At the end of the previous quest, you were told to head to Katta Castellum and seek out Tilbok Furrunner. Tilbok Furrunner is located near the grave yard area and is inside a castle building along the 2nd floor. He is the Rogue guild leader.

You say, 'Hail, Tilbok Furrunner'

Tilbok Furrunner says 'Hello there, Limecherry. Pleasure to meet you, I am Governor Tilbok Furrunner. I am tasked with the gathering and security of information for the Concilium Universus, the ruling council of our fine city.'

Give him the Report to Tilbok.

Tilbok Furrunner reads through the report, hands you a small satchel then starts to explain, 'Finally news from Euzan. I knew that it would take a long time to get planted within Seru, but I still worried about their mission constantly. This report shows that you have earned trust from Euzan, so I in turn will show the same trust. Euzan and Torsten were placed in the city for information. They are deep undercover and risk their life everyday. Every person in that city is ingrained with the [purpose] of either destroying Katta or converting his people.'

Your faction standing with Validus Custodus has been adjusted by 10.
Your faction standing with Katta Castellum Citizens has been adjusted by 1.
Your faction standing with Magus Conlegium has been adjusted by 1.
Your faction standing with Nathyn Illuminious has been adjusted by -1.

Note: the faction hit here is fairly large but shouldn't make you KoS in Sanctus Seru. You receive a Report Satchel.

You say, 'What purpose?'

Tilbok Furrunner says 'The teaching in the city is that Katta feigned his death to blame it on Seru. When in fact Seru actually poisoned Katta. The crusade that Seru leads is false and must be stopped. We must gain access to Seru's [chambers] and destroy him and show the city the truth.'

You say, 'What chambers?'

Tilbok Furrunner says 'We do not know much about Seru's Chamber, that is what we need you to find out. This will require great effort on your part. We need you to infiltrate Sanctus Seru and bring back reports from each Consillium. I do not know who will have these reports, and I have only heard rumor that they exist. Return to me with the Satchel full, and your Etched Earring.'

From here, go back to Sanctus Seru and proceed to kill...

-- a Vigilum Cohortis - North East building - (Summons, Heals, Roots, Drones of Doom)-
-- a Signiferi of the Hand - South West building - (Summons, Heals, Stuns)-
-- a Custos Armorum - North West Building - (Summons, Furys, Stuns, Rampage)-

On the 3rd floor in each of the 4 main Guild buildings. Each kill is HUGE faction hits and will most likely make you KoS to that Guilds Faction. All dual wield and double attack for 150 on the average and 177 seemed to be the max.

Loot a Concillium Report from each and combine in the Report Satchel to craft a Full Satchel.

Return to Tilbok Furrunner and give him Etched Earring of Veracity and the Full Satchel.


Tilbok Furrunner says 'According to these reports Seru resides in a building called the Arx Seru. It is the large complex in the center of the four Praesertum Consillium. We must take [action] now. Do not underestimate the power of Sanctus Seru for what they do they feel is right.'

This leads into the fourth quest, Signet Earring of Veracity.

Yah well I'm doing ring 3 right now and I've gotton the drop off the Lictor. Lictor's hit for 197 max dual wield triple hit. Took me 3 kills to get drop.
Working on Cohortis, they hit for 177 max, dual wield, triple hit, only killed one so far.
I'll post later bout other 2 mobs.

Yea, i beleive the 5th one drops offa Lord Inquisiter Seru, prolly the toughest killable mob
however, i dont know about the 4th, sorry
and i dont really recommend trying this guy w/ out a full guild of about 50 55+

We tried a few lictors last night (60clr,60pally,59rgr,58war,56and54 chanters). I recommend trying to get a pally lictor and not the chanter ones, or at least be prepared if you have to pull a chanter. The first we pulled was a pally and went down pretty easily, the next was a chanter. She charmed, gfluxed, etc, while dual wielding/quads up to 177, phased or tp'd us (I ended up outside the building, the pally was sent to a hall or into a wall (though that may have been a bug)), then summoned us back at her leisure after she'd finished the others off. She didnt start porting us around til she was at less than 1.5 bubs, so if you have a nuker who can finish her off quickly, that will probably do the trick.

This is typical Verant crap, Now i have to go kill 4 named mobs, all of which lvl60 and no joke at all, my guild could do it with ease, but the problem arises in that the reports i need are not common guaranteed drops. Let alone that they are positioned inside their guild at the top floor, meaning in order to leave wed better superior invis up, or have to fight way down through the now KOS building, kinda tuff. But not common, so...based on the report of rare to uncommon, means ud have to succesfully kill ea mob around 5-10times. WOW. all for a ac6 str6 sta6 wis6 int6 hp mana earing, almost better off skipping this step if u could and getting my guild to kill seru himself for the supposed ac25 str15 sta15 agi15 dex15 wis15 int15 sv+10to all hp50 mana50 one. might be easier doing that with 50 memebers present then getting 15 of us to repeatedly kill these punks. <sigh> but so is the life of one chasing uber items.

What you all dont realize is that to get to seru and to bring atleast 50 people aprox 8 people have to do the quest and get earring 4 then do the part to get the portal to chambers

The earring you're thinking of is the Sigil Earring of Veracity (25ac 25str/sta/wis/int 100hp/mana 10mr/fr/cr/pr/dr eff:Acumen(activated, cast time 0.0)). It's not acquired as a drop from Lord Inquisitor Seru. It's the reward for the fifth and final Earring of Veracity quest, the simplest one. All you have to do is turn in L.I.Seru's head... and your 4th earring. Getting that one has to go through getting this one.

Incedentally, you'd have found all this out eventually without knowing where the earring was from, if you pursued it. Access to Lord Seru is an issue you'd have to deal with... and that's all the hints you get. Good luck getting to the badass, and even more luck killing him with your 50 people. :)

i was wondering if a 59 ranger and a 58 cleric could take these guys down or if a whole group is required. i might also get my 60 chanter friend to help... what do you think.

they hit hard. they hit fast, can hit over 400 if I remember (gave up on earring 3..., ive seen 2 drop, but lost rolls on pick up groups). Ive had a shaman go oom debuffing and attempting to land a slow (level 65 group). Its a very good idea to have Mage, high HP tank, 2 healers (shaman + druid/cleric), and more importantly, dps, the faster you kill, the less mana spent on heals. The pulls are something for you to learn, they have nice agro radius, you will have adds in time so have an off tank so you dont have to depend on your chanter. Snare can get resisted a LOT... all good when all your melee has Finishing Blow AAs maxed, specially with the fast dual wielder classes

Welcome Ranklin, Glad I can help.
As for your Dual team, We first tried the "A Lictor of the Heart" (the paly ones) with a Team of 60 warrior, 60 Cleric, 51 Cleric and a 51 Bard (me). Although it was tough, getting her down to 1bubble of HP wasn't too much of a problem. what REALLY was a problem was getting root to stick. They all tend to walk away attracting nasty add's both times we tried. I have yet to find a truely safe spot to pull from to prevent the adds if/when the walk occurs. *edit* (actually, there is a semi safe spot in the empty room between the two warp mirrors, That seemed to be the safest spot to successfully pull too.. if you don't get Summon ping ponged into the next room with the Guild leaders.... ugh)*end edit*
For a bare bones team, I would really recommend a Mage with Epic Earth pet as the 3rd attempt we tried.. root seemed to stick with the pet constantly casting its proc. That way the mage can DS to really weed down the HP fast. Cleric or two is really a must, a main tank and a high output damage dealer. We also had a monk the 3rd time around and the Heart of Seru wasn't much of a problem what so ever.
Good luck and hope you have better luck than us trying to get the drops. (still trying to get them all /sigh)

A mage with epic earth pet? Please excuse my ignorance, but I am a level 60 magician wielding the Orb of Mastery, aka epic. Are you mistaken about the epic earth pet or am I oblivious to a huge aspect of the class and epic? My understanding of the mage epic, which I've had for quite some time now, is that it's a multi elemental, having something from everything, except root. Lately tho I've been noticing a bug that other people point out that my pet looks like an earth pet, instead of the traditional air elemental look. Even so, I've never had him root. Is there something I'm missing?

Actually, sorry about that. The mage we had in our group made an Earth pet cause I speficially asked for a Rooting pet. I might have been mistaken that it was the epic pet. =\ sorry, don't own a mage. Either way.. the earth whatever it was was rooting and it was sticking. that was my point and no I don't know what version he used.

Since this is a rogue giving the quest (in Katta), it was brought to my attention that they might be pick pocketable. A lvl 55 rogue contacted me on my server in game about this quest. He told me he was successful in pick pocketting one of the reports after many failed attempts. He said they were not a "Magic item" but they are No drop.

I personally can not confirm this and I would love for a few rogues out there to give your feedback. Since I submitted the quest, I feel its only fair I give any additional information that may help. Please Please Please someone submit a confirmation on this if you can. Thanks

A rogue can pickpocket a mob up to 5 levels over theirs, so a 55 rogue should be able to steal from these guys.

Thank you Darksidhe for your post. I've yet to get a full confirmation on weither or not pickpocketing can be done on this MoB but if your correct on this, then apparently this earing is easier to get for rogues than the other classes.

More posts on this subject are welcomed BTW =)

Rogues can pickpocket any NPC five levels LOWER than them, at level 60. He had it mixed up.

I believe the reports must be combined in a container, then turned in. If that is the case, MQ is not an option. =(

well, the rogue would only have to do the first 2 earing quests (about 90min worth of work with a porter), then combine the 4 reports in the bag, combine and turn it in --> then MQ'er would turn in old earring to get new earring.

This is again an "Educated Guess" post based on I'm stuck on the 2nd ring till my guild can help me fill my pouch hehe.

According to everything I have read, the reports are simply uncommon/rare drops from the listed mobs. Not sure what the respawn on them is.

Has it been confirmed that these four will always drop the reports for their respective houses? I seem to remember the safehouse boards being unclear on the subject... presumably this information is taken from the thread at: http://pub35.ezboard.com/fthesafehousefrm13.showMessage?topicID=5018.topic but also on that board were a number of threads quoting hours and hours of killing and no reports... is this a quick in and out camp or a grueling affair?

This is a very nice earring, and well worth the time spent to get assuming the reports are somewhat uncommon, IMHO.
