Commander Leuz is located in Skyshrine not far from the Wakening Land entrance.
You say, 'Hail, Commander Leuz' Commander Leuz says 'Welcome to Skyshrine. I have noticed a great deal more of your people joining the ranks of the shrine, hoping to assist in pushing back the giants for good. I am here as the commander of the militia set forth by Lord Yelinak himself. With that in mind, it is my duty to assign certain tasks to those who are willing to show their support to the kin, and to the shrine.' You say, 'What task?' Commander Leuz says 'Well, for instance, we have recently acquired information from one of our scouts in the wastelands to the west that there have been storm giants wandering the coastal area nearby. We have not heard from this scout in some time however, and we are beginning to worry about their status. Your task, should you choose to accept it, is to deliver some tools to the scout so that they can communicate back to us with their status, and the status of those giants.' You say, 'I will accept.' Commander Leuz says 'Good. Please take these tools with haste to the western wastelands and find the scout. Strength be with you, and with the kin.' The Commander will hand you Scout Tools. In the Western Wastes you can find Scout Charisa who stands on a hill just south of the Siren's Grotto zone. Hand her the Scout Tools. Scout Charisa says 'Great! I was wondering when they would send someone out to give me these. In my haste and excitement of this new assignment I forgot these. This scout business is great I must say. It sure beats setting in Southern Ro studying the ruins. I've been following these Storm Giants for days. They've been wandering up and down the coast looking for something.' Your faction standing with Claws of Veeshan got better. Your faction standing with Yelinak got better. +2 Your faction standing with Kromzek got worse. You gain experience!! This will spawn 8 giants near the shoreline just south of the Scout. Seven Kromzek Warriors and one Kromzek Captain. You can harmony the seven warriors so that the Captain can be single pulled. Kill him and loot the Broken Disk. Give the disk to Scout Charisa. Your faction standing with Claws of Veeshan got better. Your faction standing with Yelinak got better. +6 Your faction standing with Kromzek got worse. She'll give you the Scout Report and a Robe of Benevolence (NEC WIZ MAG ENC). If you give Scout Charisa the Robe back, you will get a Bracer of Benevolence (WAR PAL RNG SHD MNK BRD ROG BST BER). If you turn the Bracer in, you will get a Talisman of Benevolence (CLR DRU SHM). The Scout Report that you received can be returned to Commander Leuz in Skyshrine for Faction and Experience. Your faction standing with Claws of Veeshan got better. Your faction standing with Yelinak got better. +5 Your faction standing with Kromzek got worse. Commander Leuz says 'Well this artifact will definitely need study. Thank you for this report. What triggers her despawn? finishing the quest? killing her?

I did this quest today. Fortunately had 2 other sets of people trying to gank the spawn but they all worked together and helped me get it. So we had way overkill on the fight, but thats ok with me....I did thequest with amiable faction. Scout spawned LESS than 10 hours from when she despawned the night before. She was due between 5pm EST and 7pm EST and she spawned at 4:40 (if anything she should have spawned at 5:30 at the earliest).
At level 56 I harmonied twice and shot one arrow from max range and got the Capt solo. I pulled him to SG tunnel and thats where we fought him. Cleric in main group went LD during fight but we still managed to do him (like i said we had TOO many people). Seemed to hit for a max of 240, riposted ALOT when i got on the same side the MA did. Enraged around 10% (?). I handed in the disk got the robe, then the robe to get the bracer and went home a happy ranger. Like I said I was amiable the whole time.
EDIT:Oh yeah no faction hits either for killing the capt.

we just did with one grp 60 pally 60 rog 60cleric 60druid 56 monk 60sk...was tough tho with no haste or slow,,druid harmony pulled pally tanked did LOH then Cheals til Capt was dead Cleric was oom at the end so maybe we got lucky. Def he has high MR ..another time we did with a 55 chanter(grp said a 60 shammy could land his poison based slow after shammy debuffs) none of chanter spells would land but Tash,,still a tough fight for less than 2 grps

ok.. once you down the captain, which you can do with one good group.. we do it all the time with one cleric, 60 tank ma'ing, 60 dru pulling, rogue, chanter and one other melee.... you take the disc, turn it in and get the robe, you then turn robe in and get bracer,, you THEN turn bracer in and get SWEEEEET range item!!! that's what a cleric wants .. tis a beauty! right now though, least on prexus, it's a big battle for fcfs'ing.. so be prepared to be KS'd !!! just time the spawn and have everyone aware of the time! no point camping when they pop on schedule!

Did this quest recently. The Scout is on a 10-12 hour spawn timer, and no she does not skip spawns. I had to ask around last time she despawned, and it was around 4am. So I logged on and I headed to WW and camped her starting at maybe 10am, and she spawned around 3:30pm in the afternoon. We did the Captain with two groups, with a 60 pally tanking.
All you do is wait for her to spawn, give her the tools, then a bunch of giants spawn along the coast, you need to harmony them all and pull the captain, unless you want to kill all of them which is a waste of time. The captain enrages and has quite a lot of HP. Loot the Broken Disk from him, give it to the scout for the robe, give the robe back to the scout for the bracer, and give the bracer back to scout for the talisman (depending on which class you are, you'll want to chose the item that you can use).
The long boring camp is well worth the wait. I plan on camping her for another bracer if I can't get a Golden Leaf bracer.
BTW, when you give Scout Charisa the broken disk, she will give you the robe and a note. The note that Scout Charisa gives you can be handed to Commander Leuz for faction and exp. As for the robe, well read the paragraph above.

does the scout give you your item based on your class? i guess she would, but i'm just wondering cause i don't see how a cleric would have much use for the robe or bracelet

No after killing the Capt and getting the disk off of him you hand the disk to the scout. She than hands you a note and the robe regardless of class. If you want the bracer you hand her back the robe and she awards you the bracer. To get the talisman you hand her the bracer back and she awards you the talisman. So depending on what you want decides the amount of times you hand the items back.

Your faction matters in Skyshrine to activate it there, but does it matter in WW ? In otherwords somebody who is not KOS to the scout (say kindly or dubious or whatever) and has the quest piece...can they turn the piece in to the scout or do you need to reactivate the quest? Anybody know ?

Okay I got the item that dropped...as it was the only people there were all on Kael faction. I am kos to both now...need to get my SS faction back up. Questions are:
1) Does my faction with CoV matter at all when I am handing it in to her? Do I have to be ally with her or just not kos?
2) Can I hand it in anytime that she is standing there or do I have to respawn the quest?

Suppose you're KOS to CoV ... you have someone that's ally trigger the giants ... what if you would loot the broken disk and give to Charisa (secret handshake), does faction matter at that time?

Killed the captain today, then didnt hand straight to charisa (dunno why /bonk) so when can i hand her the disk again, when she has the bag or when she doesnt, does it matter?

Im confused, after u turn the note back to Leuz, you recieve the robe. Then do you have to go back to Scout Carisa(whatever) and then hand her the robe, then the bracer? And when does she despawn? after u turn the disk into her? so do you have to charm her again after she respawns, then hand her the robe and bracer?
No, the note is just for faction exp, Scout actually gives you the robe and the note, you don't have to head right back to ss and hand in note, just turn in the robe to get bracer, bracer to get talisman, note can be destroyed if you want.

If a char is currently apprehensive to CoV, Can someone aimiable get the tool box, hand it in and spawn the captain and then the char who is apprehensive to CoV loot the disk and turn it in for the robe?
Gonna try it anyways, just wonderinf if anyone has ever done it this way. If I don't get a reply, I will let you all know!

could a 57 bard chant kite the captain.. do any of the 8 gaints spawned cast at all?

If you could manage to pull the capt solo, you would most likely aggro other mobs in the zone as you kite. Any mob will aggro... even if you're ally with CoV.

I realized otherwise... done it a few times... i'm guessing just about no one can solo, although a couple could duo this.

i went to Skyshrine with a guild chanter tonight and tried to charm commander luiz to begin the quest. we were able to charm him but when i hailed him he did not acknowledge me as being able to start it. chanter did and she was able to get the note from him. with chanter charm, mob becomes pet so is amiable to chanter but was indifferent to me since i'm on Kael faction atm. so it seems that you may be able to do the quest (or at the least start it) with faction to CoV as low as amiable. not sure about charisa however.

I was able to get the tool kit today with amiable faction, tho all i'm after is the robe so i won't know if you need more faction to do the later parts in this zone.

you used to be able to charm her to hand in the gear that drops off the captian but no more. I tried this tacitic today, but shes not 100% MR, so no way to sneek through by, if you want this item you need to be on CoV faction.

I've recently gone from CoV to Kael faction. When I was on CoV, I recieved the scout tools from Commander Leuz but did nothing with them. If I am now KoS to Cov, can I sneak and turn in the tools to Charisa to spawn the giants? Can I also turn in the Disc to her to recive the robe, and then the bracer while sneaking?
Does anyone remember if Charisa turned towards you when turning in the items? Thanks in advance :)

Spawn time is exactly 10 hours after DESPAWN. Which is probably where there are discrepencies between spawn times. It takes varrying amounts of time for different people to round up forces, get ready, and kill the giant.
