I did this quest twice and got two different items, so it must be a random reward:
1. Holgresh Mojo Stick [Holgresh Air Wand]
2. Holgresh Mojo Stick [Holgresh Fire Wand]
I did not get any Holgresh Grand Vizier Beads.
I don't know how many places a storm giant foreman can spawn, but for me he appeared at -670, -3965 (just west of Kael) after killing all the frost giant laborers for a while.
Kael giants hate me, so I used sneak to do the turn-in.

a storm giant foreman is an uncommon spawn from the giants outside of Kael in Wakening Lands. He can spawn in either the small house southwest of Kael or the work area a short walk out west from Kael.
You say, 'hail a storm giant foreman' A storm giant foreman says 'Hey there scrawny! I lead the finest team of laborers in all of Kael Drakkel! We've got little use for a weak creature like yourself, but if you want to help us out I've got a task for you. You say, 'what task' A storm giant foreman says 'Those pansy dragon would bees in the Tunarean Court have become quite the nuisance lately. The deaths of Lord Gossimerwind and Lord Prismwing would certainly put an end to the nuisance for a time. Bring me their wings as proof of their deaths. Lord Gossimerwind is a rare named fay drake that can be found in a large area west of the lake in Wakening Lands. Clear faerie dragons that spawn in the area to spawn him. Lord Prismwing is a rare named Drixie that can be found either north, south, or west of the lake. Kill random trash drixies to eventually spawn him. Give Gossamer Wing and Prismatic Wing to the storm giant foreman. A storm giant foreman says, 'You've done well. Maybe that foolish court will learn yet that the expansion of Kael cannot be impeded.' Your faction standing with Kromzek has been adjusted by 10. Your faction standing with Kromrif has been adjusted by 2. Your faction standing with King Tormax has been adjusted by 2. Your faction standing with Claws of Veeshan has been adjusted by -5. You gain party experience! Note: Reward may be a random item from a larger list. Updated the dialogue and added another reward.
Did this quest today on the Phinigel server after camping Lord Gossamerwind and Lord Prismwing as part of the new hunter achievements. Figured I would see if the quest was still functioning and if the only reward was that mojo stick. The named themselves are pretty rare and took me the better part of a day to spawn clearing every potential PH.
Was pleasantly surprised when I got a different reward than the only one previously listed, a set of Holgresh Grand Vizier Beads. Ultimately this feels like another quest that is just not worth the time as the 2 named required in it take so long to spawn that unless you just happened to find them up there's little reason to camp them specifically for the quest.

What did people do to get Prismwing to spawn? I can't find him.

Soloed these as a 54 necro, but they are a tough fight. Didnt try the named mob, he probably would have killed me.

My group was hunting these two in Wakening Lands last night. The first kill we get a wing from Lord Gossimerwind. I thought "Dang, this will be easy". Unfortunatly after killing Lord Prismwing 3 times, I got fairy dragon dust from him all three times and never got a wing from him.

Can either of these too be solo'd by a high lvl caster? Did they have mega hps? or cast anything nasty? Resist tons? Any info would be great.

I agroed both of em at once and was able to get away from them, Prisim wing seemed the weaker. the other hit for 125 and i think casts dispells and other nasty spells
