Ocoenydd Fe`Dhar is located in a room just beyond the maze, immediately to your left once you've ported into the giant staircase section.
You say, 'Hail, Ocoenydd Fe`Dhar' Ocoenydd Fe`Dhar says 'Greetings to you. I seek those who call themselves magicians. Are you a magician, little one?' You say, 'I am a magician' Ocoenydd Fe`Dhar says 'I thought so. I have several tasks for you accomplish. Once you have completed them I will have a cap, a robe, sleeves, wristbands, gloves, leggings and boots to reward you with.' You say, 'What robe?' Ocoenydd Fe`Dhar says 'This exquisite robe shall be yours in exchange for a tattered silk robe and three pristine emeralds.' Gems are dropped off various NPCs in Velketor's Labyrinth, Siren's Grotto, Cobalt Scar and The Wakening Land. Tattered silk armor is dropped randomly in the Halls of Testing inside the Temple of Veeshan. Bring the three gems and armor piece back. Ocoenydd Fe`Dhar says 'Excellent! I had not thought that one such as you would be able to complete such a task. Now I will hold up my end of the bargain. Here is the armor that I promised I would fashion for you upon returning these items to me. Wear it with pride!' Your faction standing with Claws of Veeshan could not possibly get any better. Your faction standing with Yelinak got better. Your faction standing with Kromzek could not possibly get any worse. You gain experience!! | ||||||||||||||||||||||||||||||||||

since the patch they have moved the quest room and max ally is required
ONLY do with ALLY faction.
Anything less.. this counts zone wide with Skyshrine.. will LOOSE you your items, and get a wry smile from the quest wyvern.

You need to be ally. It might work with warmly faction but I wouldn't risk it. Ally is the safe way to go but very easy to get the faction to there.
CoV is the faction though.

We had one Silk robe drop the other night on Ayonae Ro server. So i'm guessing this is not a broken quest.

Anyone else notice that the robe blank drop in temple of veeshan testing halls seems to be broken. As a guild we must have been round there over 40 times, and had at least 10 plate, 10 leather, 10 chain chest pieces. Not 1 robe however. In fact of all the pro dragon guilds on Cazic Thule, i've only heard of 2 robes dropping total.
