You say, 'Hail, Vegalys Keldrane'

Vegalys Keldrane says 'Greetings to you, citizen. By order of the Council of Qeynos I have been given the duty of apprehending the individuals [responsible] for unleashing this terrible plague upon the people and the lands of Antonius Bayle. The more I look into this matter, the more I come to find that this will be no easy task.'

You say, 'Who is responsible?'

Vegalys Keldrane says 'The plague unleashed upon the Plains of Karana is the work of the followers of Bertoxxulous. Those responsible belong to group known as the Bloodsabers though there were others involved as well. Some time back, they launched a plot to overthrow Antonius Bayle and our ruling council. Their [plan] failed.'

You say, 'What plan?'

Vegalys Keldrane says 'Their plan was to unleash a plague so deadly and virulent that it would wipe out all life from here to Highpass Hold. They planned to brand themselves and their foul allies with a rune that would have rendered them immune to the effects of this plague. From that point they would have been able to simply walk in, easily defeat the weakened stragglers and declare themselves the rulers of this kingdom by default. But they were [careless].'

You say, 'How they were careless?'

Vegalys Keldrane says 'The sudden influx of scoundrels and loathsome individuals was our first tip off. They required a rather enormous number of supplies, materials and manpower to construct the ornate altars, craft and enchant their runed branding irons and supply their armies with the weapons needed for the cleanup work afterward. They needed to rely upon [outside help].'

You say, 'What outside help?'

Vegalys Keldrane says 'They mostly chose to hire bandits and brigands who are foolishly more concerned with immediate profits than the long-term effects of their actions. But once they knew we were on to them they even started hiring some of the more 'civil' gnolls, if there is such a thing. Gnolls tend to be easy to push around, stupid, and they work very cheaply. They knew their time was short and they were desperate. Choosing to work with untrustworthy, lazy scoundrels caused the whole thing to begin to [unravel], praise Rodcet!'

You say, 'How did it unravel?'

Vegalys Keldrane says 'Their workers were careless. Aside from noticing the unsavory element in our city, our citizens began to run across many of the strange items and materials that were being trafficked into our city en masse. It was at that point that the citizens began to [complain] quite loudly about all of this.'

You say, 'Complain?'

Vegalys Keldrane says 'Obviously, they questioned the meaning behind these events and rightfully so. They were frightened much as they are now. I admit, I was remiss in my duties for not noticing it sooner. One of the biggest complainers during this time was a man by the name of [Earron Huntlan], proprieter of the famed Lion's Mane tavern. Though he is just a simple merchant, he did us a great service.'

You say, 'Who is Earron Huntlan?'

Vegalys Keldrane says 'Earron is quite a character. He gets all kinds of travelers stopping by his inn for a drink or whatever other business. His patrons started telling stories of being mugged and harassed by these loathsome individuals in the very streets of our fair city. Of course, he was concerned. So he became a kind of advocate for this cause, ringing the [alarm] bell as it were. I admit, at first I did not believe the conspiracy. I simply could not believe it was all happening under our nose.'

You say, 'What alarm?'

Vegalys Keldrane says 'Well, he succeeded in whipping the populace into a frenzy. He even got the famous wizard Al'Kabor to help him out by determining the nature of the strange items many of our citizens were finding. Getting that man to do anything not directly related to his research is not an easy thing to accomplish either. Needless to say, at that point I saw the truth and the Prime Healer forgive me for not seeing it sooner. Were it not for the investigations and general outcry of [concerned citizens], we might not be standing here talking today.'

You say, 'What concerned citizens?'

Vegalys Keldrane says 'Yes, it was citizens like you that helped to save Qeynos that day. We uncovered their plot, captured the man who was in charge and put him to death. Of course, the Bloodsabers retaliated and using their incomplete research still managed to unleash the plague we face now. Though devastating in its own right, you must admit it is rather mild compared to what it might have been. I thank you for your interest. Perhaps you would be willing to [help] me?'

You say, 'I am willing to help you'

Vegalys Keldrane says 'Excellent! The more I learn from my investigators the more I find that these Bloodsabers have stretched their tendrils of influence all throughout our beloved city. Nevertheless, we are committed to exposing these fiends once and for all. Perhaps you would like to become an [investigator]?'

You say, 'I would like to become an investigator'

Vegalys Keldrane says 'Very well then, Durix. We will not allow just anyone to wear the official Investigator's Badge and please forgive me. . . But it is hard to tell where one's loyalties lie these days. If you are truly [serious] then there is a duty you must perform first to show you are on the side of Antonius Bayle, the council and the good people Qeynos.'

You say, 'I am truly serious'

Vegalys Keldrane says 'There is a guard by the name of Robbie Shilster that patrols the Northern Plains of Karana. He is allied with our enemies and completely corrupt. He is flagrant in his trafficking of contraband goods. His orders are to guard the great wooden bridge to stave off the insect swarms. But our investigators report that he simply stands to the side and watches as the swarm rolls through. You are to execute this man for his treason and bring me his helm. Then, we will talk.'

Go North Karana and go north of the wooden bridge, near the wall. Find Guard Shilster and kill him. Loot a Cracked Corrupt Guard Helm. Run back to Qeynos and give his helm to Vegalys.

Vegalys Keldrane says 'Thank you for bringing this person to justice. Please read this manual very, VERY carefully. Commit it to memory. We do everything strictly by the book. We are a people of law and order and I simply won't tolerate a breach of protocol. Investigators are expected to accurately report findings, are authorized to issue warrants and to notarize official documents for all lands under the jurisdiction of Antonius Bayle and the council. I sincerely hope you can earn your Investigator's Badge.'

You gain experience!!

You receive an Investigator's Briefing. Go to South Qeynos. At a tree south of the Lions Mane tavern you will meet an investigator in a yellow robe. Give him the book.

an investigator says 'Very well, let's get to work. I assume you have read the briefing and committed it to memory. This is how you will be tested. I shall play the part of student and you shall play the master who directs me. I promise I won't make it easy on you either, we want only the best. We'll see how you do and then I'll decide if you are worthy to wear the badge or not.'

You say, 'Where is the first suspect?'

an investigator says 'The first suspect was last seen near the shop called Fireprides.'

Fireprides is the armor store near the bank. At this point use /pet commands to get the investigator to listen to you.

You say, 'Follow me.'

an investigator says 'Right, let's get going.'

Look for Riley Shplots.

You say, 'Are you a member of the Bloodsabers?'

Riley Shplots shakes visibly and says, 'Oh, no. I knew this would happen one day. Please don't hurt me! I had very little to do with this plague, though it is quite a nice one, you must admit. I was just a courier. I'll come quietly. I don't want any trouble. My small contribution to the glory of Bertoxxulous has already been given but I certainly don't want to go to meet him just yet!'

You say, 'Give me a confession document'

an investigator says 'Here you are.'

You say, 'Summon a guard.'

Guard Sylus says 'Come along, prisoner.'

You say, 'Where is the second suspect?'

an investigator says 'The second suspect was sighted below the Grounds of Fate.'

Look for Willie Garrote. He may be found under the arena, near the cells.

You say, 'Are you a member of the Bloodsabers?'

Willie Garrote says 'A Bloodsaber? Of course I'm not, don't be ridiculous!'

You say, 'Give me a confession document.'

an investigator says 'Here you are.'

You say, 'Summon a guard'

Guard Sylus says 'Come along, fiend. We haven't far to go.'

You say, 'Where is the third suspect?'

an investigator says 'The last suspect has been known to hang around that low life known as Raz the Rat.'

Look for Donally Stultz near the docks, on the shore.

You say, 'Are you a Bloodsaber?'

Donally Stultz says 'Of course I'm a Bloodsaber, you fool! I've just returned from the Plains of Karana where I was reveling in the glory of the Plaguebringer. Now then, since I see that this foolish investigator is with you, I suppose you want me to sign a confession document or something like that? Well, let's have it then!'

You say, 'Give me a confession document'

an investigator says 'Here you are.'

Donally Stultz crumples the document into a ball, throws it to the ground and spits in your face, yelling, 'You are a fool if you really believe I would sign such a thing. Prepare to die!'

Kill him and loot his head. Give the investigator the two confessions and the one head.

an investigator says 'You have done our city a great service and helped to bring several criminals to justice this day! Wear this Investigator's Badge with pride! Speak again with Vegalys Keldrane, he may have information about [advancing further] in rank.'

Receive your Investigator's Badge.

You say, 'I want to advance further in rank'

Vegalys Keldrane says 'At this point, I am mainly in need of loyal and trustworthy investigators. I must first gather information on who these people are and exactly how far their influences stretch. However, once I begin to implement the next phase of this operation, you may be able to assist us once again if you prove to be talented enough. For now, simply continue to observe and report.'

GREAT! now I hit clear form instead of post message....

Anyway Guard Shilster spawns in the NE corner of North Karana, north of the bridge he was ordered to guard. He sells contraband Blackburrow Stout for 5gp a piece but I had no money so I don't know if there was any faction involved in buying. He has about 450hp since he died on the third tick of my dot. Donelly has about 700-1000hp hard to tell.
The investigator works like any other pet: you can either use "/pet do this" or you can target him and say "do this". You can probably use his name too but what a waste of time.
The an investigator has a respwn of about 40 mins and you can't trigger him by talking to the quest giver. I had to do the quest twice since Willie didn't spawn for me.

Oh and really cool quest =)

-------edited to say that I feel really stupid now (see above)-------

Ok just did the first step of this and logged out since I have to wait for the an investigator to spawn before I can go on with the next step.

I don't know about lvls but I do know that Guard Shilster (Robbie) has appr. 450hp since he died on the third tick of my dot. He hangs out in the NE corner of North Karana, north of the bridge he suppossedly should be guarding. Robbie also sells contraband Blackburrow Stout for 5gp a piece. I didn't have any gold so I don't know if there is faction involved with buying from him.
Donally I'm guessing around 700-1000hp but not sure. More than 600 at least and less than 1200.
Also the investigator pet acts like any other pet so if you want him to do anything you have to either use "/pet do this" or target him and say "do this". It can be rather confusing that he doesn't do as you say but just check who and what you are targetting.
Oh and when I did it the first time Willie didn't spawn so I did it again and 40 min seems about right for his respawn - you can't trigger it I tried that.

Remember when you are doing/finishing the 1st part of this quest, get an extra confession document from the investigator after you have killed the 3rd suspect. NOW HAND IN THE HEADS and the signed confessions. Proceed back to the quest originator, Valg*something* and hand back your badge to proceed to the 2nd part. The interogator spawns near n4300, n3500 (close to the Hermit's Hut in SK). Good luck.

Ok sence they did the patch there is now a sencond part to this quest...after you are all done with the first part and you get your badge you go back to vegalys and tell him "how do i advance in rank" now i am not pos. that is it but i am pretty shure (i wrote it down on a piece of paper of what to say and i lost it) :( but i hope this helps anyone that is trying to go further in the quest.
Part 3
# Jul 25 2001 at 12:38 PM Rating: Decent
OK, complete the second quest and the interrogator tells you to ask Vegalys about further advancement.

When you do this, you get the message which triggers the second part of the quest again.

However the real trigger for part 2 is handing in your investigators badge.

Has anyone tried handing in their interrogators badge and seening if that works?

PART 2 advancing further to the Interrigator's badge
# Jul 25 2001 at 3:00 AM Rating: Default
This is my first time posting on these boards but I just thought I'd brag here and say That I just completed part 2 of this quest. the reward is an interrigators badge which has double the stats of the first one. It is not an easy quest to do at lvl 32 cause this time it is in SK and you have to kill 2 MoB's at the same time, one warrior and one caster both hit hard but the reward is worth it and it seems that the quest shall continue even further. the interigator says to ask about advancing furthur once again but that will have to wait for another update...
Warning about directions for part 2
# Jul 25 2001 at 1:54 AM Rating: Decent
You have to give the blank confession to the suspects before going on to the next suspect. He will then give you a signed one back. I attempted this quest today based on the directions above and screwed it up, royally. Then I was told how to do it right.

i myself did part 2 before these spoilers, it's so easy with these spoilers, without them you aren't sure of what to do...first attempt on p2, while i was killing the 2 M peeps, someone decided to attack the interrogator...wtf, i kill stuff that is new sometimes, but my god, he was green to me so he's green to that other guy, why can't he ask what he's for or just look around, i was just down the frigin hill...so i did first part over and got a bard partner for second part...yes lots of wraiths, you can solo kill, but just get a partner or few people, you really want to be sure you get this done...anyway, at the end is say ask Veldrane about [advancing further] isn't that the same phrase for p2...is p3 live yet?

thanks gilani lvl 50 bard..maybe 51, i didn't look close lol

I wondered the same thing. When you go back and say, I want to advance further, he gives you the same Interrogator beginning. I'm wondering if the trigger is there but we don't know the phrase yet...

Part 2 is up - details here (long)
# Jul 24 2001 at 9:47 PM Rating: Good
Note, if you mess this up, you'll have to do part 1 over again. BE VERY CAREFUL.

You say "I want to advance further in rank."

Vegalys Keldrane Says "Interested in advancing further are you? Blah blah blah [interrogators] blah blah blah.

You say "What kind of interrogators?"

Vegalys says "Turn in your Investigator's Badge to me, blah blah, and I will give you the briefing document."

At this point, my instinct was to tell him to kiss off, but alas, I wanted to see what was next. Turn it in.

Vegalys Says "Very well, here is the briefing document... blah blah blah."

You receive a book entitled, Interrogator's Briefing.

The book instructs you to get an Unsigned Confession Document from the investigator (the one in South Qeynos from part 1 will do) and then to find the Interrogator in the Southern Plains of Karana who will help you find a suspect there.

Find the investigator. Even if someone else is doing the quest you can say "Give me a confession document" and he will give you one. Be careful not to Hail the investigator if someone else is grouped with the investigator, as this will mess up the pet pathing for the other person.

The interrogator spawns under a tree at neg 4316, pos 3530. Give him the book and he tells you a sad story about some dead druids. Boo-hoo.

You are going to be taken to Theodore Exanthem, who knows the location of 2 other accomplices. you must get a confession from Ted and the heads of the other 2.

Ted puts up a little resistance, and you have to echo the interrogator by saying "Take us to the location!"

Hit him a couple times when the interrogator tells you. It will tell you that you have slain him, but he's still there. He tells you he'll do what you want. Give him the confession and he'll give it back. Don't give it to the investigator at this point, in case something goes wrong later. Tell him again to "take us to the location."

Ted leads you to a set of ruins just over the hill to the southeast from the Hermit's hut. There wait 2 Shadowknights (Morely Murrain and Markus Cachexia)and several minions, including a couple wraiths. BE CAREFUL. These mobs do aggro and can be tough if you are unprepared. Not having bufffed, they took me out (47 druid).

Morely summons 3 wraiths, and Markus summons 3 undead minions when you attack them.

I found harmony to be exceptionally useful. I harmonied, then rooted whichever SK attacked, and used lightning blast on the minion mobs.

At any rate, kill them off and turn in the 2 heads from the SKs and the Note of confession to the Interrogator. You get:

Interrogator's Badge: Slot Neck, AC 2, STR 2, WIS 2, INT 2, AGI 2, HP 10, MANA 10.

In my previous post I mention also that Morely ended up summoning 16 or 20 wraiths. Harmony would of been very useful if I had thought of it.

The more I look into this matter, the more I come to find that this will be no easy task.

You say, 'I wish to advance further'

Vegalys Keldrane says 'Interested in advancing further are you? Excellent, we are ready to begin the next phase of our operation. We have gathered a great deal of information as a result of the latest series of arrests. What we require most now are [interrogators] that are able to pry the information we require out those less then willing to talk.

You say, 'what interrogators'

Vegalys Keldrane says 'If you are interested in joining the ranks of our interrogators and helping Qeynos further as we bring these fiends and murderers to justice, turn in your Investigator's Badge and I will give you the briefing document you need. I already know I can trust my investigator's, so there is no need to further test you.

Give your investigator’s badge to Vegalys Keldrane.

Vegalys Keldrane says 'Very well, here is the briefing document. Please read it very carefully. I wish you luck friend, this mission could prove to be dangerous.
You gain experience!!

Read the book. It basically says that you have to find another member of the bloodsabers in South Karana. However he will not just submit to signing a confession so you must interrogate him. The book also warns that you are not allowed to use lethal force in interrogating him.

The book also says you have to obtain an unsigned confession document from an investigator. For that I went to the original investigator’s spawn point in South Qeynos and said [confession document]. I am assuming he spawned when I initiated the quest.

From there get to South Karana. The interegator is at Neg 4320, Neg 3510. I do not know if he is there all the time or just when the quest is started or if he spawns in random locations. I shouted a couple of times to see if anyone had seen him yet, but know one had. I finally got him on track.

At this point hand in book to interrogator. It is also advisable to be fully buffed and ready for combat, since that will be occurring shortly.

an interrogator says 'I see you wish to become an interrogator. This is not a duty for the weak of heart you know. This job sometimes requires. . .

an interrogator coughs, 'a little muscle I guess you would say.'

an interrogator says 'Nevertheless, we have an important job to do. There is a man by the name of Theodore Exanthem who is a known member of the Bloodsaber cult. He fled from Qeynos some time ago and we have been hot on his tail ever since.

an interrogator says 'We have tracked this man down and we now know his whereabouts. However, we have bigger fish to fry today then just this low life. Theodore knows the location of two other individuals also suspected of hiding out here in the plains.

an interrogator says 'Sadly, these fiends were the two that slipped into Surefall Glade and poisoned the waters there. Though the druids were able to quickly combine their efforts and neutralize the toxins with their magicks, grievous damage was done none the less. Two of the great protectors of the hills and the glade, Holly Windstalker and Cros Treewind, became seriously ill as did one of the glade's sacred bears.

an interrogator says 'Holly and Cros, sickened as they were, removed themselves from the Hills to weather out their illness and to keep the disease from spreading further. During their absence, the Bloodsabers were easily able to traffic in the materials needed to complete their terrible work.

an interrogator shakes his head sadly and says, 'Tragically, Cros Treewind was attacked by one of the sacred bears which was maddened by its illness. In his weakened state Cros was unable to defend himself and was killed by this defiled grizzly, one of the very creatures he was sworn to protect.'

an interrogator says 'So our goal is to pry the information we need from Theodore Exanthem so that we may bring these two fugitives to justice. After getting him to comply, you are to collect a confession from Theodore and have him lead us to the two fugitives. Give me Theodore's confession and the heads of these two fugitives and you shall have your badge.

an interrogator says 'I believe I know where we can find him. Follow me please.

He leads you (at an agonizingly slow walk) to the hermit house, Neg 5400, Neg 2500. I stayed right with him since it was a new quest, and I did not want some other players trying to kill my interegator.

an interrogator says 'Theodore Exanthem by order of the Council of Qeynos and his lordship Antonius Bayle, I order you to come out of there immediately!

an interrogator says 'Theodore Exanthem, you will [take us to the location] of Marcus Cachexia and Morley Murrain immediately.

Theodore Exanthem says 'I think you've been breathing the air in the Northern Plains of Karana for too long. I will most certainly not tell you anything about their whereabouts, much less lead you right to them. You are not right in the head.

an interrogator says 'Vile beast! You are withholding information on two men guilty of terrible atrocities, not the least of which was causing the death of one of Qeynos' most respected and well known citizens, Cros Treewind! As an Interrogator I am authorized to use physical force if necessary.

Theodore Exanthem says 'What a joke! I'm not telling you a thing. You don't look like you could scare a moss snake. I'm not afraid of you!

The interrogator hits Theodore at this point.

Theodore Exanthem reels back, his eyes wide with shock. Ow, he says nervously.

an interrogator says '[Take us to the location] of Markus Cachexia and Morley Murrain!

Theodore Exanthem winces and says, Oh. Yeah right. Like I'm afraid of that moron or something. Theodore glances nervously over at you.

an interrogator says 'Take us to Markus Chachexia and Morley Murrain this instant or I'll turn you over to my friend here who appears to be much stronger then I am!

an interrogator smiles and says, 'Well, I'm getting tired. Why don't you hit him for a while. Maybe you will be more convincing then I have been.'

Theodore Exanthem gulps nervously.

I unequipped my weapon at this point (since the book says non-lethal force is the only authorized way to interrogate) and hit him once. If you are a lvl60 monk, I would think of some other way to do it.

Theodore Exanthem says 'Sweet father of rot, alright already! Stop hitting me and tell me what you want me to do!

You say, 'take us to the location'

Theodore Exanthem says 'Fine follow me creeps.

Now follow both the interrogator and Theodore to the Runed Stone Ring at neg 6100, neg 3200.
We stopped overlooking the stone ring and the two others, Markus Chachexia and Morley Murrain are standing there at the ring. They did not agro so I decided to get my confession from Theodore now.

-Give confession to Theodore-

Theodore Exanthem makes a big X at the bottom of the document and hands it back saying, 'A bunch of worthless thugs is all you folks are!'

It looks like you could have your group buff up at this point as well (where the interrogator stands), but once I took about 5 steps forward Markus agro’d on me.
Markus Cachexia shouts 'Undead legions assist me! (he shouts this to the whole zone)

He has 4 undead minions that are his pets. Very annoying and it took me about a minute to run around and ensnare them before ensnaring Markus. The whole time the other guy, Morley, did not agro. If he did I would not of been able to do it.

Markus casts some type of dd spell that did 271 points of damage to me. I had fully buffed up with resist fire, poison, ice, disease and endure magic, along with Skin like Diamond and Chloroplast.

I did about 900pts of dmg to Markus and that killed him. I did not even attempt to kill the minions.

Markus Cachexia's skin ignites.
You have slain Markus Cachexia!
Your faction standing with BloodSabers got worse.
faction standing with GuardsofQeynos got better.
Your faction standing with OpalDarkBriar got worse.
Your faction standing with PriestsofLife got better.
Your faction standing with CorruptQeynosGuards got worse.

You receive 1 platinum, 4 gold, 9 silver, 13 copper from the corpse.
--You have looted a Head of Markus Cachexia.--
--You have looted a Bottle of Kalish.--

Now on to Morley Murrain.

His pets are Wraiths, which look like little tiny specters. I used the same tactic as before, snaring the 4 wraiths and then Morley. 900pts of dmg later and Morley was dead. The only thing is that Morley had 4 sets of 4 Wraiths ready to call in to help and he did it too. So I had like 16 or 20 Wraiths chasing me, and I did not have the mana, or hp to ensnare them all.

I got off a Greater Heal on myself and dd’d Morley. Again, each time Morley shouted ‘'Wraiths to my aid! The whole zone heard it and people were asking who these dudes were. Now I was getting worried about KS’ers or just people who see something new after a patch and want to kill it. I did not have time to tell them what was going one.

In the end Morley died as well.

You have slain Morley Murrain!
Your faction standing with BloodSabers got worse.
Your faction standing with GuardsofQeynos got better.
Your faction standing with OpalDarkBriar got worse.
Your faction standing with PriestsofLife got better.
Your faction standing with CorruptQeynosGuards got worse.

--You have looted a Head of Morley Murrain.--

At this point turn in both heads and the signed confession document into the interrogator to get your new badge.

Ac2 wis2 int2 str2 agi2 hp10 mana10 lore no drop

an interrogator says 'Excellent work, you did just fine today. You'll make a fine interrogator. Talk to Vegalys about advancing further.

You gain experience!!

As a level 45 druid I finished the battle with 60%hp left (I greater healed once) and 30m (wis at 202). I would of enjoyed having a tank to help out of those darn undead pets, but got it done anyway. I would probably say lvl 35-40 would be the lowest you could do this solo, but maybe with a good group of 25-30 (full group) could do it. That is just an opinion as I do not play other types of characters.

Confession Document

Belkyn,

You left out giving the confession document to Theodore before you go attack the other two. You might want to edit your message to show it =)

part two
# Jul 24 2001 at 2:12 PM Rating: Decent
When i did the first quest, someone failed to mention that the last guy you fight is lvl 20 or so. After doing this quest three times from scratch, i finally finished it. Now that the second quest is available, i get the impression that if i dont finish it the first time, i have to start ALL over (had to turn in the first badge for the briefing letter to give to the investigator in SK). So, when somebody goes and does this, be kind, post any info you get, including lvls. :)
RE: part two

Not sure, but I was thinking the same thing as I was trying to kill the last two dudes. I would have a couple of people there to help you out, in order to make sure you kill them and not the other way around.

Read my other post for all of the info.

Yes, if anything is messed up, including you dying, or you forget to get a confession note, you will have to start all over...

Investigator Pathing
# Jul 19 2001 at 11:42 AM Rating: Default
The worst part of this quest was managing the investigator's pathing. After having Riley arrested, be sure to take the back entrance to the prisoner cells under the arena to find Willie, and then return using the same path out. Otherwise, if you take the investigator out the front entrance of the Grounds of Fate, he gets stuck on the pathing between the exit out of the front of the arena and the Ironprides (as you would head toward the docks to find Donally, returning through the area in front of the Lion's Mane and down past the Mermaid's Lure). The investigator will get to about the Ironprides before turning around and hoofing it back toward the backside of the arena ... although it occurs to me as I type this that perhaps the investigator is pathed to take the path south of the Grounds of Fate and then west to the southern docks, where you find Donally standing on the far left shore.

The first time I did this quest, I forgot that I had to hand the confession to the suspect (duh) and after a while of not being able to find Willie (he didn't spawn because the guard had never been summoned, yada yada yado), the investigator finally poofed after about 15 minutes, saying my time had run out. When I returned to do the quest a second time, the investigator wouldn't give me the confession for Riley because I still had the confession from the first attempt in the bank. I ran to the bank, destroyed the original one, returned to the Ironprides (where the investigator waited) and proceeded with the quest.
WARNING for Questors

My Lvl 51 Wizard fiance was doing this quest for a bit of fun today. Got his helmet of Guard Shilster in NK easily, handed it in ok. Went through the frist 2 parts of the handing in confessions just fine, although the investigator took ages to keep up.

THEN, he asked the investigator who the third suspect was. Started to make his way to the docks to find this guy, when the Investigator pet wandered off somewhere. He backtracked to see if he could find him, but couldnt see ihm anywhere. About two minutes go by when the Investigator suddenly depops (or otherwise disappears, he was gone from the target box anyway).

Wondering what to do now that the investigator is gone, Lt. Arathur and friends (ally faction by the way) come running around the corner and kill my poor fiance. I don't know if anybody else has had this happen, but is there a way around it? What the hell happened? I imagine the guards attacked him because it would act as if he had kiled an NPC (his npc pet dying or being sent away), but it wasn't his fault. Lost a fair bit of Lvl 51 exp too, which was quite annoying.

Anyway, just a warning for any body else who wants to try this quest, be ready to run if your Investigator suddenly disappears.
Nice new quest

I really like this, and I'm looking foward to the next part(anyone try handing your 1st badge back into him? I'm to lazy to waste it=P). FYI- this questis salvageable if something goes wrong (past a certain point). I am KOS to Danaria Hollin, the erud mage on the docks, and when my "pet" investigator came by, she agroed it, and killed him (at this point all hell broke lose, I have never seen anything like it, the guards actualy assisted ME for once (ally fac, no idea if that helped) but other NPC's agroed then against the guards, I figure once I got away from Nostrahla (hint, this caster hits for 330+) at least 5 NPC's must have died, including several guards. HOWEVER, the last suspect wasn't agroed, so I simply killed him, and his head was there (no need to actualy question him or give him the note) and after waiting on the investigator (40ish min spawn) I handed in the head and both confessions and got my badge(which goes in my collection with my order of Thunder, gee the ppl of qeynos sure love me=P

I wouldn't hand in your badge, chances are the next quest simply hasn't been implimented yet. I'm deftinitely looking forward to it, though, this one was certainly quite a bit of fun. As suggested below, check back every few days. Heck, if you have a free slot, just create a Qeynos mule to say the key words to Vegalys.

I'm told that the guards will assist you against a mob they usually wouldn't aggro against if your faction is high enough. A friend of mine finished his Soulfire quest, and now he can cause open war between the Freeport Militia and the Knights of Truth, just by running through. The Militia aggro on him, and the Knights take his side. :)

He's considering renting out his services to dark elves who need to clear out a path to run through Freeport. :)
Next step will not necessarily be after patch

The code for the next quest could already be in the game, as it could for all of the multi-quests.

Its just the game is waiting for a certain date/time combination to allow it to go forward with it.

I check back every couple days to see if it is up yet, as well as after all patches.
No change after the patch

Created a mule to go and check what Vegalys Keldrane says after the patch, still the same as before <sigh> was looking forward to part 2
