Yup.. turned in to Miller. Him and Arbogast goes to the bank, decides to keep the reward and RUNS back towards the inn. Intercept them in the open.
They hit for around double 120ish. Grab the cleric (Arbogast) first and control the warrior (Miller) with mez or root.
Killed them with a 57 SHD, 60 ROG and 57 CLR.

Your faction standing with The Truth got better. You gain experience!! You get a "Silver Wrapping Paper" container. You say, 'Who is Tsaph Katta?' Arbogast says 'When you fake your death to discredit another you only discredit yourself when another sees your death was faked. Yes, you heard me correctly, Tsaph Katta lives on here in this city, can you guess who it is he pretends to be?' Miller says 'Ooh! I know, I know! Nathyn Illuminious!!!' Arbogast says 'Yes, yes, I know you know... very good Miller.' Miller beams a smile your way. Go get "Memoirs of Nathyn Illuminious" from behind the locked door in his castle on the table. Combine it in the Silver Wrapping Paper and return the resulting "A Silver Wrapped Book" to Arbogast. Arbogast says, 'Ahh, you have retrieved the memoirs, let me see.' Arbogast opens the book and starts flipping through pages, 'Yes here, you... no, wait it must be back... hrmmm, maybe he... but it must... Well, that was pretty clever of old Tsaph Katta, removing any record of who he truly is- probably did it to cover up the fact that Norrath does not really exist.' That large blue orb that hangs in the Luclin sky from time to time is nothing more than an overgrown comet. What appear to be land masses and other geological features are in actuality powerful illusions cast upon the comet by Tsaph Katta himself so that panic does not spread amongst the ignorant masses. I am not one to spread conjecture, but it is possible that Katta's astronomers have discovered that the comet is hurtling slowly toward Luclin and will destroy all life on the planet, so you can see why he would want to keep the truth about the [Exodus] from his journal.' You say, 'What Exodus?' Arbogast says 'The Exodus is the single biggest lie propagated onto the people of Katta Castellum in the known history of the intelligent races. Hogwash I tell you.' At this point you go to ShadowHaven to the Library and find Beriol, or just skip and go to Rianna. Beriol Talorakoir says 'Hail ______. And good day to you. What brings you to my quarters today? Do you wish to learn more about the [magic] that we study in our hallowed section of the Shadowhaven? You say, 'Do you know of Exodus?' Beriol Talorakoir says 'Ahh, the event that started it all it was the strife between Seru and Tsaph Katta that ultimately brought us here to Luclin. Those must have been interesting times but, being over twenty generations Luclin born, I could only guess. One of these days I would like to read up on the subject, but what little we do have about it is always checked out. To continue to divine and demystify the truth from the mistruth, I employ a powerful component known to the Akheva as 'Akuel xi ans Vius' which translated means 'Thing that tells Truth.'' Yavik Teralin says 'It translates to 'Gift of the Dark' you fool!' Combine 2 unstacked in the black paper Arbogast gives you and return the resulting "A Black Wrapped Item" to him. Arbogast says 'Oh, would you look at that?' Miller looks a bit distressed and says to Arbogast, 'You said he would die getting these and we could keep...' Arbogast silences Miller with a kick under the table and smiles broadly at you, 'Well done and my very sincere thanks to you. The cloak is in the bank, Miller and I each hold a piece of it. We will go get it for you now.' Miller and Arbogast lean in close to each other and discuss this in whispers for a moment before getting up and heading out, Miller looking most dejected. Arbogast says 'Right then, let's get going Miller.' Miller and Arbogast do their business with the bank, Miller retrieving a heavy brown cloak and Arbogast a beautiful golden clasp. They look up at each other, unable to bear the thought of actually parting with their treasures when Arbogast says, 'You know what? I think we'll keep them. Thanks for your help, don't be a stranger. Come now Miller, let's not be a bother.' With that, they both tear off out the door. Miller says 'Wait for me!' You will have to kill both Miller and Arbogast. Miller is approximately a level 47 warrior, Arbogast a level 49 cleric. Miller drops a Heavy Drape, as well as 2 NO TRADE/TEMPORARY swords, Arbogast the clasp (called "Ornate Carcanet"), a NO TRADE shimmering mace (Akheva Bane, +6 wis, 11/24, I believe). If my druid turns in the black wrapped item and then gates out after my buddies engage Abrogast and Miller, will they remain to be killed or do something silly like despawn?

I don't know where he spawns either (would surely like to know), but according to what I read elsewhere, his spawn time should be around 72 hours.

How do you rais faction with arbogast and miller? They simply will not let me get further than "who is Phenic ...." anyone know if there is any way to rais faction besides doign the water in the face ting which I can not do.

Where can I find this guy? Buildings outside of the casters guild ain't good enough for a paladin like me. Anyone have ht loc where he is or anything else that can help me? Does he roam, etc? What level/class? He's a 12 hour spawn I know that but where! ^_^
The Akuel xi ans Vius drop off Protectors in Akheva Ruins. They Arent that rare, drops the stones about every other kill. You will occasionally see them if you camp the zonr, but you have to pull from both hallways. We see them all the time camping the ledge.
Anyone know if theres a spawn time on Arbogast and Miller or if theres a trigger?

Supposedly this stuff drops in Akheva Ruins, but I have been grouped there and doing /ooc there inquiring without any luck.

1st.) the Quest is broken till you see something in a Patchmessage
2nd.) Like some said before, you have to give the "Black wrapped item" to Miller (NOT ARBOGAST)
After you handed in the item let them walk to the bank (next house) and wait till they run away. Then you may kill them.
I killed them my first time before they visited the bank and Miller dropped the Container to Combine, but Arbo didn't drop anything. Got the item back from GM and killed them again, this time I waited till they ran from bank (had to let Enc friend charm Miller, because Faction went down. btw. you need high apprehensivly faction for the quest. was still appre after i killed them my first time, but wasnt able to do it again -> high apprehensivly.
Arbo droppt the item to combine (forgot what the name was, but it was the only non wearable item)
Combine -> Cloak of Truth
If the quest doesnt work for you, petition it... it's very likely that you get the blacked wrapped item back

Katta faction is in balance with Seru last I checked. Haven't hunted in Luclin for quite a while, though I noticed my faction hits for seru raised as katta dropped and vice versa. *shrug* Just a thought, specially if you do Seru quests. Not sure what faction these guys go off of. Might try putting the item in trade window and having somone cast invis on you if all else fails.

Well, after reading that the bug had been fixed in the last patch i decided to try it out. Looks like the quest is still broken. I have to wait until tuesday to /petition as our GM does not work on sun/mon. When I do it again, I'll try turning into miller.

Yes, you have to turn in the item to Miller instead of Arbogast, and they will walk to bank.

Do you know what level you have to be to pick the lock in that guy's castle? I need to get the memoirs, but I can only get my Lock Picking skills up to 100 (it was 40 when I tried)... do I stand a chance?

you need to have a rogue that has over 190 lockpicking skill. that's the only way into the room

You can also try sitting as close as you can to the door, camping, and logging back in. If you're still not inside, DO NOT MOVE... face the door again and try again. I was able to get through the door using this trick. However, people have told me that it absolutly does not work for them so it will be hit or miss. Either way, better than nothing if you can't pick locks.
Oh yeah, be careful when you first get into the room. A Coterie Servant spawns a few minutes after you trigger a trap at the door. No problem at all for a 54 druid.

I cannot even get Arbogast to give me water. He mutters something nasty and won't talk to me. Now what? Is there any other way to fix this faction? If not, I cannot do the quest. Seems silly after making such a great effort and not getting the cloak.
By the way when I first hail Arbogast I am indifferent. After responding to him saying "Who is Phenic Dionicas?" my faction goes to Apprehensive. That is when he mutters something about me being slime get out. No water is given to fix the faction.

just a note:
tried last part of quest 3 times all times giving arbogast container and he taking it giving me exp then saying some nonsense and not moving...
after gm gave me bag back a couple times he mentions giving container to Miller next time..
so I do, he was right. got cloak again and seems the bug is that last part of quest you give miller not arbogast bag... atleast till next patch

Do the first part of the quest involving the water over and over to raise your faction with The Truth before you do this quest. That's the way to be able to do this multiple times.

As of 3/30/02 the quest IS BROKEN. Turning in "a black wrapped item" will result in exp, but that is it.

I first gave the Black wrap to Arbogast the last step before they run to the bank. Arbogast said "Oh, would you look at that? then nothing. So my group killed Both Arbogast and Miller. They dropped nothing. I petitioned in open game and got a prompt reimbursement of the Black wrap by a GM. (very nice) But what I failed to realize is my faction went to Apprehensive. I turned the Black wrap again to Arbogast and he says "I don't talk to your kind get lost." How do I fix this faction? I am faced with doing the quest all over again. The GM after I e-mailed my problem said, "The faction is fixable." but how on earth do you fix it? Does anyone have an answer for this faction fix with Arbogast?

Is this quest still broken? I turned in Nathyn's Memoirs to Arborgast, got the faction hit, and continued the conversation. Got to this point:

i turned in the items to arbogast..and he only said one line ..and then ..ummm Nothing ..so a gm regave me the item i needed. called in the troops a second time got all buffed up ..turned in the item..........aaaaaahhhh wait for it ..

Did turn in about 1am on the 25th got same thing, Arbogast says 1 line, I get better faction and exp! But nothing more :(

Just did the final turn in on this quest.I got postitive faction for truth, xp and abroghast said his line "Oh would you look at that" then nothing. They didn't move. According to a friend of mine they should go the bank right away. Well after awhile my group killed miller anyway but since he didn't have the item we just mem wiped abroghast and let him be. Faction is not the problem. I was indifferent at the time of the final turn in and still had good enough faction to do the quest again, after only killing Miller. I believe Verant broke this quest in the last patch. Anyone else have the same problem?

Exact same thing happened on Solusek Ro. First line of Reply, Faction, experience, and no movement! quest broken. Petitioned late at night, no response. Will be on early petitioning like crazy!

I attempted to complete the cloak of truth quest this evening and had the same scenario , I go the exp from the turn it and Abrogast did say his quote but Miller stood there with no reply :( I petitioned and bugged it , not sure what the outcome will be as of yet . Quite a disappoint,ent :(

My wife did the quest on Saryrn. Quest was broken. Server GM Mheii tested it, come to find out giving the black wrapped item to Miller triggers it. She logged the problem, and we went ahead and did the turn in to Miller, and got the Cloak last night (3-26-2002).

On Luclin, handing it in to Arbogast did the same thing... I now have an appointment with a GM on Thursday, hopefully they will also give the black wrapped item back -_-; I /report quest right after it happened
