First you need to outfit yourself in a suit of [armor], Branaddar. '
You say, 'what armor?' Selzar L`Crit says 'Seek Kanthu M'Rekkor and give him this request parchment. When you have outfitted yourself in a suit of armor return to the House of the Ebon Mask and I will grant you [another task]. ' You say, 'what another task?' Selzar L`Crit says 'Ah, you are eager to advance further within the House of the Ebon Mask. Although it is my duty to aid your training, do not allow your arrogance to blind you to your lowly position in our House. I can see that you have not yet learned to temper the use of your tongue. Your next task is to assist the construction of a [weapon] and [bow] worthy of being wielded by a Rogue of the House of the Ebon Mask. ' You say, 'what weapon?' Selzar L`Crit says 'Beyond the mouth of Neriak lies the Nektulos Forest. There the Halflings of Rivervale have set up camps at ancient druid holy sites in an attempt to cleanse Innoruuks corruption that is spreading through the Nektulos Forest. I've found the clavicle and fibula off the named halflings of the west side and south bank of the river. There's about 5 of them there at most times so be careful if you solo.

I've been working with my kid killing every halfling I can find trying to get these bones for her to loot. I've yet to find either Fibhla or Clavicle. After 6 months I'm begging for help! Which Halflings drop this bloody things?

the scales aren't that hard to get. the ash drakelings pass near the entrance to LS quite often, I've found. I was working on my safe fall on all those pillars of rock in Nek, and saw quite a few pass by. The scales don't drop too often, though.

Stats are:
Damage 4 Delay 27
+1 str +1 dex
The quest is kinda annoying, i did it by mass killing halflings and letting my rogue alt loot. Its ok, and its kinda neat quest. Theres also the bow:
Ebon Short Bow
Damage 5 Delay 39
Range 60
+1 dex
Both these items are good for low levels. I found them way easier then the armor, those damn ash drake scales are impossible to get.

This quest results in a Scaled Bone Rapier.
After you turn in the three items he returns to you a hilt and a thin rough blade. And instructions to take the blade to a forge and sharpen it.
After sharpening the blade you take the blade and the hilt to the woman in the Blue Flame in Neriak Commons. She then returns to you the finished weapon. It's a normal looking rapier and the stats are 4 dmg 27 delay +1 to 2 stats not sure but i believe it was to str and dex.
I did this quest out of boredom just to see what the reward was. At lvl 53 all the haflings i killed to do this quest were pretty much instant kills and this still took about 3 hours to get the right bone drops. After seeing how bad the stats were i just destroyed it. If the dmg were just a little higher, like maybe make it a 6/27 it wouldn't be that bad for a un twinked newie.
