You say, 'Hail, Vegalys Keldrane'
Vegalys Keldrane says 'Greetings to you, citizen. By order of the Council of Qeynos I have been given the duty of apprehending the individuals [responsible] for unleashing this terrible plague upon the people and the lands of Antonius Bayle. The more I look into this matter, the more I come to find that this will be no easy task.' You say, 'Who is responsible?' Vegalys Keldrane says 'The plague unleashed upon the Plains of Karana is the work of the followers of Bertoxxulous. Those responsible belong to group known as the Bloodsabers though there were others involved as well. Some time back, they launched a plot to overthrow Antonius Bayle and our ruling council. Their [plan] failed.' You say, 'What plan?' Vegalys Keldrane says 'Their plan was to unleash a plague so deadly and virulent that it would wipe out all life from here to Highpass Hold. They planned to brand themselves and their foul allies with a rune that would have rendered them immune to the effects of this plague. From that point they would have been able to simply walk in, easily defeat the weakened stragglers and declare themselves the rulers of this kingdom by default. But they were [careless].' You say, 'How they were careless?' Vegalys Keldrane says 'The sudden influx of scoundrels and loathsome individuals was our first tip off. They required a rather enormous number of supplies, materials and manpower to construct the ornate altars, craft and enchant their runed branding irons and supply their armies with the weapons needed for the cleanup work afterward. They needed to rely upon [outside help].' You say, 'What outside help?' Vegalys Keldrane says 'They mostly chose to hire bandits and brigands who are foolishly more concerned with immediate profits than the long-term effects of their actions. But once they knew we were on to them they even started hiring some of the more 'civil' gnolls, if there is such a thing. Gnolls tend to be easy to push around, stupid, and they work very cheaply. They knew their time was short and they were desperate. Choosing to work with untrustworthy, lazy scoundrels caused the whole thing to begin to [unravel], praise Rodcet!' You say, 'How did it unravel?' Vegalys Keldrane says 'Their workers were careless. Aside from noticing the unsavory element in our city, our citizens began to run across many of the strange items and materials that were being trafficked into our city en masse. It was at that point that the citizens began to [complain] quite loudly about all of this.' You say, 'Complain?' Vegalys Keldrane says 'Obviously, they questioned the meaning behind these events and rightfully so. They were frightened much as they are now. I admit, I was remiss in my duties for not noticing it sooner. One of the biggest complainers during this time was a man by the name of [Earron Huntlan], proprieter of the famed Lion's Mane tavern. Though he is just a simple merchant, he did us a great service.' You say, 'Who is Earron Huntlan?' Vegalys Keldrane says 'Earron is quite a character. He gets all kinds of travelers stopping by his inn for a drink or whatever other business. His patrons started telling stories of being mugged and harassed by these loathsome individuals in the very streets of our fair city. Of course, he was concerned. So he became a kind of advocate for this cause, ringing the [alarm] bell as it were. I admit, at first I did not believe the conspiracy. I simply could not believe it was all happening under our nose.' You say, 'What alarm?' Vegalys Keldrane says 'Well, he succeeded in whipping the populace into a frenzy. He even got the famous wizard Al'Kabor to help him out by determining the nature of the strange items many of our citizens were finding. Getting that man to do anything not directly related to his research is not an easy thing to accomplish either. Needless to say, at that point I saw the truth and the Prime Healer forgive me for not seeing it sooner. Were it not for the investigations and general outcry of [concerned citizens], we might not be standing here talking today.' You say, 'What concerned citizens?' Vegalys Keldrane says 'Yes, it was citizens like you that helped to save Qeynos that day. We uncovered their plot, captured the man who was in charge and put him to death. Of course, the Bloodsabers retaliated and using their incomplete research still managed to unleash the plague we face now. Though devastating in its own right, you must admit it is rather mild compared to what it might have been. I thank you for your interest. Perhaps you would be willing to [help] me?' You say, 'I am willing to help you' Vegalys Keldrane says 'Excellent! The more I learn from my investigators the more I find that these Bloodsabers have stretched their tendrils of influence all throughout our beloved city. Nevertheless, we are committed to exposing these fiends once and for all. Perhaps you would like to become an [investigator]?' You say, 'I would like to become an investigator' Vegalys Keldrane says 'Very well then, Durix. We will not allow just anyone to wear the official Investigator's Badge and please forgive me. . . But it is hard to tell where one's loyalties lie these days. If you are truly [serious] then there is a duty you must perform first to show you are on the side of Antonius Bayle, the council and the good people Qeynos.' You say, 'I am truly serious' Vegalys Keldrane says 'There is a guard by the name of Robbie Shilster that patrols the Northern Plains of Karana. He is allied with our enemies and completely corrupt. He is flagrant in his trafficking of contraband goods. His orders are to guard the great wooden bridge to stave off the insect swarms. But our investigators report that he simply stands to the side and watches as the swarm rolls through. You are to execute this man for his treason and bring me his helm. Then, we will talk.' Go North Karana and go north of the wooden bridge, near the wall. Find Guard Shilster and kill him. Loot a Cracked Corrupt Guard Helm. Run back to Qeynos and give his helm to Vegalys. I promise I won't make it easy on you either, we want only the best. We'll see how you do and then I'll decide if you are worthy to wear the badge or not.' You say, 'Where is the first suspect?' an investigator says 'The first suspect was last seen near the shop called Fireprides.' Fireprides is the armor store near the bank. At this point use /pet commands to get the investigator to listen to you. You say, 'Follow me.' an investigator says 'Right, let's get going.' Look for Riley Shplots. You say, 'Are you a member of the Bloodsabers?' Riley Shplots shakes visibly and says, 'Oh, no. I knew this would happen one day. Please don't hurt me! I had very little to do with this plague, though it is quite a nice one, you must admit. I was just a courier. I'll come quietly. I don't want any trouble. My small contribution to the glory of Bertoxxulous has already been given but I certainly don't want to go to meet him just yet!' You say, 'Give me a confession document' an investigator says 'Here you are.' You say, 'Summon a guard.' Guard Sylus says 'Come along, prisoner.' You say, 'Where is the second suspect?' an investigator says 'The second suspect was sighted below the Grounds of Fate.' Look for Willie Garrote. He may be found under the arena, near the cells. You say, 'Are you a member of the Bloodsabers?' Willie Garrote says 'A Bloodsaber? Of course I'm not, don't be ridiculous!' You say, 'Give me a confession document.' an investigator says 'Here you are.' You say, 'Summon a guard' Guard Sylus says 'Come along, fiend. We haven't far to go.' You say, 'Where is the third suspect?' an investigator says 'The last suspect has been known to hang around that low life known as Raz the Rat.' Look for Donally Stultz near the docks, on the shore. You say, 'Are you a Bloodsaber?' Donally Stultz says 'Of course I'm a Bloodsaber, you fool! I've just returned from the Plains of Karana where I was reveling in the glory of the Plaguebringer. Now then, since I see that this foolish investigator is with you, I suppose you want me to sign a confession document or something like that? Well, let's have it then!' You say, 'Give me a confession document' an investigator says 'Here you are.' Donally Stultz crumples the document into a ball, throws it to the ground and spits in your face, yelling, 'You are a fool if you really believe I would sign such a thing. Prepare to die!' Kill him and loot his head. Give the investigator the two confessions and the one head. an investigator says 'You have done our city a great service and helped to bring several criminals to justice this day! Wear this Investigator's Badge with pride! Speak again with Vegalys Keldrane, he may have information about [advancing further] in rank.' The biggest point of advice I can give for anyone is: leave the investigator in your dust when you go to bag the third suspect.
The first two suspects you will need the investigator. The third suspect: the investigator has a tendency to get mixed up in your fight and get himself killed, especially if you are a mage and want to root and nuke the last enemy when he puts up a fight. The investigator wants to get right in his face and sadly the investigator is weak and gets his *ss beat. So.... get your confession document from the investigator ahead of time, give it to the last Bloodsaber, and kill him as fast as possible... otherwise you will be waiting for the investigator to respawn like me. His respawn time is an entire real-time hour (ugh).
I know it's 2012, but maybe there are some other people who will be trying to do this.

Did this long ago with my Wood Elf Druid. I decided to try it with my Iksar SK, since he was ally with both good and evil guards and Jaggedpine.
The first suspect would not sign the document. He was threatening towards me. I used my Crown of Deceipt to become a wood elf, and he became indifferent. Quest worked fine from there.

Waited until I was level 24 to do this quest, as suggested. Everything went well, until I fought Donally. Almost had him to run-for-your-life health when I died.
Decided since I was bound in SQeynos, try again. Ran over, picked up my stuff, and started the battle over with him at about 30%. Killed him this time, looked around, couldn't see the investigator. Must've died right after I did.
I didn't want to go across both Karanas again (20 min. each way), so I plopped myself down at the spawn spot (near the loom) and waited, wasn't going to log off or zone, just in case. An hour after he died, he spawned.
Quickly turned in the two confessions and the head, got the badge. He despawned immediately, so another hour if someone else is waiting.

I did this quest lastnight 01/10/05 on the Morden Rasp Server and followed the write up to the letter and all went well. A few points I took from the posts that helped were:
The guard you need to kill is left from the bridge twards corner of zone.
(No need to hail him but if you do he offers up text and a chance to join the Baddun's. He conned Green to my Vah Shir LvL 33 Beast Lord so I let CatBoy (my warder) bash him. Loot was the Helm a Kite shield and a Rusty Broad Sword.)
I also asked for a confession document before I handed in the to sighned ones and the last fellas head. Allthough you can ask that NPC at antime for a confession document and he will give you one. It states this in the Report you get and are supposed to read VERY carefully and commit to memory.

I also located each of the NPC's right where the writeup stated they would be.

At any rate this is a nice start to a progressive quest that is a neat role playing part of the game.

Well, I give up on this friggin' quest. I have tried and tried with several different alternates and cannot get past the first or second suspect without the stupid investigator going into brain freeze mode and telling me we have to interrogate the suspects before summoning any guards.
Too bad, my main has the Qeynos Badge of Nobility and it is a very nice piece, still used all of the time with my level 66 druid.

I had the same problem. There's a step missing above. When you ask the investigator for the confession, he'll give you a scroll. Be sure and give it to the suspect before you ask investigator to summon the guards.

I did this quest today on CT server. The dialog would not work with willie (second suspect) I tried everything I could think of. I just handed him the confession doc and he gave it back and said. "Here is your confession I hope you choke on it." How rude of him. lol. Also the investegater followed me ever where without a problem or using pet commands.
Found guard shilster in the north part north of the bridge to east karana. And before you do any of the final turn ins to the investigator I highly recommend that you request from him another confession document, as this will be needed in part 2. It is stated right at the beginning of part 2 to get an extra unsigned confession from the investigator. It would have been nice to know this before i started part 2.

Has anyone completed this quest within the last several days? I've been checking for him for a week now. I can't find guard Shilster, and several rangers have tracked him to INSIDE the SE Spire near the Scion.

That is odd, his path is set in the NE part of the zone. Literally by the zone walls. I've run this quest over 10 times between myself and my friends. He's ALWAYS up there and does not leave. If he was anywhere else I would suspect he was somehow pulled over there.

Found and killed his to the left facing the bridge.....basically batween thre bridge and mountains
I was finally able to complete this quest a week ago. Guard Shilster WAS inside the SE spire by the Scion. After petitioning a GM showed up and drew him out. Killed him easily as a 24 Pally.
Afterwards the GM, Kyrillias, gave me some milk and cookies.
This is a fun quest and I'm looking forward to doing the others.

*WARNING*: BEFORE you hand in the 2 signed confessions and the head to an investigator, ask him for a 4th confession. You will need it for the next stage of the quest, and he despawns immediately after receiving those items, taking *ages* to respawn.
Yesterday, December 2nd, 2003, I did this quest on the Qellious Server. It worked exactly like the walkthrough says.
Vegalys followed me with no problems. He followed all commands and did not get stuck anywhere due to pathing. There also was not any problems with any guards or town residents attacking us.
So, it appears to be fixed.

It worked for me as well. However, I did not use /pet follow me. I targeted the investigator and stated pet follow me which worked.

I've been trying to find Vegalys on Prexus and no luck. He's up on track but that always leads me to near Kane Bayle.
If you use track and cannot find him, he may be stuck in a wall or under the world. For me, he was exactly where the walkthrough said he would be.
Use /petition and hopefully a guide can come summon him out.

Theres lots of good advice regarding this quest but I want to add one thing. Did this yesterday.
After killing the 3rd subject ask for another confession document before you hand in the 2 confessions and the head. You need one to continue with the interrogators quest and the investigator takes a long time to respawn. He will despawn after you do the turn in.

Well i did it today on Cazc thule server and in order to get the suspects to spawn i had to turn in the signed confession and then say summon a guard to the investigator, he would turn slightly and the next guy was up. I tried to do it by collecting them all but it just didn't work.

It's true the investigator won't follow you (unless you get a bunch of things to attack you and he comes to aid you), however you don't really need him to. It's a little more tedious, but here's what you do. Ask where the first (second, third) subject is. He'll tell you. Then ask for a confession document. He'll give it to you. Go to the suspect (one and two) ask "Are you a bloodsaber?" then give the confession document and it'll be handed back to you signed. On the third one, he'll attack you as soon as you give him the document. This will bring the investigator to you. Kill the third suspect and do the turn ins....took me about ten minutes to do. GL
I attacked one of the Rodents and ran next the first guy you gotta put in jail. The investgator, jumped the rats next to the guys, i went threw the dialog and it worked fine. you just gotta Hail him after he kills the mice to use to lead him down to you. He still thinks he is your pet and will guard you. That is how i got him to follow me :)

This quest seems to be broken currently. Neither Willie Garotte nor Donnally Stultz are spawning in South Qeynos. I've petitioned a few times - the best I've gotten so far is "perhaps they'll respawn after the server reset" (LDoN day). They didn't. I checked Vazaelle too, and no joy there.
Is there something I need to do to make them spawn? Asking the investigator "where is the second suspect" etc. doesn't seem to help, so if there's anything else needed I don't think it's covered in this guide.

I thought maybe the guards had to be summoned and each guy had to despawn with a guard...then the next suspect would spawn...but I couldn't even get the guards to be summoned...not by running back to the investigator or anything. Then I read that you don't need the guards...sooo... /shrug.
Make sure you do a /bug report...that way when the developers take a poo they can have something to print out and wipe with...

I don't believe that you need to summon guards anymore. Since the investigator doesn't follow, it wouldn't make much sense... and the first NPC does give you the confession, which I think is all you need. I've /bugged it and /petitioned it (the guide I talked to last said he'd /bugged it too, maybe that will help) but it does seem to be a bug.

You do need to summon a guard. The first time I attempted the quest I tried to, but it didn't work, and after that I kept looking to see if Willie and Donally had spawned, which they hadn't.
The quest is slightly bugged, in that you must do exactly what the book says... except that you can't, since the investigator no longer follows you :)
Riley Shplots does not spawn until you've turned in your briefing papers, then asked "where is the first suspect". So this is the walkthrough from receiving the briefing papers:
- Find the investigator, turn in your briefing papers, see text above.
- Say "where is the first suspect?" Investigator will tell you Fireprides. Say "Give me a confession document." Head to Fireprides, follow dialog above.
- When you have "Riley's Confession", go back to investigator, target him (I think this is important, and may be what I missed the first time) and say "Summon a guard". Guard Sylus will spawn immediately and walk Riley away.
- Say "where is the second suspect?" Investigator will tell you beneath the Grounds of Fate. Say "Give me a confession document." Head under the arena; Willie will be standing at the stocks by the warrior trainer there. Follow dialog above.
- When you have "Willie's Confession", go back to the investigator, target him and say "Summon a guard". Guard Sylus will spawn again, and will walk Willie away. It will probably happen before you get back there.
- Say "where is the third suspect?" Investigator tells you he's near Raz the Rat. Say "Give me a confession document." Head to Raz; Donally is standing right beside him.
- Follow dialog above, and kill Donally when he screws up the confession document.
- This is where it gets tricky. It worked for me once, then not the second time. (Had to redo because of ******** up the second badge quest.) During the fight, the investigator will arrive. He is now your pet; druid track showed him as ":an investigator". He will help you kill Donally. Loot the head.
- If the investigator sticks around after the fight, you're home free. Don't do the turnin yet; first say "Give me a confession document", because you'll need it for the second badge. Then turn in the two confessions and the head and receive your badge.
- The second time I did the quest, the investigator vanished after the fight. Druid tracked him underwater, under the sea floor. Don't know how or when he wandered off. It might be worth using "/pet guard here" during the Donally fight. I don't know if it would work.
- If this happens, the only thing to do is zone or camp and wait for the investigator to respawn, which takes a couple of hours. I tried all kinds of tricks with /pet follow me and running around, and got nowhere. Do not do what I did: I had the druid invis me to break charm. Couldn't get more than one confession document, because they RED letters came up: "Duplicate Lore item not allowed". How do you complete it without having the TWO confession statements.

If you are KOS to corrupt guards...
When I turned in the book to the investigator he says "Grouping with Ongle", then says his thing. The next thing I know both he and I are being attacked by guards. Near as I can tell a corrupt guard attacked me after he "grouped" with me. The investigator then attacked the guard (guess 'cause he was part of my group?). That caused good guards to attack us both. It all happened very fast and he died before I could figure out what was going on. :( Might want to watch out for it.

Mr. Ongle is correct. Good guards that liked me a moment before were on me fast right after Mr. By the book (investigator) started brawling with the corrupt guard. Glad I do not pay Taxes in this city. Qeynos law enforcement reminds me of Fed. I.N.S, F.B.I ,C.I.A, D.E.A and A.T.F having a bad day with Orange Co. Sheriffs, C.H.I.P's and L.A.P.D. over Border Control :)
OK ENOUGH CHIT CHAT EVIL RACES can do the following.
1. Levitate and get some altitude so you can climb the tree behind the Investigator ( For those classes that can bind and gate ) then float over to the city wall behind the Investigator.
2. Bind on top of the wall behind the Investigator!
3. Go thru motions just like others have told you to do the quest. However; this is how you will get around without using invso or agro guards that are KOS to you.
You will fly high and walk on top of the walls to the various spots that the bad guys hangout.
You will need to THINK a bit and LOOK for guards and use the CONSIDER button before floating down from the wall to chit chat with the bad guys! HEY READ THAT AGAIN BECAUSE YOU WILL ***** IT UP.
You might want to walk your route to all 3 spots while floating on the wall BEFORE you start the quest. WHY? Because you are not as smart as you think and guys like me have alts ready to steal the quest from some slow TARD who cannot find his way to the DOCKS while floating on the wall. Hell most of you cannot find your way to the dock while on the ground:)
4. Once bad guy gives you back the proper forms in triplicate. YOU GATE BACK TO INVESTIGATOR.

OK ENOUGH CHIT CHAT EVIL RACES can do the following.
1. Levitate and get some altitude so you can climb the tree behind the Investigator ( For those classes that can bind and gate ) then float over to the city wall behind the Investigator.
2. Bind on top of the wall behind the Investigator!
3. Go thru motions just like others have told you to do the quest. However; this is how you will get around without using invso or agro guards that are KOS to you.

SPOILER: The fact that the investigator no longer follows you is in your favor. When the quest was first made live, the investigator would follow you and get stuck on every object in his path. The investigator's manual (from Vegalys) tells you that the investigator will try to make the mission hard for you. This is SOE's lame-assed excuse for bad pathing.
Once you give the investigator the manual from Vegalys, ask him:
Where is the first suspect?
Give me a confession document.
(dont bother asking him to follow)
- The first suspect is in blacksmith's shop. Ask him:
Are you a Bloodsaber?
- Now give him the confession document and he will return it signed. Run back to the investigator.
- Tell the Investigator:
Summon a guard.
Where is the second suspect?
Give me a confession document.
- The second suspect is in the catacombs under the Grounds of Fate in the prison area. Ask him:
Are you a Bloodsaber?
- He will answer "no" but give him the confession document anyways. He will sign and return it. Run back to the Investigator.
- Tell the Investigator:
Summon a guard.
Where is the third suspect?
Give me a confession document.
- The third suspect is on the beach next to Raz the Rat Misk. Ask the suspect:
Are you a Bloodsaber?
- He will give you some back talk. Give the suspect the confession document. He will tear it up and attack you. Kill him and loot his head. Run back to the Investigator.
- Tell the Investigator:
Give me a confession document.
- You will need the unsigned confession document to complete the next part of the quest series. Now give the Investigator the 2 signed documents and the head to recieve your Investigator's badge.
Doing this quest with an evil race:
My iksar monk spent a lot of time building faction to do this quest. I spent days in Blackburrow to raise Qeynos guard and merchant faction (and using invis potions and Sneak to turn in gnoll fangs to Capt Tillin.) I raised bard faction by doing the Fabian quest in East Freeport. Raise paladin faction by turning in bandit sashes to Chesgard, again using invis and sneak.) I did not bother raising wizard and bloodsaber faction although I was forced to kill 3 corrupt guards who aggro'd on me. Luitenent Arathur is not corrupt but WILL attack if he sees you fighting any guard. Once the mission begins, the investigator becomes your pet. So NPCs who are KOS to you will also aggro on the investigator. To help faction a bit, I used an Essence of Dwarf potion (casts Illusion:Dwarf) during this mission as well. Feign Death came in handy as well when Nostahla Westfend aggro'd on me. She is the wizard on the pier outside of the Mermaid's Lure store. She nukes and punches for 350!! Ouch!
NOTE: When you talk to NPCs, they will turn and face you. If you are dubious or apprehensive you may be forced to use Sneak to talk to the NPC. When the NPC turns towards you, you must walk (using Sneak) around behind the NPC again to continue the dialog. Continue sneaking behind the NPC until you are done.

I did it the same way you did, but I didn't even have to tell the investigator to summon a guard. When I got to the third suspect though, I ran down to the dock by Raz, and he wasn't there. I had to wait around a while for the third suspect to spawn and during that time the investigator came running over even though I didn't tell him too. He was running along the wall and I had to hail him to make him stand still. When I turned around, there was the third suspect. I did what I was supposed to and when he resisted I killed him and looted his head. Gave all three things to investigator and now I'm working on Interrogator badge quest. :D

Just wondering about how to get the guards helm thing off of the guard in NK. Im a 52nd druid and play on Firiona Vei, ya the one with the trivial loot code and I've been wanting to do this quest for some time now. Just wondering if any of you might have suggestions on how to get the helm without hiring a younger person to do it for me . . . Thanks all and good hunting
If you are on Firiona Vie server and are level 52 you won't be able to get the helm off the guard as that is his "special" drop and you can't get those drops with trivial loot code in effect. Best you can do there is find someone else who does get xp from it to kill the guard for you, then loot it after the two minute timer runs down.

I have just done this quest 3 times with 2 successes. Basically the quests works -- except the Investigator will NOT follow you. It will work up until the 3rd suspect -- but he will not spawn.
In that all 3 suspects are in close proximity -- I got it to work by running back and forth with each line.
You ask the Investigator where the suspect is and then say follow me (he wont). Go to suspect and ask if the are a bloodsaber. Back to inspector and ask for the document. Back to suspect and give them the document. Back to Investigator and tell him to summon the guards. Repeat for the other 2 suspects.
I have had to run the quest again because the 2nd leg is also bugged.

Heres how to work the quest while it's "broken":
Follow the original instructions up to the point where you say to the investigator "where is the first suspect?". At that point, disregard the pet commands, they don't work. From this point:
Say: "where is the first suspect?"
an investigator says "the first suspect..."
Say: "give me a confession document"
*go to fireprides and target Riley Shiplots*
Say: "are you a member of the bloodsabers?"
*give ripley the confession document*
*return to investigator*
*turn in first signed confession document*
Say: "where is the second suspect?"
an investigator says: "The second suspect..."
Say: "give me a confession document"
*go under the arena near the cells and target "Willie Garrote"*
Say: "are you a member of the bloodsabers?"
*give Willie the confession document*
*return to the investigator*
*turn in second signed confession document*
Say: "where is the third suspect?"
an investigator says: "the last suspect..."
Say: "give me a confession document"
*Go to the docs at loc NEG 356, POS 35*
*Stand there and wait a bit, it will take a while, but Donally will pop, and the investigator will shortly after*
*Once Donally pops, target him*
Say: "are you a bloodsaber?"
*give Donally the confession document, he will at this point aggro, kill him and loot his head*
*turn in Donally's head to the investigator who should be near the docs with you*

I Just did this 5 minutes ago on 6/30/03, and I now have my badge. Hope this helps.
Edit: I'd just like to add: I completely ignored all the /pet command garbage that's obviously broken, and skipped all that "summon a guard" crap too. Maybe someday they'll fix already non-working stuff instead of churning out the next money-making expansion, but until then, the bug-laden quest works if you do it this way.

I'm a 57 Ranger on the new Maelin server and my tracking skills are great. Yet I went to the shop called Fireprides and even found the 2 merchants inside BUT my tracking said straight ahead and i did but i just came to a wall. I couldn't see him and I ran everywhere to see if he was behind a wall or something but I couldn't find him and after a while of looking for him, he "despawned" so to speak and so did the investigator. I zoned out and came back incase I was bugged but still no Investiagtor or Riley Shplots, I have the confession document already and I don't know if that interfered with the order? But I got the confessin document before I found Riley Shplots, now should I have said where is the second prisoner since I had the document.. I dunno but I do now that they arn't there anymore. Can I get an exact location or something?
