Clerk Doval spawns at +877, -74, +18.20 on the upper floor of the Tink 'N Babble. He only spawns during the day. At night, Grype can be found at his location.

    You say, 'Hail, Clerk Doval'

Clerk Doval takes a sip of lager and looks up at you. 'Ahh!! An adventurer of sorts? Looking for work, are we? If you have the time, I might have a bit of a [proposition] for you.'

    You say, 'What proposition?'

Clerk Doval says 'I was sent by the Legion to deliver a restraining order to a few of the troopers. They have been ordered to stay away from the tavern. They have spent too much time drinking and not enough training. I am to have them initial the restraint order list, but my feet are killing me. Perhaps you could [deliver the restraining order]?'

You say, 'I can deliver the restraining order.'

Clerk Doval says 'Here is the restraint order. Go to the troopers and ask them to [sign the restraining order]. Also, make sure to have them sign it in alphabetical order. I am a very big stickler about this. The troopers' names are as follows; Ozlot, Ogmire, Nish Nish, Frogzin, Gummin, Inkin, Roklon, Taer, Fryp and Selbat. When all is done, I shall pay you.'

Once you agree, he hands you a Legion Order [0 signed] which must be signed by all ten troopers, in alphabetical order. Find each trooper and give them the restraining order. Each will sign the order, and return it to you, though some require sub-tasks to get them to sign. Once you have finished this task, return to the Tink 'N Babble and give the finished order to Doval.

The troopers' names and what they want to sign are (in alphabetical order):

    1. Trooper Frogzin found at the Lake of Ill Omen, at the city gates -- will just sign it,

You say, 'You must sign this restraining order'

Trooper Frogzin looks very upset at your mention of the order. 'I cannot believe I have been banned from what little enjoyment can be found in Cabilis. Oh, well, I cannot argue with a legion order. Hand me the order so that I may sign it.'

    Hand him the Legion Order.

Trooper Frogzin grabs the order from your hand and mumbles something unpleasant and vaguely threatening. He then hands the signed order back to you.

You receive Legion Order [1 signed].

    2. Trooper Fryp found in a corner before the entrance to the warriors' guild,

You say, 'You must sign this restraining order'

Trooper Fryp says, 'Alas. The masters have learned of my long evenings in the tavern. Ok... Long mornings and afternoons too. Heh heh. Can't fight authority! Hand me the... Wait. I do not have my quill with me. Go and fetch me a writing quill and hand it to me along with the legion order and then I shall sign it.'

Hand him the Legion Order along with a Quill, which you can buy from Klok Stitch (Tailoring Supplies) in East Cabilis.

Trooper Fryp signs the order and hands it back to you. ' Well... At least I now have this fancy writing quill.'

You receive Legion Order [2 signed].

    3. Trooper Gummin is found in the Field of Bone, in left ruined building at /loc -2202, +3184, +7.85.

You say, 'You must sign this restraining order'

Trooper Gummin says, 'Blast! The masters have condemned me to a life of sobriety and bloodshed! At least I still have bloodshed. But I would like one last drink. I would like a bottle of Legion Lager from Cabilis. Bring me the lager and the legion order and then I shall sign it.'

If you only hand him the Legion Order:

Trooper Gummin says, 'What?! I need the Legion Lager and the legion order.'

Legion Lager is made with Brewing (trivial 36). In a Brewing Barrel, combine :
    - 1 Bottle (sold by Brewing merchants)
    - 1 Deadbone Barley (foraged in Field of Bone)
    - 1 Flask of Bloodwater (sold by Klok Naman nearby)
    - 1 Giant Blood Sac (dropped by a giant swamp leech in the Swamp of No Hope)

    After handing him both items:

Trooper Gummin slowly signs the order. '...Love, Innoruuk. There you go. Now run along. Let me enjoy my last brew alone.'

    You gain experience!

You receive Legion Order [3 signed].

    4. Trooper Inkin is found in the Swamp of No Hope, at the city gate.

You say, 'You must sign this restraining order'

Trooper Inkin says, 'I have been expecting this. Oh, well... Can't argue with the Baron or he will have both our heads. Keeping that in mind, I will make you a deal. I will sign the order if you bring me one of those grand skipping stones these Frogloks are said to have. Bring me the stone and the order and I shall sign.'

Hand him the Legion Order along with a Skipping Stone which drops off froglok skippers in the nearby swamp.

If you hand him only the Legion Order :

Trooper Inkin says, 'No deal! You bring me the legion order and the froglok skipping stone.'

    After handing him both items:

Trooper Inkin says, 'So smooth. I shall be the skipping stone champion! Here. You may have my autograph.'

    You gain experience!
You receive 1 copper from Trooper Inkin.
You receive 1 silver from Trooper Inkin.

You receive Legion Order [4 signed].

    5. Trooper Nishnish is found at the gate to the Swamp of No Hope, in East Cabilis.

You say, 'You must sign this restraining order'

Trooper Nishnish says, 'So the legion has sent you to have me sign this order, eh? Nay. I shall not do so unless the messenger, you, gathers two barracuda teeth for me. Hand me the legion order when you hand me the two barracuda teeth and then your task shall be complete.'

Hand him the Legion Order along with 2 Barracuda Tooth which drop off a barracuda and a pygmy barracuda swimming in the underwater the tunnel located under the steps on the east side leading down into the pool.

If you hand him only the Legion Order :

Trooper Nishnish says, 'You shall get my signature when I have the legion order and two barracuda teeth.'

    After handing him both items:

Trooper Nishnish grabs the barracuda teeth and attaches them to a necklace. 'Good. Now this barracuda charm shall keep me safe from slipping into the waters and becoming a feast for the barracuda. And you, take this legion order and begone.

You receive Legion Order [5 signed].

    6. Trooper Ogmire found at the gate to the Lake of Ill Omen, in West Cabilis.

You say, 'You must sign this restraining order'

Trooper Ogmire says, 'I knew my wicked ways would eventually come to an end. Very well, then. Hand me the legion order and I shall sign it.'

    Hand him the Legion Order:

Trooper Ogmire signs the order and hands it back to you.

You receive Legion Order [6 signed].

    7. Trooper Ozlot found next to the gate to Warslik's Wood.

You say, 'You must sign this restraining order'

Trooper Ozlot says, 'I do not believe you were sent by the legion. You do not look as though you could squash a kitten or even a bug. If you truly were sent, then you should be able to hunt down a sabertooth kitten. Tell you what, you bring me two sabertooth kitten canines and the legion order and I shall believe you. Only then will I sign the order for you.'

Head to the Lake of Ill Omen and hunt a sabertooth kitten until you get 2 Sabertooth Kitten Canine.

If you hand Ozlot only the Legion Order :

Trooper Ozlot says, 'I told you that I need two sabertooth kitten canines and the legion order.'

    After handing him both items:

Trooper Ozlot says, 'I suppose you were sent by the legion. I will sign. Here is the legion order back. Now, leave, so I can finish my watch.'

Your faction standing with Legion of Cabilis could not possibly get any better.
Your faction standing with Cabilis Residents could not possibly get any better.

Your faction standing with Crusaders of Greenmist could not possibly get any better.
Your faction standing with Swift Tails could not possibly get any better.
    You gain experience!

You receive Legion Order [7 signed].

    8. Trooper Roklon is found at the outside gates in Warslik's Woods.

You say, 'You must sign this restraining order'

Trooper Roklon says, 'I've been ratted out! Very well. I shall sign the order, but first I shall force you to fetch me a set of goblin scout beads. I hear they make fine counters. Bring me the beads and that despicable order and I shall do as instructed.'

Hunt a goblin scout in the woods to the south until you get 2 Goblin Scout Beads.

If you hand Roklon only the Legion Order :

Trooper Roklon says, 'No, NO! I want the goblin scout beads and the legion order.'

After handing him both items, you receive Legion Order [8 signed].

    9. Trooper Selbat is found in a building in the Lake of Ill Omen, near the city gate.

You say, 'You must sign this restraining order'

Trooper Selbat says, 'I knew this time would come. I will slay you for bringing this to me... No... I'd best not make the officers angry. Hand me the order and I shall sign it.'

    Hand him the Legion Order:

Trooper Selbat signs the note and hands back to you. 'Be off now. Before I do choose to slay the messenger.'

You receive Legion Order [9 signed].

    10. Trooper Taer is found wandering the Field of Bone, he stops at the city gate occasionally.

You say, 'You must sign this restraining order'

Trooper Taer says, 'Oh, no! My good times have come to an end. Hand me the note and I shall sign it.'

    Hand him the Legion Order:

Trooper Taer says, 'Ha ha! Look at all the names. Ozlot and Frogzin. What lushes. Here you are. I can't imagine there being any others to sign. This is the entire Cabilis brew brigade. Alas... Disbanded forever.'

You receive Legion Order [all signed].

Note that you can also sometimes loot a completely signed legion order from frogloks in the swamp.

Return the list and you get a small amount of experience, some coin, and a random book from his library (the book you get may be specific to your class).

Books given out so far are: The Code of Combat, The History of Combat, The Tome of Combat, The Book of Knowledge.

Clerk Doval says, 'Thank you so much. I am so glad I did not have to deal with such a rowdy band of troopers as these. Please take some coin and perhaps a book from my personal library.'

Your faction standing with Cabilis Residents could not possibly get any better.
Your faction standing with Legion of Cabilis could not possibly get any better.
    You gain experience!

I was just doing some browsing, and found a reference to Clerk Doval in the Cudgel of the Hierophant quest for iksar shamans.

Apparently in the course of collecting the skulls of the Sisters of Scale for that quest, you must go to the sarnak fortress that guards the entrance to Chardok in Burning Woods. Up in one of the towers is a sarnak you must talk to about the skulls. In response he summons Clerk Doval, who turns out to be a traitor and has one of the skulls.

Maybe talking to Doval in Cabilis before or after doing the restraining order quest is another way for shamans to get one of the skulls they need. Not real promising for anyone not a shaman, but an interesting alternative to going to Burning Woods to kill Doval.

I recently tried out some ideas on what to do with the book you get from this. Incidently I have only ever received "The Code of Combat". Maybe the book reward is now class based (I am a monk). I have tried giving the book to the War Historian in the warriors guild, the Tortured Librarian in Kaesora, and my guildmaster Grandmaster Glox. I either received the usual thanks for the item message, or nothing at all from the librarian. Other NPCs to try would be Court Historian in monk guild, the Forbidden Scribe in the West Cabilis maze, the Spectral Librarian in Kaesora, Master Rinmark in Timmorous Deep, and maybe the other monk masters in my case.
If none of these NPCs respond, I think a new clue will be needed before any further progress can be made with this.

NOTE: Even though the legion order is lore, each signature on the letter constitutes a different item, so you can be doing this quest multiple times at once as long as you never have the same signatures on any two orders. Speeded things up just a bit.

Well, this quest was way dissappointing... Took about 3 hours to complete (had to buy the lager from a player who had a skill in brewing) Now I have this book... hmmmmm.... Does not open, has no stats, and as stated before it is lore/no-drop. All/All.. In reply to Mannra Mystikclaw who says he has all four books because of the Froglok Ton Knight I say..... So What? What can you do with them? I also think we can forget about the library of erudin as far as NPCs who might want the books. Seems very unlikely, being as KOS as we are, that it would be necessary to visit Erudin in order to finish this quest. Well, until I find something to do with this silly Code of Combat, into the bank it goes with all of the miscellaneous quest crap that I have yet to deal with. If anyone does finding the deserving NPC of these books, would really appreciate a post on it to clue the rest of us in.

    Quest well :)

This seems like a waste of a quest. Why would I go through so much trouble for books I can't read. What the heck are the books for anyway? Until I know, I suppose I'll save my time on this one.

I started out with this quest very enthousiasticaly, until I couldn't find some of the guards so I visited this site to read the spoiler.. I was amazed at the amount of work that has to be done for the reward returned.. I'd say unless you're a die hard quester this is not such a good quest. Better to do the Curescale one..
    Just my two cents.

One NPC noone has mentioned that asks for books, is the librarian in the Erudin Library. I remember him asking for something like "interesting books" I might come across during my adventures. Seems at least a possibility for the book of knowledge. Not sure how interested he would be in the warrior sounding book titles.

Just a guess, so if it doesn't work don't blame me heh.

I completed this quest as a 9th level monk and got the Code of Combat. Toughest part was getting the deadbone barley. I eventually had to buy it. Yeesh.

Someone's *got* to want these books for a quest. Only two NPC's I can think of would go out of their way to get these books--viz., the War Historian (warriors' guild) and the Court Chronicler (monks' guild). There's also one guy in a secluded cavern in West Cabilis ("a forbidden scribe," I believe) who might have something to do with this.
