Toresian Fhabel is at location 736.69, 803.53 on the third floor in Erudin Palace. You must have amiable faction with Craftkeepers to do this quest.

You say, 'Hail, Toresian Fhabel'

Toresian Fhabel says 'Welcome, my friend! We are the Craftkeepers. We study the circle of magic called enchantment. What circle do you [study]?'

You say, 'I also study enchantment.'

Toresian Fhabel says 'Then I welcome you into our circle. It is good to see new blood.'

There are 2 versions of Slansin that can spawn:

Slansin is a merchant that will spawn at location 683.85, 577.50 behind the counter of Vials of Vitality on the first floor of the Erudin Palace.
or
Slansin will spawn with a pet at location 683.85, 577.50 behind the counter of Vials of Vitality on the first floor of the Erudin Palace.

You say, 'I wish to assist.'

Toresian Fhabel says 'Ahhhhh ______. Slansin used to have need of those potions, however he mysteriously disappeared long ago. The only person I know of who still wants them is a cleric of the Church of Marr in Freeport.'

Receive Item: Inert Potion.

Now find the merchant version of Slansin:

You say, 'Hail, Slansin'

Slansin says 'Greetings and welcome! Please feel free to look around.'

Give the Inert Potion to Slansin.

Slansin says 'Thank you. I have been expecting this. We require it for mixing.'
Your faction standing with Craftkeepers has been adjusted by -1.
Your faction standing with High Council of Erudin has been adjusted by -1.
Your faction standing with Heretics has been adjusted by 1.
Your faction standing with High Guard of Erudin has been adjusted by -1.
You gain experience!!

Slansin despawns.

If instead you give it to the version of Slansin with a pet:

You say, 'Hail, Slansin'

Slansin says 'Greetings and welcome! Please feel free to look around.'

Give the Inert Potion to Slansin.

Slansin says 'Ha! What a fool! I have stolen another potion to add to the crate. I shall make a fortune! The real Slansin is in back. Now it is time for me to leave.'

Your faction standing with Coalition of Tradefolk Underground has been adjusted by 2.
Your faction standing with Coalition of Tradefolk has been adjusted by 2.
Your faction standing with Carson McCabe has been adjusted by 1.
Your faction standing with Corrupt Qeynos Guards has been adjusted by 1.
Your faction standing with The Freeport Militia has been adjusted by 1.

This Slansin does not despawn after turn-in.

Also you could give it to Serna Tasknon in the Temple of Marr.

Serna Tasknon says, 'I see Tonmerk has found a use for my shark powder. We agreed to this trade when we last met. Unfortunately, I am out of it. If you desire the shark powder you will have to get me three shark bones. I wish you luck. Oh. I also require a payment of ten gold pieces. The taxes in Freeport are fierce.'

Your faction standing with Priests of Marr has been adjusted by 5.
Your faction standing with The Freeport Militia has been adjusted by -1.
Your faction standing with Knights of Truth has been adjusted by 1.
You gain experience!

Toresian Fhabel would not give me the potion at indifferent Craftkeepers faction and others have said you need high amiable to start the quest. Luckily there is an easy and cheap way to raise Craftkeepers faction: head to East Freeport and find Palatos Kynarn in the tavern. If you hand him 4 (or multiples of 4) Capt. Orlin's Spiced Ale he will give you a nice faction bump:

Your faction standing with Craftkeepers has been adjusted by 2.
Your faction standing with High Council of Erudin has been adjusted by 1.
Your faction standing with High Guard of Erudin has been adjusted by 1.
Your faction standing with Heretics has been adjusted by -1.

The Capt. Orlin's Spiced Ale can be purchased from the bartender right next to him. 4 bottles of Ale gets you +2 Craftkeepers faction. You can hand in 4 stacks of 20 (80 bottles total) at one time so it goes pretty quick, each trade will net +40 Craftkeepers from four stacks of Ale. I purchased 80 stacks of 20 and it brought me up to kindly with Craftkeepers in just a few minutes.

As for the actual Inert Potion quest, now that you have the faction you can begin. The evil version of Slansin (+ pet) was already up so I snared him and pulled him down next to Toresian, rooted him then camped out and back in. You can create a macro to /target Toresian, /say i wish to assist, receive potion on cursor, hit U to give Slansin potion #1, /target Toresian again, /say i wish to assist, hit U to give Slansin potion #2, then finally Hail Slansian to keep him from walking away. There may be a better way of doing it, but this worked for me. The macro looks like this (fires from right to left):

/pause 5, /targ Tores
/pause 10, /say i wish to assist
/pause 5, /targ Tores
/pause 10, /say i wish to assist
/say Hail, Slansin

You can bind this macro to your Y key which is right next to the U key. The U key is by default set to "use centerscreen" which interacts with whatever is in front of you, so stand very close to Slansin in first person view.

Basically, I hit Y to begin the macro then hit U when I see a potion on my cursor, this immediately puts in into the trade window with Slansin and it targets him, we don't want that so we need to re-target Toresian to say the phrase a second time, then hit U again when we have a second potion to put into the trade window. Fire off the macro a second time for potions 3 and 4. This puts 4 potions in the trade with Slansin, so hit Give and start the process over again.

Y, U, U, Y, U, U, click Give, end.

Since you are targeting Slansin at the end of the macro, the /say Hail, Slansin line will keep him from walking off.

Not sure if it's an expansion thing that makes this quest "not work" per the below random comments, but last night I confirmed Inert Potion still works, at least on Mangler TLP which is still in Classic.

The methods described (parking the turn-in guy, spam to fill 4 of the potions, submit, hail, repeat) works just fine. You don't have to hail him every time, but at least once a minute or so. Otherwise he will shadowstep somewhere else in the palace and you have to go find him before he completely despawns.

You could give the potion to Slansin.

OR

You could give it to Serna Tasknon in the Temple of Marr.

I wasn't feeling like collecting shark bones at the time. Although I guess you could.

As an ogre sk, I thought I could do this quest by taking an eudite illusion potion. Although it set my faction from scowling to dubious, I could not do the quest. After I said "I wish to help Toresian" he said "You're lucky to be standing, (then something about leave before I kill you) and did not hand me any potion.

My guess is I'd need to be changed into a wolf. Are there any potions that give you wolf form? I can't see dragging a druid all the way down here for this.

Btw, I trashed my tradefolk underground faction by doing the bandage quest with Joogle Honeybugger in misty thicket. At least I'm non-kos to all except the Storm Reapers / Storm Wardens in and around rivervale.

moral to this story - make sure you have faction with the erudites (above dubious at the very least) before attempting this quest.

If you give the Inert Potion to the "Real" Slansin, he de-spawns, which was fine with me. I wanted the fake, potion stealing Slansin anyway.

To begin, I bound myself next to Toresian, said the magic phrase to spawn Slansin, 'I will study enchantment'.

Then went down to Vials of Vitality and gave the potion to Slansin until I got the thief Slansin. Incidentally, he conned scowling, ready to attack. But doesn't attack, just stands there. He must have lots of self control or something.

Anyway, I hit him, gated back to Toresian, and waited till the slow poke ran up the stairs. At level 59, none of his spells landed, and his pet was ineffective. Once he was standing close to Toresian, I rooted Slansin and ported to Nexus. Then gated back.

Then I just hit the hot keys (target toresian, say stuff) and handed in potions.

Nifty trick there, after you hand the potion in, but before you hit "Give" you can say, "I wish to help Toresian" again, and get another potion to hand in. I was literally turning in four (Lore) potions at a time.
I hailed Slansin every so often to make sure he didn't wander off.

Right now, Coalition of Tradefolk Underground,Coalition of Tradefolk, and Corrupt Qeynos Guards could not possibly get any better.

Went from Scowling with Slansin to Ally.

Ok, to clear up some confusion I'm posting what I did to use this quest and raise my KOS freeport faction up to amiably in a few hours.

This method was described in a different post, but I changed a few things about it.

First off, yes Toresian says something about someone in the temple of Marr. Don't worry about it, I didn't. When you say to him "I study enchantment" a version of Slansin will spawn in the store near the bank. There are TWO versions of him. The more common one (at least for me) is a human model that conned light blue to my 70 pally. When I gave him a potion, I got negative faction hits with the guards and he would despawn. I ended up doing this for about 8-9 times getting the wrong one to spawn. Finally though, an Erudite male version of him spawned, and he had an enchanter pet. This is the version you want.

I taunted Slansin, and when he aggroed I took him up next to Toresian. None of the guards or other NPC's seemed to care. When he was right next to Toresian, I rooted him. His pet attacked and I rooted it a bit away from Slansin. This is where it would be helpful to have a friend along to hail Slansin over and over to keep him from walking away. Luckily my computer zones rather quickly, so I was able to camp out and get back in before root broke.

I had a hotkey set up with the first line being "/tar Toresian" and the second line being "/say I wish to assist Toresian". Here is where I found an interesting trick to speed things up. The inert potions he gives you are lore, however if something is sitting in an open trade window, you can request another one! My pattern was simple:

I would get a potion by using my hotkey. When I had it I would open a trade window with Slansin. This is where I would usually hail Slansin to keep him from wandering off. Then I would hit my hotkey again and spam it until I got another potion while the trade window was still open. Each time I would get a potion, I would drop it in another slot on the trade window. This way I was getting four faction hits per turn-in!

This still took me a few hours to go from max KoS to amiable. Don't be suprised if after doing this for a few hours and you find they still want to kill you. From what I've seen, the difference between max KOS and the next step up, threateningly, is HUGE. But once you get out of the "scowling, ready to attack" faction tier, it goes really quickly.

Another thought, since it happened to me. I accidently killed his pet once while running him up to Toresian. When I had him right next to Toresian and was doing turn-ins, he eventually summoned another pet that was right in the way of doing turn-ins, no matter what angle I tried. I didn't really want to root him and camp all over again. I found that if I taunted just the pet, but never actually hit him, the pet would attack but Slansin would still do the quest. I did this and had the pet to my back, hitting me once in a while for 1. Low lvl peeps might not be able to pull that off, but at 70 it was a cakewalk.
Quest still works fine 7-5-06

Followed everyones tips and guides to this quest today 7-9-06. I noted the difference in Slansins and took my small hit with the guards to spawn the erudite version with a pet by saying " I study enchantment. "

Once I had the Slansin with pet upstairs at Toresian I used the hotkey " I wish to assist you " got the inert potion and handed it into Slansin who gave me the " I have no use for this item you can have it back message "

Suprised they would change something like that in the last 2 days since the post confirming it worked but I tried different ways and even killed him to spawn a different one. Only the 'fake' Slansin will accept the potion from me.

I did this quest today 8/24/06. It does still work. I followed Dithanial's post exactly, except I had 2 hotkeys. One that was /tar Toresian and the other was /say I wish to assist Toresian. I was amiable with Toresian before beginning. I went from max kos to freeport militia to indifferent in 2 hours.

This quest no longer works as of nov 22 2004.
boo
A version of slansin still pops after you say "i study enchantment" to toresian fhabel.
But if you say "i wish to assist you," he replys with "...i require more service before we discuss such things."
At this point i con indif to toresian fhabel, so maybe an amible will help.

Don't know how you did it, but the quest still works in its nerfed version.

1) I study enchantment - Spawns Slansin downstairs.

2) I wish to assist you - You get an Inert Potion, and the text: Ahhh, Furnok, Slansin used to have need of those potions, however, he mysteriously disappeared long ago. The only person I know of who still wants them is a cleric of the Church of Marr in Freeport.

3) Turning the potion in to Slansin Make Craftkeepers, High Guards of Erudin, and High Council of Erudin worse. Makes Heretics better.

So you got a different way of doing this quest? Don't tell folks it works and you did it without posting how you did it.

How often will Slansin spawn? I got the "inert potion" and the wrong one spawned. I despawned him and got another potion. He didn't respawn after that. I camped and came back about 30 minutes later and the wrong one was there again. I despawned him and havn't been able to get another to spawn for two days.

Anyone have a clue what is wrong?

Craftkeepers got worse.
High Council of Erudin got worse.
Heretics got better.
High Guard of Erudin got worse.
Slansin despawned afterwards.
Oh and I received a whole 5 copper for all those nasty factions.
When you get the potion from Toresian Fhabel he does now say the only person he knows that still wants them is a cleric of the Church of Marr in Freeport.

This quest is no longer functional. Toresian indicates that Slansin used to need a vial, but now a cleric in the Church of Marr needs the Inert Potion. The cleric that wants it is Serna Tasknon in North Freeport in the Temple of Marr. However, The following faction changes now apply: Freeport Militia: WORSE, Priests of Marr, BETTER, Knights of Truth, BETTER.

You may have to increase faction before they give you the quest.

Sparximus Maxximuus of Alter Destiny
lvl 24 Mage on Tunare
Still working after LDoN as well

Just to add another verification... I did this quest this morning, and am now dubious to Freeport Militia and amiable to Corrupt Qeynos Guards as an Iksar after 600-800 turn-ins (I lost count). It doesn't raise Crimson Hands faction as listed.

Something I haven't seen anyone say is the easiest way to tell them apart is that the Slansin you want has a pet, but the other does not. If the non-pet version spawns, just hand him the potion to despawn him and try again. Also on your hotkey you don't have to put the whole "I will assist Toresian", just saying "assist" to him works just fine.

I pulled him up a little differently than others. I logged a cleric and went downstairs and nuked (and killed) his pet. This sent him after me, and I rooted him upstairs next to Toresian. I logged out quickly and got on my Iksar who was camped right there and proceded to rake in the faction.
Still Working as of Last Night

Found this quest to raise freeport (militia) faction, after killing Sir Lucan a couple times, was just annoying to have to invis to walk into freeport, so decided to do this quest. Had to raise my craftkeepers faction to do this quest. Once I was amiable to Toresian, I got potion, said key phrase "I study enchantment" went downstairs and Slansin was in Vials and Vitality. This erudite looked like one of the guards, just in different clothing. Handed him potion and took 4 faction hits that the Honorable Frumple mentions below. Thought hmm, must not work anymore like some of the posts said. I go back up and go through process once more, say key phrase, and tell Toresian " I will assist Toresian" to get another potion. This time there is an erudite enchanter named Slansin in Vials and Vitality. He conned threatingly to me but when I give him potion he gives me the 5 positive factions that I wanted. I then drug him upstairs to stand beside Toresian to follow the little guide that Kragmire has carefully typed below, using hot keys and chain handing potions to this Slansin and in no time am walking around East and West Freeport freely again. Good luck!
this nerfed or what

I haven't done this quest in a while, but I'll be checking it out as a friend needs help there.

The way it USED to be, was there were two Slansins. One was the real Slansin, and other one is an Imposter.

If you follow the storyline, you will see that you want the Imposter. The Imposter is stealing the potion for:

Carson McCabe
Coalition of Trade Folk
Coalition of Tradefolk Underground
Corrupt Qeynos Guards
Crimson Hands
Freeport Militia

Handing the potions to the imposter used to raise those factions.

If the quest got nerfed (which I wouldn't be surprised because it got exploited all the time by parking the npc's right next to each other) then my post is moot, sorry

I'll post again after I check it out.

The Slansin you need to do this quest can still be spawned by saying "I study enchantment" to Toresian.

I tested and confirmed this several days ago.

Well, the "real" Slansin, not the one you want for this quest, can still be there in the palace basement. He doesn't have a pet - the one you want has a pet (a low-level Enchanter pet).

If he is there, there is nothing that you can do with Toresian to replace him with the "imposter" Slansin, who is the one you want.

If the "real" Slansin is up, get the potion from Toresian and give it to him - he will despawn. Then zhmoozo's advice is correct - the phrase "I study enchantment" does spawn the right Slansin.
