The quest works fine. Just give her the 4 essences to retrieve the earring.
I had ally faction on turn in.
The way to the NPC is very difficult as Skyshrine is a very big labyrinth.
Your have to pass a maze that does consist of two parts (which look absolutely the same)
and is spicked with teleporters. Here a rough instruction on how to go through it:
Hug right to the first portal, hug left to the second, turn around and go straight to the last" to get through.

This quest is bugged or something... im Ally faction and Jortreva wont even accept the items. She sais she has no need for them.
