Agryn Moonfield is at location +735, +835 in the Bank of Erudin.

You say, 'Hail, Agryn Moonfield'

Agryn Moonfield says 'Welcome to the Bank of Erudin. I am Agryn, the bank manager. How may I be of service to you?'

You say, 'I need Vasty Deep Water.'

Agryn Moonfield says 'You must have been sent by one of the guilds. All you need to do is give me your guild coin and I shall exchange it for the Vasty Deep water.'

Leraena Shelyrak is at location -655, -80 in The Temple of Divine Light in Erudin.

You say, 'Hail, Leraena Shelyrak'

You say, 'I need a guild coin.'

Leraena Shelyrak says 'Yes, of course. Here it is. Remember that it is not a form of currency.'

Receive Peacekeeper Token. Return to Agryn Moonfield and hand it in.

Agryn Moonfield says 'Ah!! A Peacekeeper. I have some Vasty Deep water sitting out already. Here you are. Do not let it fall into the wrong hands.'

You gain experience!!

You have entered Erudin.

Lerana Shelyrak is at 650, -90.

You say, 'I need the guild coin'
Leraena Shelyrak says 'Yes, of course. Here it is. Remember that it is not a form of currency.'

You recieve a Peacekeeper Token (screenie).

[Sat Dec 31 15:56:59 2005] LOADING, PLEASE WAIT...
[Sat Dec 31 15:57:15 2005] You have entered The Erudin Palace.

Now the problem part :
Bankers do not accept trades. I've tried with Agryn Moonfield, the banker on the left side first, as he was mentioned below.

[Sat Dec 31 15:57:58 2005] You say, 'Hail'
[Sat Dec 31 15:57:59 2005] Agryn Moonfield says 'Welcome to the Bank of Erudin. I am Agryn, the bank manager. How may I be of service to you?'
[Sat Dec 31 15:58:13 2005] This NPC cannot accept items directly, right-click if you wish to make transactions.

Same with all three other bankers in this bank.

Even tried to give it to one of the Sentinels inside the bank, but no success :

[Sat Dec 31 15:58:39 2005] Sentinel Phis says 'I have no need for this Opdedeel, you can have it back.'
[Sat Dec 31 15:58:44 2005] Sentinel Nolbain says 'I have no need for this Opdedeel, you can have it back.'
[Sat Dec 31 15:59:42 2005] Sentinel Knox says 'I have no need for this Opdedeel, you can have it back.'

None of those seven NPC reacts to any combination of "I need..." and "clear water" and "vastly deep water".

This quest may have been broken during the changes a while ago when they made bankers not viable for direct trades.

What dialogue or lore told you to go ask for a guild coin?

PS: Used a paladin of Quellious for this as people below indicated that this might be a faction issue.

Does anyone know what the 'Clear Water' is for? It doesn't seem to have anything to do with Nolusia (although she asks for some, she really want's Erud's Tonic.)

OK, this quest is only available to people with amiable faction to the Peacekeepers. It seems only enchanters or paladins/clerics that follow Quellious can get this faction so keep that in mind.

You get a guild coin by asking "I need a guild coin" of Leraena Shelyrak. Deliver this to the merchant on the far left in the bank for the clear water.

The water is lore and no drop, so you can't have any help in this...

Yes you do need amiable faction to get the coin but there isn't any race / diety restrictions. My dark elf chanter had no trouble getting the coin or water. This has to be part of a larger quest though. Has anybody explored what this might be.

Paladins (and clerics, I would guess) of Prexus can work their way to amiable with the Peacekeepers, as well. Just do the bone chip quest a lot.
