There must be a record of his actions somewhere.' A Chetari Courier in Dragon's Necropolis drops a Wurmscale Scroll, which identifies as "dragons letter to wenglawks". Hand the scroll into Captain Bvellos. Captain Bvellos says 'This indeed points to Wenglawks being a traitor. If only there were more proof I could take this to the king. is bvellos tormax or kromrif faction?
Neither, Bvellos is Kromzek faction.
How high does your faction have to be to do this quest? Thanks.

Both Feninie and Leata where amiable when we did it. Best bet would be to Hail him and see if he gives you the quest.
