and robe, got new robe. no problems. did not have to re-sneak or anything.

As of November 2020, the robe does NOT need to be worn to click. The robe is clickable from inventory.

The Phantom Echo Discipline for Monks level 57 calms this mobs aggro. He will not attack for a short period of time, giving you plenty to say and give the necessary components to carry on with your Epic.

Just here to say that the fd/Phantom call idea DID NOT work for me..Must have tried like 5 or 6 times to get behind him hit phantom call and turn everything in but he would give the items right back to me. I then ran back to pok and got a rogue shroud and that worked first try

After trying the whole standing and hailing, and Zephyr, and sneak combinations, I simply shrouded to goblin rogue, used sneak and hide, stood behind him and did turn in,,, Voila! Robes be mine!

OK pay attention now...!!.....got this done today after reading previous posters....did it this way.....called a friend to log on chanter...while she was exiting her 3d programing and loggin into her chanter.....arose from fd...hit phantom wind hotkey...handed in all 3 items at same time, during the short period of time allowed by PW....and got my robe and some exp....hope this helps...ya dont need sneak ...just get close, fd....clear agro....stand up and hit PW and hand it in.../salute..........OOPS ...a Post Script here ...the good brother DID NOT despawn...

Just finished this today, having finally gotten the two blasted pipes. I had earlier run to the Dreadlands hidden valley with them, and Brother Balatin was up! I prepared to try to talk to him and realised I'd left the robe in the bank. I gated to Field of Bone and ran to the bank, then to FV and across DL, only to have Balatin despawn as I was nearing the hidden valley passage. At least I hadn't givevn him the pipes! He in fact warns about that. The message text currently shown is a bit off compared to what I saw tonight.

After that first *****-up, I camped near the spawn point, which is atop the short pyramid at +981, +9057, +1102. The PH is "plaguebone skeleton", who just stands there unlike the other outdoor skeletons. He's a pretty quick respawn, seemed to take about 5 minutes.

When Brother Balatin popped, I used the suggested technique of phantom disc to lull him, then sneak, approaching him from behind. After each piece of dialogue, he would turn to face me and then start attacking (before the lull would normally have worn off), but I could feign him off and then repeat the process to go through the whole dialog.

Brother Balatin turns to look around, very confused. [Phantom Call]

BY THE WAY - if you ever go back to this quest at level 71+ and have the 71 lull, unless you have rank III you may notice its not working due to the reaction radius of the RK I being quite large, simply switch lulls back to the level 65 one to bring that radius down

After a handful of failed tries turning in to Brother Balatin, I read what was posted and paid close attention to what I was doing... You can do the turn in without good faction or an enchanter by simply sneaking close to Balatin, Hit him with phantom (I used phantom zephyr), RE-SNEAKING, then turn in. Do it fast before the phantom fades, and you're in like Flynn. Good Luck!

I did turn in last night (4/29/06). I used atone and sneak and was able to do entire dialog and turn in.

Second time thru monk epic... this method worked 4 yrs ago and doesn't seem to have changed.

i can confirm that the paci thing don't work anymore, just tried it three times to be sure... just says i don't need this item for both the pipes and the robe of the lost circle, and gives all three back to me.

now to go find a necro or ench. darn it.

I completed epic on my monk - I now wish to go back and do the robe again for the song haste - anyone know if this is possible? Can anyone confirm that robe will work if I do it agian? Thanks for any help!

Nope. This effect is the same as the level 7 bard song. Same exact one, in fact.

After several unsuccessful attempts to use the FD / Sneak method to Talk to Brother Balatin, I decided to try the Phantom line of monk Paci on him, and just hand him the 3 pieces. I can confirm that this worked perfectly. I phantom called him, and handed him the 2 pipes and Robe without even hailing him. He handed me the RoTWF and despawned. No problem.
