Find Lokar To`Biath in the library of the 3rd Gate at +895, -1245 near the enchanter spell merchant which is on the find tool CTRL F.

He will not respond to a Hail.

You say, 'are you a scribe of dal?'

Lokar To`Biath says 'The Scribes of Dal? All of them are long since [dead].. or at least most would say that.'

You say, 'why are they dead?'

Lokar To`Biath says 'Perhaps, perhaps not. I cannot remember, but perhaps Innoruuk would help me remember should you tithe him a bottle of red wine from the Blind Fish.'

Give him a single bottle of Red Wine. It can be from anywhere, not just the Blind Fish. Give him four bottles at once (unstacked) for four rewards.

Lokar To`Biath says 'Ah, yes, let me pray to our god.. Yes, Innoruuk has given me wisdom. A Scribe of Dal still exists, disguised as a barkeep in the Blind Fish. This information will not help you though, for she has sworn a [vow] of silence and will not speak of the Dal.'

Your faction standing with Dark Bargainers has been adjusted by 10.
Your faction standing with Dreadguard Outer has been adjusted by 1.
Your faction standing with Dreadguard Inner has been adjusted by 1.
    You gain experience!!

This is one of the best quests to gain faction with the Dark Bargainers (Neriak Residents) and with Dreadguard Outer and Inner as it boosts the factions without giving you faction loss with anyone else.

The reward text is a lead-in to the "Tome of Ages" quest.

For good aligned classes, see the similar Red Wine to Lady Shae quest from West Freeport.

Thanks a lot Oakwynd... You got us robbed of this quest which was a awesome way to get faction. They should have just nuked this quest on TLP and not screwed up live servers. Getting old having TLPs ***** up the game.
    No longer there.

    TLP

On TLP, a level 1 Dark Elf Enchanter with 0.500% xp (after turning in newbie robe) got to Level 5 72.139% after turning in 4 stacks of 1000 Red Wines (4000 total). I did not track % per wine initially since it skipped me 5 levels.

    2nd Round: From Level 5 72.139% to Level 7 0.003% & did not track % per wine

    3rd Round: From Level 7 0.003% to Level 7 85.043% & was getting 0.021% per wine @ Level 7

    4th Round: From Level 7 85.043% to Level 8 52.665% & was getting 0.016% per wine @ Level 8

This costs 248p with 100 CHA per round when Bartender is Ally to you (after your first round of 4000 you are ally).

    6p 2g per stack of 100 Red Wine * 40 stacks of 100 = 4000 Red Wine @ 248p

I did this with 1100p as a test. I bought the new enchanter a bunch of Large Boxes from Satchel vendor, and the rest went into Red Wine turnins. I was left over with 95p.

Price will differ for others if their CHA is not 100. Hope this helps!

Ogres are on the same evil "team" as dark elves but they still don't start buddy-buddy. My new ogre was apprehensive and you have to be indifferent to do this quest.

The way to do this is group your ogre with a player who can cast invis on him. Have the ogre turn in 4 stacks of 1000 bottles each and cast invis on the ogre before clicking to do the turn in. Then drop group, of course, so ogre will get all the xp.

One turn-in of 4000 bottles gets you to allied. Then ogre can continue turning in bottles to level without further assistance.

    New dark elf wizard.

No XP potion, started at level 1.5 You get half a level for turning in your noobie scroll to the guildmaster and obtaining a lovely violet robe.

    4000 5.72
    4000 7.00
    4000 7.85
    4000 8.53

    4000 9.63
    4000 10.10

This guy is not on the FIND menu but he's near the enchanter spell merchant.

Red Wine must be bought in 100s but they stack in 1000s and you can turn in 4 stacks, so 4000 bottles per submission.

You can turn in as many as you want at a time. I turned in 900 (one stack) on a level 1 mage. She made it to level 3.5. If you want faction, you only need to use 1 invis potion. I would assume 4000 red wines at one time would possibly crash your character/zone.

Easy way to get an alt to level 10. Red wines are sold at the bar with Ratraz in it.

Buy as many stacks of Cloudy potions as you intend to do turn ins for to get to indifferent . Initiate the trade, get your 4 wines in - click potion on belt then click give (making you indifferent at trade time). Alternatively you can have someone cast invis on you before clicking give. Did this from dubious about 15-20 times and got to indifferent. Once at natural indifferent factions. Give wine until all 3 faction give the message that you can't raise the faction further (meaning your Max Ally).

Did this with my Froglok Ellrosi Marr cleric because I got a Guise of the Deciever from casino

One bottle of Red Wine to Lokar To`Briath in the Library:

Your faction standing with Dark Bargainers as been adjusted by 10.
Your faction standing with Dreadguard Outer as been adjusted by 1.
Your faction standing with Dreadguard Inner as been adjusted by 1.

it is very easy to cap the merchant faction quickly, the others will take work.
On a positive note you can hand him 4 stacks of 20 Red Wine at once to 80 hits to each faction.

For my half elf agnostic warrior, I started apprehensive, and took only two turn ins (8 red wine) total to get to indifferent, so only needed 2 cloudy potions. At 200 red wine, I maxed faction with Dark Bargainers (with Dreadguard Outer and Inner both still threatening). At 680 bottles (34 stacks), I was dubious to both Dreadguard factions. 1,020 bottles (51 stacks) found me amiable with both Dreadguard factions. Amiable still with both at 1,360 (68 stacks). 1,700 (85 stacks) conned warmly with both. At 2,000 even (100 stacks), maxed ally with both Inner and Outer Dreadguard. At 1 plat, 2 gold, 4 silver coins per stack, 124 plat was used for red wine (not including the price of cloudy potions). Also, for any curious, other factions to her are: dubious with necro/SK guild (The Dead), apprehensive to the caster guild (mage/wizzy/enchanter "The Spurned") and the cleric guild (Priests of Innoruuk), indifferent to the warrior guild (Indigo Brotherhood), threatening to the rogue guild (Hall of the Ebon Mask), and scowling to Gribnor the Small (small troll that seems to be on no faction); therefore, the only places my warrior now has to stay away from is the rogue guild and the one small area that Gribnor is in the mansion on the roof, and the ghouls guarding the Necro area, all in Neriak 3rd Gate.

My paladin of Erollisi Marr I took in and did this, probably turned in the same amount to max faction, and found it to be threatening is highest she can get with Inner Dreadguard, amiable for Outer Dreadguard, and max ally with Dark Bargainers. I was hoping for dubious for Inner, but at least I'm not KoS with Outer! hehe I think I'm the only epic'd paladin on my server that has max ally faction with Lucan in Freeport (for SoulFire, as part of Fiery Avenger) and max faction with the Outer Dreadguard (the faction that Kirak Vil is on for Fiery Defender).

As described below, Lokar To`Biath won't take the Red Wine if you aren't at least indifferent to him (faction: Dark Bargainers).

I tried to charm him in chanter shroud form, he will take the wine but you won't get any faction hits, so that doesn't work.

If you are below indifferent, hand him a Red Wine (or four at a time) and drink a cloudy potion before you confirm the trade (OK button in the trade window). Repeat until indifferent to him, then you can do it without cloudy potion.

If you have someone charm for you, he is indifferent, and quest works. But you will not receive faction, only XP.

If you have someone invis you before you click "give", you get faction as well.

I was able to do it, Superior Camo to Lokar, handed him 4 red wine and then clicked a cloudy potion. Faction hits came as expected. You can't cast when the "give" window is open but you can use clickies. Human Ranger, Karana follower, took me 30 cloudy potions to get to indifferent then I didn't need the invis any longer for hand ins. About 300PP for the potions.

Im a 66 Tunare Half Elf Ranger. Started at Kos it took me 212 bottle of red wine to get the could not possibly get any better message with Dark Bargainers. After 2000 bottles I was dubious to the guards.

Just hailing him doesnt do anything, but

If you ask him "What scribe of Innoruuk" he says "I am his scribe, and He is our god. There is nothing else to be said."

If you ask him "Are you a scribe of Dal?" he says "The Scribe of Dal? All of them are long since [dead].. or at least most would say that."

I said "are they dead?" he said "Perhaps, perhaps not. I cannot remember, but perhaps Innoruuk would help me remember should you tithe him a bottle of red wine from the Blind Fish."

I gave him the bottle of red wine. He says "Ah, yes, let me pray to our god.. Yes, Innoruuk has given me wisdom. A Scribe of Dal still exists, disguised as a barkeep in the Blind Fish. This information will not help you though, for she has sworn a [vow] of silence and will not speak of the Dal.

I said "what vow" and he replied "Break the vow? She might. Were you to tithe 70 gold to your god, Innoruuk, he might aid you."

I gave him 70 gold. He says "Take this note to the Scribe of Dal, and perhaps she will break her vow."

You also get a plus faction hit with Dark Bargainers, Dreadguard Outer, and Dreadguard Inner after giving him the 70 gold.

Is this quest no longer active? Any ideas on how to raise dark bargainer faction now?

Quest worked for my H-E Druid. Have to either have soemone case invis on you while you're doing the turn-in, or have Indifferent Dark Bargainer faction.

Took about 400 turn-ins to go from KoS to warmly for Dark Bargainer faction, however, many, many, many turn-ins later, I'm still KoS to Dreadguard Inner.

    no response.

Hand him 4 bottles of red wine -

I believe Lokar To'Baith is on Dark Bargainer faction. After I came back to do this quest again, he was still Warmly to me, where as after many times of killing Dread Guards of Neriak, I was low, low Dubious to them.

I do not know. I looked at the Book of Turmoil quest and fully understand your dilemma. ;) I would say the book of turmoil quest leads you to this, but the book quest says to do this one while you're doing it for the book. catch-22 if you were to asked me.
