This is an Erollisi Day seasonal task. Deputy Mims is located in a tower in the northeast part. She's on Find (Ctrl+F).
Prerequisite : A Fool In Love and All You Need is Love. You say, 'Hail, Deputy Mims' Deputy Mims says, 'I just do not have time to be involved in this type of thing. I was given an urgent [assignment] from the head deputy. I must take care of it posthaste!' You say, 'What assignment?' Deputy Mims says, 'I am to head to the Gorge of King Xorbb and [investigate] some very shady actions of those darn goblins.' You say, 'I will investigate.' You have been assigned the task 'Can Anybody Find Me'. Deputy Mims says, 'If you could do that, I would definitely be able to report back to my head deputy and that would certainly save me some time from my other duties. I will patrol Rivervale on my regular route and see you back here with the information.' 1. Investigate the goblin activity in Misty Thicket 0/1 Misty Thicket Be ready for a fight ! Head to the southwest goblin camp around /loc -788, +1318. 2. Defeat the goblin instigator 0/1 Misty Thicket a goblin instigator (level 115) spawns and immediately attacks, kill it. 3. Loot the goblin flyer 0/1 Misty Thicket --You have looted a Torn Goblin Flyer from a goblin instigator's corpse.-- 4. Investigate the goblin activity in Runnyeye 0/1 The Liberated Citadel of Runnyeye Be ready for another fight ! Head to Runneye around /loc +14, +46. 5. Defeat the goblin instigator 0/1 The Liberated Citadel of Runnyeye a goblin instigator (level 115) spawns and immediately attacks, kill it. 6. Loot the goblin flyer 0/1 The Liberated Citadel of Runnyeye --You have looted a Goblin Flyer, Page 1 from a goblin instigator's corpse.-- 7. Investigate the goblin activity in the Gorge 0/1 The Gorge of King Xorbb Be ready for another fight ! Head to Gorge of King Xorbb around /loc +230, -1474. 8. Defeat the goblin instigator 0/1 The Gorge of King Xorbb a goblin instigator (level 115) spawns and immediately attacks, kill it. 9. Loot the goblin flyer 0/1 The Gorge of King Xorbb --You have looted a Goblin Flyer, Page 2 from a goblin instigator's corpse.-- 10. Combine the goblin flyers 0/1 ALL In the Torn Goblin Flyer, combine both pages to make a Goblin News Flyer. 11. Deliver the flyer to Deputy Mims 0/1 Misty Thicket You offered 1 Goblin News Flyer to Deputy Mims. Deputy Mims says, 'This is excellent, excellent work. I will go and turn this into the head deputy and then go off to visit your good and generous friend. What is your friend's [name]?' You say, 'His name is Rolo.' Deputy Mims says, 'Rolo, I do not know any [halfling] named Rolo. Does he live here in Rivervale?' You say, 'Halfling? He is a brownie.' Deputy Mims says, 'A brownie? Well, that is a new one for me! But I feel I owe him a thank you at the very least. You never know though, we could definitely become friends.' 12. Speak with Farnjer about what you learned 0/1 Misty Thicket You say, 'Hail, Farnjer' Farnjer says, 'Greetings my friend, how do we do with the wooing? Is she going to [visit Rolo] at the very least?' You say, 'She will visit Rolo.' Farnjer says, 'Very good, very good. I feel like I have fulfilled my duties as a best friend. I wish it was not under the spell of the magic dust, but at least we helped out. Perhaps it can become something more. Thank you much for all your excellent help.' 13. Speak with Rolo about what you learned 0/1 Misty Thicket You say, 'Hail, Rolo' Rolo says, 'You said [Deputy Mims]? Not Deputy Shorttoes?' You say, 'Yes, Deputy Mims. She explained very nicely what her good name was and we had a lovely conversation. She wants to meet you.' Rolo says, 'You really did a lot of nice things for me. I would really like to thank you. I will tell my friend and doubter Farnjer, that we will be good friends. Farnjer does not believe me. He thinks I am crazy or under the spell of the [Dust] of a Broken Heart or something crazy like that. ' You say, 'No magic dust?' Rolo says, 'No, no, no. I do not mess with magic. Too scary. Too many bad days! This however is a good day, thank you so much, my good friend!' 14. Speak with Farnjer about what you learned 0/1 Misty Thicket You say, 'Hail, Farnjer' Farnjer says, 'I am not sure what we are going to do when the Dust of a Broken Heart wears off, but I guess it is good for now. Pesky magic dust. Oh well, at the very least I was still a [good friend].' You say, 'Your good friend didn't use any.' Farnjer is happy for his friend and finds that you should all celebrate loving anyone you want. You have been given: Lovely Brownie Familiar Farnjer says, 'This was not from the magic dust? A level 1 might get the quest but the spawn is much higher. Level 22 solo bard spawned misty and a level 59 goblin came to battle. Did not go well... Loading please wait lol

'a goblin instigator' was level 95 to my level 100.

Seems like the "a goblin investigator" scales with your level. I did this with my group of 3, all level 123, and the "a goblin investigator" conned yellow and was level 125.

The instigators apparently are not limited to spawning during the event time. Nor are they limited to the order of the task. I am at the Misty Thicket Kill the instigator step, but the one in Gorge spawned on me while I ran around the zone.
