Ok, you can fight in Dawnshroud for some of the abstract pieces as well as the Jewels at level 30+. The Scarlet desert and Twilight Sea are around the same, though I think the Twilight Sea is a bit higher. I have almost all of the pieces for half of the armor because I'm getting everything in one zone and moving to the next after I've gotten everything.

I found the engraved mithril statuette off a mini-named (Can't remember which :() in the Scarlet Desert, as well as the gem. Now for the last 2 pieces...

Forgot to finish my thought, oops. I am curious as to the level suggested to do the quests. i am hoping they fall somewhere between the Temple of Ro quests and Velious stuff. That would be good in my opinion, since it is fun to quest armor, but I for one don't like those huge long Kael raids. Luclin does appear to have lots of quests for the higher levels, which i think is a good thing.
