Vegalys Keldrane says 'Greetings to you, citizen. By order of the Council of Qeynos I have been given the duty of apprehending the individuals [responsible] for unleashing this terrible plague upon the people and the lands of Antonius Bayle. The more I look into this matter, the more I come to find that this will be no easy task.'

You say, 'Who is responsible?'

Vegalys Keldrane says 'The plague unleashed upon the Plains of Karana is the work of the followers of Bertoxxulous. Those responsible belong to group known as the Bloodsabers though there were others involved as well. Some time back, they launched a plot to overthrow Antonius Bayle and our ruling council. Their [plan] failed.'

You say, 'What plan?'

Vegalys Keldrane says 'Their plan was to unleash a plague so deadly and virulent that it would wipe out all life from here to Highpass Hold. They planned to brand themselves and their foul allies with a rune that would have rendered them immune to the effects of this plague. From that point they would have been able to simply walk in, easily defeat the weakened stragglers and declare themselves the rulers of this kingdom by default. But they were [careless].'

You say, 'How they were careless?'

Vegalys Keldrane says 'The sudden influx of scoundrels and loathsome individuals was our first tip off. They required a rather enormous number of supplies, materials and manpower to construct the ornate altars, craft and enchant their runed branding irons and supply their armies with the weapons needed for the cleanup work afterward. They needed to rely upon [outside help].'

You say, 'What outside help?'

Vegalys Keldrane says 'They mostly chose to hire bandits and brigands who are foolishly more concerned with immediate profits than the long-term effects of their actions. But once they knew we were on to them they even started hiring some of the more 'civil' gnolls, if there is such a thing. Gnolls tend to be easy to push around, stupid, and they work very cheaply. They knew their time was short and they were desperate. Choosing to work with untrustworthy, lazy scoundrels caused the whole thing to begin to [unravel], praise Rodcet!'

You say, 'How did it unravel?'

Vegalys Keldrane says 'Their workers were careless. Aside from noticing the unsavory element in our city, our citizens began to run across many of the strange items and materials that were being trafficked into our city en masse. It was at that point that the citizens began to [complain] quite loudly about all of this.'

You say, 'Complain?'

Vegalys Keldrane says 'Obviously, they questioned the meaning behind these events and rightfully so. They were frightened much as they are now. I admit, I was remiss in my duties for not noticing it sooner. One of the biggest complainers during this time was a man by the name of [Earron Huntlan], proprieter of the famed Lion's Mane tavern. Though he is just a simple merchant, he did us a great service.'

You say, 'Who is Earron Huntlan?'

Vegalys Keldrane says 'Earron is quite a character. He gets all kinds of travelers stopping by his inn for a drink or whatever other business. His patrons started telling stories of being mugged and harassed by these loathsome individuals in the very streets of our fair city. Of course, he was concerned. So he became a kind of advocate for this cause, ringing the [alarm] bell as it were. I admit, at first I did not believe the conspiracy. I simply could not believe it was all happening under our nose.'

You say, 'What alarm?'

Vegalys Keldrane says 'Well, he succeeded in whipping the populace into a frenzy. He even got the famous wizard Al'Kabor to help him out by determining the nature of the strange items many of our citizens were finding. Getting that man to do anything not directly related to his research is not an easy thing to accomplish either. Needless to say, at that point I saw the truth and the Prime Healer forgive me for not seeing it sooner. Were it not for the investigations and general outcry of [concerned citizens], we might not be standing here talking today.'

You say, 'What concerned citizens?'

Vegalys Keldrane says 'Yes, it was citizens like you that helped to save Qeynos that day. We uncovered their plot, captured the man who was in charge and put him to death. Of course, the Bloodsabers retaliated and using their incomplete research still managed to unleash the plague we face now. Though devastating in its own right, you must admit it is rather mild compared to what it might have been. I thank you for your interest. Perhaps you would be willing to [help] me?'

You say, 'I am willing to help you'

Vegalys Keldrane says 'Excellent! The more I learn from my investigators the more I find that these Bloodsabers have stretched their tendrils of influence all throughout our beloved city. Nevertheless, we are committed to exposing these fiends once and for all. Perhaps you would like to become an [investigator]?'

You say, 'I would like to become an investigator'

Vegalys Keldrane says 'Very well then, Durix. We will not allow just anyone to wear the official Investigator's Badge and please forgive me. . . But it is hard to tell where one's loyalties lie these days. If you are truly [serious] then there is a duty you must perform first to show you are on the side of Antonius Bayle, the council and the good people Qeynos.'

You say, 'I am truly serious'

Vegalys Keldrane says 'There is a guard by the name of Robbie Shilster that patrols the Northern Plains of Karana. He is allied with our enemies and completely corrupt. He is flagrant in his trafficking of contraband goods. His orders are to guard the great wooden bridge to stave off the insect swarms. But our investigators report that he simply stands to the side and watches as the swarm rolls through. You are to execute this man for his treason and bring me his helm. Then, we will talk.'

Go North Karana and go north of the wooden bridge, near the wall. Find Guard Shilster and kill him. Loot a Cracked Corrupt Guard Helm. Run back to Qeynos and give his helm to Vegalys.

You receive an Investigator's Briefing. Go to South Qeynos. At a tree south of the Lions Mane tavern you will meet an investigator in a yellow robe. Give him the book.

an investigator says 'Very well, let's get to work. I assume you have read the briefing and committed it to memory. This is how you will be tested. I shall play the part of student and you shall play the master who directs me. I promise I won't make it easy on you either, we want only the best. We'll see how you do and then I'll decide if you are worthy to wear the badge or not.'

You say, 'Where is the first suspect?'

an investigator says 'The first suspect was last seen near the shop called Fireprides.'

Fireprides is the armor store near the bank. At this point use /pet commands to get the investigator to listen to you.

You say, 'Follow me.'

an investigator says 'Right, let's get going.'

Look for Riley Shplots.

You say, 'Are you a member of the Bloodsabers?'

Riley Shplots shakes visibly and says, 'Oh, no. I knew this would happen one day. Please don't hurt me! I had very little to do with this plague, though it is quite a nice one, you must admit. I was just a courier. I'll come quietly. I don't want any trouble. My small contribution to the glory of Bertoxxulous has already been given but I certainly don't want to go to meet him just yet!'

You say, 'Give me a confession document'

an investigator says 'Here you are.'

You say, 'Summon a guard.'

Guard Sylus says 'Come along, prisoner.'

You say, 'Where is the second suspect?'

an investigator says 'The second suspect was sighted below the Grounds of Fate.'

Look for Willie Garrote. He may be found under the arena, near the cells.

You say, 'Are you a member of the Bloodsabers?'

Willie Garrote says 'A Bloodsaber? Of course I'm not, don't be ridiculous!'

You say, 'Give me a confession document.'

an investigator says 'Here you are.'

an investigator says 'The last suspect has been known to hang around that low life known as Raz the Rat.'

Look for Donally Stultz near the docks, on the shore.

You say, 'Are you a Bloodsaber?'

Donally Stultz says 'Of course I'm a Bloodsaber, you fool! I've just returned from the Plains of Karana where I was reveling in the glory of the Plaguebringer. Now then, since I see that this foolish investigator is with you, I suppose you want me to sign a confession document or something like that? Well, let's have it then!'

You say, 'Give me a confession document'

an investigator says 'Here you are.'

Donally Stultz crumples the document into a ball, throws it to the ground and spits in your face, yelling, 'You are a fool if you really believe I would sign such a thing. Prepare to die!'

Kill him and loot his head. Give the investigator the two confessions and the one head.

an investigator says 'You have done our city a great service and helped to bring several criminals to justice this day! Wear this Investigator's Badge with pride! Speak again with Vegalys Keldrane, he may have information about [advancing further] in rank.'

First of all, this quest is a lot of fun. Like everyone else has said, it really allows you to immerse your character in Norrath's politics and learn a bit about what's going on. Plus, there isn't a whole lot of running around to complete it (compared to other quests anyway), which is a bonus for all you non-casters out there.

However, the level minimum is really around 25 or so. Guard Shilster went down pretty quickly to my 25 wiz, so lvl 17 or so sounds about right for him. Donally Stultz is quite a bit higher. He conned white to said wizard, so he ought to be around 25 as well. I came close to killing him my first time, though. He really didn't fight like a 25. Sure, he hit for 50 every so often, but he missed a lot up until the end when i couldn't get any spells off. I killed him on my second try with a little help from my druid friend (45 min or so spawn time for the investigator sounds about right).

I would put the lvl min at around 24 or 25, depending on how your class handles soloing evens. But, definitely worth doing the quest. Hopefully it will lead to future quests in upcoming patches.

I was doing this Quest with a Friend of mine and after i got the Badge we sat down at the InvestigatorĀ“s spawn point and waited. About 40 RL mins later he spawned. May be someone gave his helmet to Vegalys, maybe someone only talked to Vegalys, maybe the investigator is on a normal 40-45 mins spawn cycle. Just sit down at his spawn point and take a drink :)

Guard Shilster is a lvl 17-ish Shadowknight. The only other one that fights is Donally Stultz, but he's around 25 (warrior type). So, a group of low 20's can do the whole quest, or solo at around lvl 30.

Donally is a punk. Did this tonight with a 40 warrior. Donally hardly touched me, whereas I'll often lose a bubble of hp to high greens like Pickclaw goblins or Paw gnolls. Think he might be an Overcon. Also the investigator will melee, making this quest easier for tank classes. The investigator is like a non-expendable chanter pet.

So do we just re-visit old Vegas after each patch? Not real sure how the velious quests were put in. Or did the dump 3 or 4 quests in at a time? I much rather go kill stuff for this quest versus the tradeskill quests. Seeing how i didn't ever do any tradeskills. hehe.

their is another multilevel quest in velious and the way to trigger the next level is to hand back the reward given. so i am wondering if you have to give the badge back to vegalys to get the next part of the quest.

The multilevel quests in velious do not work that way.

When these multi-quests came out initially they worked just like the one in Qeynos does. Until Verant adds more levels to these quests, the primary quest giver just tells you to come back later.

For the shawlquest in Velious, after you finish the 7th shawl, that is what happens right now. You are told to check back later.

Since Shilster is aligned with the Bloodsabers, if you need Bloodsaber faction (like my Erudite Necro, who screwed up his Bloodsaber faction by doing quests to up his Qeynos factions), then you can sit there and give 5gp (or equivalent) to Shilster to raise Bloodsaber, Circle of Unseen Hands, Corrupt Qeynos Guards, and I think Ring of Scale factions, but lowering Qeynos Guards faction (which can be raised again by killing various things). You also get a Blackburrow Stout each time you do it, which is part of a quest in Qeynos.
A few tips - and I am KOS to corrupt guards

When I first tried this quest I thought it would of been impossible to do being KOS to the corrupt guards of Qeynos. I mean, I've killed Dyllin Starshine twice, and done the corrupt guard quest in NK quite a few times. They do not like me.

I tried it the first time and ended up getting beat on a few times. I tried being invis, but then the investigator attacked me (standard pet stuff).

I finally just sat and watched what was going on, i.e. the patterns of the guards. There seems to be a time when all the corrupt ones go on a coffee break for a few minutes. This is when I handed in my book to the inspector to begin the quest.

I ran straight to the first suspect and the inspector was there within 2 minutes. Got his confession and went to Arena and stood on ramp. Again within 2 minutes inspector showed up. Now as you know that last guy only stays up for two minutes, so once I asked the inspector where he was I just ran straight there and did not even wait for the inspector to show up. I immediately killed him and looted his head.

I did a track and saw the inspector was still up and he had either walked back to his spawn point or popped back there. Either way I handed in both confessions and the head and got my badge.

So just watch out, as an earlier post says, if you are KOS to the corrupt guards. Good luck all!

Just as a warning to those who are KOS to the Corrupt Guard faction. Be careful when you go up the stairs to see Vegalys. I completed the quest and headed back to see if he would give any more information and who did I run into when I opened the door but Lt. Dagarok. I was still SoW'ed but wasn't fast enough to dodge his 701 point HT (and yes, I know the formula for Harmtouch damage) and a nice little spell from Vegalys himself. Needless to say, I ran for the zone with a little less than two bubbles of health left.

Moral of the story, give a shout to make sure Dagarok is near Crow's if he might not be happy to see you. ; )

The next part is not in game yet... the only thing you can do is wait. I am level 57 and it gave me the same message, so it isnt level dependant.

If you hand 5 gold pieces to Guard Shilster in NK, he will sell you a bottle of smuggles "Black Burrow Stout". If you talk with him, he will explain that it is smuggled.

Is there any use of this Black Burrow Stout for another quest?

My 27 warrior just did this quest last night with a lvl 25 druid friend. It's a lot of fun playing a "cop" in Qeynos, and the item isn't all that bad. We noticed a couple of interesting things, though.

First, it seems like the investigator is a forced spawn. We both turned in our helmets at the same time, and my friend walked through with the Investigator first. We had no trouble at all finding the 3 suspects or dispatching the 3rd suspect. Be careful tho - the investigator is a wimp and if you don't keep the 3rd suspect off him he'll go down fast.

After we had the first badge, we waited for the investigator to re-pop. Well, about 45 RL minutes and a stack of Brandy later, still no investigator. At this point I'm beginning to think I'll have to run all the way back to NK and kill the guard again, but first I tried just talking to Vegalys up to the point where you'd normally hand in the helmet. After speaking with him, we ran back to the investigator's spawn point, and within a minute or two he popped. We had SoW, so I'm thinking that if we had run at normal speed he would have popped almost as soon as we got there, if not before.

Of course, someone else could have handed in a helmet to make him pop, but I don't think that was the case because no-one else seemed to be looking for him. It looks like just talking to Vegalys will make the investigator pop. That would make sense, since several people could be trying to do the quest at nearly the same time, and it does take a few minutes for the Investigator to find his way around :)

About pathing: The Investigator seems to get lost pretty easily, but if you walk slowly and make sure he keeps up with you, he'll follow you right to the next suspect. This only really matters when trying to apprehend Donally Stultz, as he will de-spawn if you don't get to him fast enough. When leaving the cells below the arena, I took the back way out, not thru the arena itself. The Investigator followed right behind me all the way to the docks. Make sure you go down the stairs, walk close to the shore, and stay close to the investigator. Otherwise he'll run all the way underneath the docks to the wall and you'll have to chase him down.

Anyway, it's a fun quest, and if you do it right it goes pretty quickly. Both times we did the quest Donally Stultz spawned right next to Raz the Rat. He was an easy kill for us, even though my druid friend was still a little drunk the second time through :)

When I did the quest, when you ask for the suspect they spawn... didn't know about the chat with Vegalys though, I was scared when I handed in my helm and the investigator wasn't there. Donally Stultz did not cast any spells when I fought him. Only thing I am wondering now is if you can skip getting the investigator pet if you have the first 2 confessions(just ask him where suspect is to trigger spawn). I know that you can do this in stages... one of my guys had 2 confessions while the other triggered the spawn and camped so that the one that finished the quest didn't have him as a pet. Now my other guy has the first 2... but not the third(first time I tried to Donally ran off). Will try chatting with Vegalys now and hopefully I will not have to get ANOTHER helm(got 3 sofar for 2 chars). I have a strong suspecision that the end stage of this quest will be with Kane's head... well, more coming later as I explore every item of this quest, lol.

Edit: Oh, yeah... I didn't notice a problem with just running ahead of the investigator and letting him wind around the way to where I was, he found me all the times that he got lost... it is no fun to baby him, hehe. He gets there eventually, and not that long after you do, just wait for him and he will come.

How is this guy triggered? Does he spawn normally? Or do I need to redo the whole thing? I got both confessions, and even got for another document(incase I saw him later and it would still work). But I have been unable to find him at all... It took about 10minutes for him to despawn since the 2nd guy was taken away, and after he shouted he was leaving Raz the Rat spawned... so are they alternating spawns? Well, hopefully my druid can run and get the helm and trigger the spawn without my needing to run all the way back an start over.

Nope - he doesn't respawn until someone turns in another helmet. And since he despawns right after turning in the goods, if I had taken someone else's investigator, I'm sure that they would have been annoyed. Fortunately, I just ran back, got another helmet, and turned it in. The investigator took the items, and I got my badge!

Well you have to hand the items to the investigator afterwards, so yes it is a bad thing. Unless he respawned immediately afterwards back at the starting point and you were able to complete the quest with him there.

The simple way to avoid Donally Stultz killing the Investigator (who is a wimp, conning even to a level 5 I asked), is, once you've asked "where is the third suspect", get the investigator to follow you away from where Donnely is, somewhere near the Bard Guild should do, and say "/pet sit down". And he does!

You then go to Donally Stultz and give him the confession, at which point he'll aggro. Kill him and loot his head, which you should be able to do long before the investigator gets there.

When I did this, I told the Investigator to sit down near the steps, and it wasnt quite far enough; he triggered when Donally aggrod, and I had to kill Donally fast before he killed the Investigator.

I like this quest for a variety of reasons:
1. The only thing that can be camped/farmed is the Corrupt Guard.
2. Good storyline. It gives a little information (I think) to tie in all the changes Verant made in the patch.
3. No drop item. Kind of like number 1. You actually have to DO the quest. Can't just twink it.
4. Nice fight at the end. Storyline is great, but I also like to fight a few things now and then.
Good luck to anyone doing this quest. And no the item in not total crap, unless of course you are a twink.

ok, i got the first confession, but is a guard supposed to come take the guy away? i couldnt get that to happen. i also couldnt find the second guy, but i assume he spawns after the first is taken awa.

I enjoyed this quest very much. Now when do we continue with this anyway? I would not suggest anyone less than lvl 20 to do this cause the two Sk's hit hard lol. But this was fun, fast, and easy.

This was a fun quest. I am a lvl 56 myrmidon on Innoruuk and I did the quest after finding it in the Rivervale newspaper the night of the patch- even though the reward isnt at all great, it was a fun quest to do- i enjoy running around old world antonica nowadays.

That was just too much fun. Investigator following me all over town saying "following master" and everybody wondering what was going on. :)

One step the walkthrough didn't mention, but it is in the book you read, is too hand the confession document to the Suspect or else you can't get it signed and the guard won't come.

Curious why you would take a ring of scale hit on this quest. Seems odd to lose dragon faction. This might turn out to be a interesting quest. If anyone finds anything post plz.

I wondered the same thing myself. If you read some of the local town newspapers they speak of Lanys T'Vyl's attempt to rebuild Malevolence. It seems the Ring of Scale is rumored to hold the next piece she needs to obtain. So possibly this has something to do with it.

Also on the Harpy's Head Tavern there is a new journal entry that speaks of Ring of Scale and kind of possibly throws them into all of what is going on in lesser fay. So it's possible this has something to do with the RoS faction hit in Qeynos.
