Find Lokar To`Biath in the library of the 3rd Gate at +895, -1245 near the enchanter spell merchant which is on the find tool CTRL F.

He will not respond to a Hail.

You say, 'are you a scribe of dal?'

Lokar To`Biath says 'The Scribes of Dal? All of them are long since [dead].. or at least most would say that.'

You say, 'why are they dead?'

Lokar To`Biath says 'Perhaps, perhaps not. I cannot remember, but perhaps Innoruuk would help me remember should you tithe him a bottle of red wine from the Blind Fish.'

Give him a single bottle of Red Wine. It can be from anywhere, not just the Blind Fish. Give him four bottles at once (unstacked) for four rewards.

Lokar To`Biath says 'Ah, yes, let me pray to our god.. Yes, Innoruuk has given me wisdom. A Scribe of Dal still exists, disguised as a barkeep in the Blind Fish. This information will not help you though, for she has sworn a [vow] of silence and will not speak of the Dal.'

Your faction standing with Dark Bargainers has been adjusted by 10.
Your faction standing with Dreadguard Outer has been adjusted by 1.
Your faction standing with Dreadguard Inner has been adjusted by 1.
    You gain experience!!

This is one of the best quests to gain faction with the Dark Bargainers (Neriak Residents) and with Dreadguard Outer and Inner as it boosts the factions without giving you faction loss with anyone else.

The reward text is a lead-in to the "Tome of Ages" quest.

For good aligned classes, see the similar Red Wine to Lady Shae quest from West Freeport.

Help! ive killed Ratraz one too many times and Lokar now tells me I am no friend to the Dark Bargainers..this red wine while invis..does it still work or is it outdated?i need to find a way to get my DARK BARGAINERS faction back up..if it does please lemme know
    Does this work still???

I gave him 120 Red Wine bottles after I cahrmed him chause without charming him he didn't give any exp... By the way it was funny to see him beat the tar out of his our pet.

Anyway Everytime I did it after that I got Experience however I saw no message saying that my faction with anyone got better.

Does that mean the faction is not rewarded anymore?

C'mon Verant, let us know what is happeneing when we do stuff!!!

Faction is not rewarded for turning quest items to an NPC that is charmed. You can get exp, quest rewards and dialog from turning in to a charmed NPC, but not faction.

That's not true in my experience. I just recently did the elixir [faction] quest in Halas [Everfrost] to get faction with the warrior and rogue guilds and had to charm the npc to do the quest, worked fine to get the faction I needed.

    Hope that helps.

Actually it is, and Verant made a point to MAKE SURE that was the case in one of it's patches... Perhaps you got lucky and found a situation where it worked, but as a rule, you cant.

I have a Wood Elf Ranger (worshipping Tunare of course) and can stride right into Neriak and do my business. There isn't much I can do about faction with 3rd Gate or the casters in Commons however (doesn't matter.)

I get some really weird responses when I go hang out in Neriak. :)
    How many Wines?
    # Mar 21 2001 at 4:45 PM Rating: Default
I have an Iksar monk and have raised faction with the dark barginers to "kindly" by doing to lightstone quest in south ro. I also killed tons of halflings to become "kindly" with the guards in nektulos forrest. Now the only thing left is raising my faction with the guards inside the city. So I'm going to do the red wine quest. My only question is, how many red wines will it take for me to become indifferent to the guards inside the city? I really need this faction because i don't want to bank only in cabilis.

I turned in about 1000 bottles of red wine with my iksar monk, although you probably won't need to turn in this many. I was doing overkill on the inner guards because I didn't want to have to run outside to con the outer guards. When I had the inner guards to indifferent, the outer guards were amiable, though.

You've already made some good headway on the factions by doing the S Ro lightstones, which improve faction with both sets of guards.

It takes a lot, expect it to be 2,000 or more. It took me about 2,100 to get amiable to DreadGuardOuter, almost apprehensive to DreadGuardInner, and warmly to DarkBargainers.

Lokar was KOS to me before I started the quest so I had to use sneak and someone to hail him for a few minutes until I was on good terms with him.

I did this last night for about two hours straight, a Barbarian Shaman worshipping the Tribunal. I started dubious with the dark bargainers, so I turned in lightstones to the merchants in s ro (using the trick of having someone invis me after I put it in the trade window with the npc) and got all the way up to kindly that way. Then, with invis I snuck into Neriak last night with a friend who has already done this. I almost peed my pants. All of the npcs in the building with Lokar are on dark bargainers or beta neutral, so once inside you are safe. There is nothing close to the other side of any of the walls that will hit you through the wall, as far as I can tell. My friend used invis to go buy the red wine because some wanderers and guards in Third Gate are not on dark bargainers or either of the guard factions. You can turn in four stacks of four wine at a time (a total of 16 bottles per trade with Lokar). After about 2 hours of this, I had spent 220pp on red wine and the dread guard inner and outer were both warmly. But when turning in the lightstones, I was getting dread guard inner and outer faction hits along with the dark bargainers, so I may have been less deeply scowling than usual. If you stand on the steps to the library and very carefully inch down until you can see through the doorway towards the zone there is a guard who will wander by out there that you can con to check your progress. However, I don't know if he is inner or outer dread guard and one may go faster than the other. This will probably be much harder if you are a high elf or wood elf however, or if you worship a really good god. My friend is a high elf worshipping Erollisi Marr (goddess of love) so needless to say the dark elves worshipping Innoruuk (god of hate) took some convincing. He spent about 3k getting to warmly, and says he doesn't think he took any positive or negative faction hits to dread guards before starting this. It was terrifying getting in, and really boring for a while there, and my wrist hurt and I'd swear my mouse button was bleeding when I was done, but it is soooo nice to have these guys out of my hair.

Why the hell would a Halfling WANT to faction with the Dark Elves? Don't you understand that the DEs extremely hate the Halflings, plus that 80% of Neriak quests INVOLVE the killing and extermination of the halfling race?

It's actually the Dark Bargainers faction that gets maxxed first. A recent patch fixed a bug so it's now possible to continue gaining guard faction even after that one is maxxed. This quest is even more useful now... my high elf can stride right into Neriak now, without use of any spells.

Yep, I just tried this quest with my Iksar Monk on Tallon Zek. After getting invisible, I gave Lokar To'biath 2 backpacks full of Red Wine and after doing so, I did a test in Common quarter of Neriak. Guards Killed me on sight. I think this quest has been nerfed.

    How to race, religion, class
    # Nov 13 2000 at 7:04 PM Rating: Default
Ok folks this is what everyone has been waiting for. drum role please........... I have a troll shaman that worships innoruuk. I could not do the quest. I also made the mistake of killing Ratraz early on and I could not even buy any where in all of neriak. So I tried it invis with a guildmate, still I could not do the quest. I searched far and wide for another way to increase faction I had enchanters cast faction buffs on me and so forth NOTHING worked. Then one day I hired a darkelf to invis me while I did the quest. It WORKED. So I began to do some research. This is what I found.

Anyone that can get in there and has not done to much damage to their defualt faction can do the quest. This is what is required. The person casting invis on you must be able to do the quest themselves. If their faction is to low to do the quest then it will not work.

You start the trade giving 4 bottles (stacked is fine) to him, but do not clk the trade button.
Now the other person cast invis on you.
    Once invised clk trade.

When your faction gets to a high level of indiff. you will be able to do this without invis.

Faction has become of great interest to me over the course of time. My troll shaman is concidered warmly in neriak now. My Troll warrior is also warmly there and can walk around east/west freeport and the commons (dubious) without worry of the guards. (I think my shaman has killed to many guards to ever get into freeport) But thats another another story.
Look for trolls in freeport on saryn (yes I know it's spelled wrong)

I don't know why you had problems with this.. My troll isn't kos in neriak to anybody at all. Granted I haven't gone into the necromancer guild, but I don't think i need to right now... You shouldn't have needed anybody to cast invis on your troll

Of course all this could be bunk if you killed the nektulos guards (which you shouldn't do anyway)

I'm a Troll Shaman beleiving in Innoruuk myself. I have default faction with Neriak and wanted to do the wine quest, so i could get rid of the lightstones in SRo (apprehensivly to smith there whcih is on the same faction than scribe). I con apprehensively to the scribe and CANNOT do the wine quest.
Not that I care too much, will sell the lightstones then :P

Eh, the only time you get notable xp with this quest is when you're first starting out. Grab about 50pp from one of your other charecters, and your new DE will be about level 4 in notime. Plus it's kinda fun shouting: Woot! Ding 2! in the 3rd gate. I've only bothered doing one charecter this way, but it was fun having about 8 people send me tells asking what the hell I was killing.

You arent getting the faction if you get the rude reply. To get faction see the Iksar invis answer below.
And YES it works very well when someone invis' you I have fixed over a dozen people's faction by casting invis just before they hit give.
As for the EXP for this quest well Verant turned that off because of the Trumpy thing.
RE: DE killed punk on commons dock too much
    # Aug 29 2000 at 10:22 AM Rating: Default
Two things. Do you cast invisibility before you even start the "give" tranaction or does it go like this: drag item to NPC, bring item up into "give" box, cast invisibility, push "give" button? Second question, what Trumpy thing?
RE: DE killed punk on commons dock too much
    # Oct 06 2000 at 3:19 PM Rating: Default
The experience has not been removed because of "the Trumpy thing" It doesn't give much experience, but my Erudite Necromancer earned about 1/2 a bubble at level 9 using this quest. My goal was of course faction, not experience, but since I was a sliver below 9 when I started (in October 2000) working on this faction, and gave him about 160 red wines before stopping for a bit... I KNOW that when I got a 'welcome to level 9' message after one of the wine gives... It DOES give a little experience.

As for "What Trumpy Thing?" I believe they are referring to TUMPY (not Trumpy) Tonics. Groflah Steadirt in freeport used to give an awful lot of experience relative to the difficulty of the quest. In return for Tumpy Tonics you would get experience which was actually quite high relatively speaking. That Quest has been toned down at least twice on the experience involved. As most quests have been.

So Verant screwed up the quest because people were doing the same quest over and over?

You FIX that by making quests single-use. These Verant guys make some of the worst game design decisions I have ever seen.

Ok, idiot. Before you go off spamming the GM's and/or anyone else that will listen with your (what you think is brilliant, and is really rather not very thought out) idea about this quest in particular is that this is more of a faction quest than an EXP quest. If its a one time quest, then it better give a H*ll of alot of faction, or alot of us KOS people (who need faction for our epic *SK* quest)are S.O.L. when it comes to getting up faction here. Please (and I say this in the kindest possible way) idiot, don't encurrage the Nerf Nuts at Verant to Nerf this quest too, since it is just about one of the best faction quests in the game. God knows they nerf everything else in the game...You must be a GM to think how you do (which seems to be very little, of at all)

You only have to do the invis thing a couple of times till you raise faction with Lokar. Then I figured out you can give the guy 4 stacks of 4 getting 16 faction hits per give. So give the guy 4 stacks of 4 get someone to invis then you will have enough faction to do it without invis!

    # Aug 05 2000 at 2:46 PM Rating: Decent
Be warned. As an Iksar Monk, when I finally killed enough halflings that I no longer got faction adjustments, I was still threatening (KOS) to the guards. Sneaking back with invis to this quest, Lokar would not deal with me. "You're no friend of the Dark Bargainers." My last hope of the GLS quests in south ro also turned up fruitless. I conned as apprehensive, but turning in a GLS didn't give anything but a rude reply.

Iksar monks have no way to get Neriak Faction. I guess I'll just go back to Kunark, since I can't deal with any banks. That alone makes it rather hard to PvP on the mainland.

    # Oct 20 2000 at 9:10 AM Rating: Default
Zerthas has missed one step that Iksar MONKS can use that others cannot: we can Sneak. And with Sneak, we can step behind NPCs and be indifferent to them. "give" while still behind the NPC, and we are treated as if we had indifferent faction for the purpose of the quest. Using this method, I can buy and sell with any merchant, and have got to "dubious" in Freeport (with Militia, Monks, Paladins and Rogues) and Rivervale (all groups except Druids and Clerics), enough to be able to Bank. I can also (without doing ANY faction work) use the Banker in the Bloodsabers guild in the Qeynos sewers. Some of my senior collegues on Brell have also used the Bank inside Runnyeye. So it is far from true to say that Iksar CANNOT bank away from Kunark.

I did this quest without any previous faction work, and only used invis to get to Lokar with my first stacks of wine. After spending about 70 pp on wine, I am non-KoS to the Inner (dubious) and Outer (apprehensive) Guards in Neriak, and an ally to all of their vendors. I still have to invis to get to and from the bank, but I don't mind so much.

Lokar To'Biath is associated with the DE merchant faction that can be raised by the gypsy (Smith Tv`Ysa) in Southern Ro. Do the GLS/LS quest about 50 times to go from apprehensive to amiable. This does not gain very much (if any) faction with the guards; hence, if you are KOS to the guards, it is advised to invis all the way to Lokar To'Biath and do the quest about 300 times to increase your faction from KOS to dubious (if you started at Threateningly).

After about 300 times, I seem not to gain anymore faction with the guards even though they are still dubious. (oh well... it's good enough for me)
