Jala is at /loc 306, -365 She is on the second floor with the bakers in the NE most building. You can now find her using the Find hotkey.

    Part 1
    You say, 'Hail, Jala'

Jala says 'Greetings noble one. I am Jala, Master weaver of Shar Vahl.
I have been perfecting the art of [Xakra] weaving lately. Please have a
look at what I have crafted, maybe you will find something to suit your
    fashion needs.

    You say, 'what is Xakra?'

Jala says 'Xakra is the mystical ethereal silk woven by the Shak
Dratha, I believe they use the mystical ethereal shadow silk woven by
the Xakra worms. Although this magical silk is quite beautiful, it is
also highly unstable if you weave them in large quantities. I have
discovered that the hides of rock hoppers manages to hold the silk
together fairly well. I can use some help in collecting the silks to
continue my craft, if you are willing.

    You say, 'i am willing'

Jala says 'Wonderful! I'm not much of a hunter myself, so as you can
see it can be quite difficult for me to obtain these silks. If you can
bring me four of them, I would greatly appreciate it.

    Give Jala 4 Shadeling Silk.

Jala says 'Woohoo! Thank you so much Tonar! Hey, maybe you would like
to try your hand at weaving as well. If you combine the silks in that
loom over there, you can make some decent thread to work with. Make four
of them and bring them to me, I will judge your craftsmanship.

Your faction standing with Guardians of Shar Vahl got better.
    You gain experience!!

    Part 2
    Give Jala 4 threads...

To make the thread, you'll need 8 of the Shadeling SIlk (as it takes 2 silk to make a thread) and combine them on the loom nearby.

Jala says 'Not bad at all! You definitely have some hidden talent there
Tonar. Keep at it and you may just become a master tailor yourself.
Here, take this with you. It will help protect you from the nasty bite
    of the Xakra worms.
    You gain experience!!
reward random piece of cloth armor.

Pretty suprised after all this time the location of the NPC was never put in the main post.

After Jala asks you to bring her Xakra silks, your main post should clarify you need four of them (before jumping into the 'thank you' message and part two). I got a bit confused reading that.

What you are looking for is Shadeling Silk.

Then to make the thread, you'll need 8 of the Shadeling SIlk (as it takes 2 silk to make a thread) and combine them on the loom nearby.

    Silks

the silks for this quest drop off of the worms and the lesser shades. the silks for making silk swatches now drop off of the Shak Dratha (little grey and black guys roaming the hills) and are a fairly common drop now.

Did this a lvl 5 warrior and not much of a reward, aside from getting a point in tailoring.

Now, I am confused. I gave her the four silks and she told me to return with 4 silk threads, but she did not give the silks back. Am I missing something? I was not trained in tailoring, but the quest did not mention that I needed that skill....

You don't need any skill in tailoring to make the thread even though making thread is part of tailoring. If you don't have/don't want to spend the money for a tailoring kit, use the loom (sp?) by her to make the threads. Just put 2 skilks in and combine for 1 thread. For some reason, you seem to always succeed even with a tailoring skill of 0 (or at least I have never failed making threads). As a matter of fact, making threads is a good way to start practicing tailoring since they don't trivial out until 16 or so.

Same issue here. LVL 4 Warrior with no tailoring skills. I handed in the silks, got a bit of exp, but no threads.

Guess it's back to scorp livers...

Making Threads, both spiderling and shadling are no fail combines. No fail means you always succeed.

Improving your skill in tailoring... doesn't matter if you fail or succeed, you get a chance (based on Int or Wis) to improve your skill.

But it is so much nicer to improve without losing something :-p
