It may take you several attempts if you are unfamiliar with the process. Once that is done take the Refined Dismal Flail and a Giant Rattlesnake Skin to Jerra Renlock. She will put the finishing touches on your new weapon.'

This quest is for Evil Human Clerics.
You say, 'Hail, Zhem Xecia' Zhem Xecia says 'What is it maggot? I have only time for new clerics who have chosen to [serve the Dismal Rage]. If you are looking for meaningless banter, than I suggest you find a bar wench.' You say, 'I serve the Dismal Rage' Zhem Xecia says 'The clerics of the Dismal Rage must be strong and familiar with battle. There are many beings across Norrath who oppose our deity and our dogma. Take this note to Jerra Renlock and she will aid you in obtaining a suit of armor to protect you from the physical threats of our enemies and the creatures of the wild. Once you have been properly outfitted return to me and will offer you [further instruction].' You say, 'what further instruction' Zhem Xecia says 'So you think you are ready to face the enemies of the Dismal Rage? Be careful to not be blinded by your arrogance or anger. You must focus the rage in your soul and refine it into patient and insidious hatred. A cleric of the Sentries of Passion, Ulia Yovar, has been attempting to uncover our allies among the citizens of Freeport and is believed to be in hiding in the sewer tunnels under the western quarter of Freeport. Seek this enemy of the Dismal Rage and bring me her head.' Head to West Freeport, kill Ulia Yovar and loot Ulia Yovar's Head. Bring it to Zhem. Zhem Xecia says, 'I see your mission was a success. Head to North Ro and hunt giant rattlesnakes until you get 1 Giant Rattlesnake Skin. Give the Flail and the Skin to Jerra Renlock. Jerra Renlock fashions a grip out of the giant rattlesnake skin and polishes the head of the flail with a strange glowing substance. This will make a fine weapon for a young Priest of Rage. I'm not too sure if any one is aware, or if anyone even cares but the final part of the quest now works. Ulia Yovar now drops her head upon death. Once you have looted her head return to Zhem Xecia and give it to him, he in return will give you a Rough Dismal Rage Flail and instructs you to refine it at the nearest forge. You will need sharpening stones for this obviously, and it should only take you two or three attempts before you produce a Refined Dismal Rage Flail. Once that is done, you need to head out into the East Commonlands and loot a Giant Rattlesnake Skin off of a Giant Rattlesnake (duh). Once you have accomplished that, take both your Giant Rattlesnake Skin and your Refined Dismal Rage Flail and give them to Jerra Renlock. She will fashion them together and give back to you a completed Dismal Rage Flail.

Alas at this moment Ulia Yovar does not drop her head, when killed, while the other 3 with her do every time. So we have to wait for patch to finish this quest.
